KAWHIA COUNTY COUNCIL.
Special Order making Special Rate.
In pursuance and exercise of the powers vested in it in that behalf by “The Local Bodies’ Loans Act, 1908,” the Kawhia County Council hereby resolves as follows: That, for the purpose of providing the interest (at 4 per cent. per annum) and other charges on a loan of £2,500, authorised to be raised by the Kawhia County Council, under the above-mentioned Act, for the purpose of widening and metal-ling the Mahoenui–Kawhia Road from Kinohaku to the junction of the Taumatatotara Road, the said Kawhia County Council hereby makes and levies a special rate of 3½d. in the pound upon the unimproved value of all rateable property in the Mahoenui–Kawhia Road Special-rating District, comprising the following lands abutting on the said road—namely, W. Johnson’s, Blocks I and II; Sections 3 and 4, Block I; Sections 8, 9, and 10, Block V; Sections 13, 14, 15, 16, 17, 18, 19, and 20, Block I; half of Sections 2, 3, 1A, 11, 7, and 12, Block V; half of Sections 3 and 4, Block VI, Kawhia South Survey District; half of Section 1A, Block III, Marakopa Survey District; half of Section 1, Harihari Small Grazing-run, Blocks V and IX, Kawhia South Survey District, Blocks III and IV, Marakopa Survey District; also the following Native land—namely, 6633 No. 11D No. 2, Blocks I and II, Kawhia South Survey District: and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable yearly on the 1st day of September in each and every year during the currency of such loan, being a period of forty-one years, or until the loan is fully paid off.
The above special order was passed at a special meeting of the Kawhia County Council held on the 25th day of November, 1908, and confirmed at a special meeting of the said Council held on the 23rd day of December, 1908.

Regulations as to the Introduction of Cattle into the Colony of the Cape of Good Hope.—Notice No. 1276.

THE following regulations of the Colony of the Cape of Good Hope, dated 16th December, 1908, as to the examination and quarantine of cattle introduced into that colony, are published for general information.

REGULATIONS.

THE word “cattle” in these regulations shall be taken to mean and include all animals of the bovine tribe.

Importation will be permitted only through the Ports of Cape Town, Port Elizabeth, and East London.

All cattle, save as hereafter excepted, imported from any country whatsoever oversea shall be subjected by a Government Veterinary Surgeon to the test known as the tuberculin test.

Immediately upon arrival the cattle shall be removed for quarantine purposes to a place provided by the Government, or by the owners or importers, subject to the approval of the inspecting officer, and there quarantined for a period of not less than thirty days, upon the expiration of which period they shall be subjected by a Government Veterinary Surgeon to the necessary testing by tuberculin to ascertain whether they are or are not affected with tuberculosis.

The owners or importers shall receive the cattle at the ship’s side and deliver them at their own risk at the place of quarantine.

In the event of the test indicating the existence of tuberculosis, the animals shall not be removed alive from the place of quarantine, but shall be destroyed there; and the owner or importer shall be allowed to deal with the carcases as he may think fit, provided, however, that the flesh shall not be used for human consumption unless the said Government Veterinary Surgeon or a medical officer shall give a certificate that it is fit for that purpose.

All expenses of inspection, quarantine, testing, destruction, and otherwise shall be borne by the owner or importer of such cattle, and shall be at the rate of 5s. per head for every day such cattle are necessarily detained for these purposes, which fee shall also be payable by the owner or importer for each day such cattle remain at the place of quarantine owing to failure on the part of the owner or importer to remove such cattle or to pay such expenses. In the event of the owner or importer failing to pay within one month of completion of the quarantine all expenses which have accrued, such cattle may be sold by the Government, the proceeds to be handed over to the owner or importer after deduction of the expenses incurred, or such expenses or any balance thereof as may be recovered at law.

The Government shall not be responsible for any loss or damage due to unavoidable accidents by fire or otherwise to the cattle while in charge of the Government or its duly authorised representative.

The foregoing regulations shall not necessarily apply to cattle imported from oversea and consigned direct by rail to any other colony or State in South Africa, nor shall they apply to cattle imported solely for purposes of slaughter, provided that, before they are landed, they shall be inspected by the Government Veterinary Surgeon and declared to the best of his belief to be not unfit for human consumption; and the owner or importer shall sign and deliver to such officer an undertaking to the effect that none of such animals shall be used or disposed of for any other purpose than for immediate slaughter for food.
