salvage corps. The control of such corps shall vest in and be exercised by the officer elected to be captain by the members and approved by the Board. The duty of such fire police shall be to attend at any fire, to aid and assist the regular Police Force, to watch over any properties saved, to preserve order, and to carry out any instructions which may be given by the Superintendent or Deputy Superintendent of the fire brigade in command on the spot. Such instructions to be conveyed as far as possible through the captain or officer in charge of the fire police.

  1. Discipline and Management.

Subject to “The Fire Brigades Act, 1908,” and these by-laws, the brigade and corps respectively may make rules and by-laws regulating the duties and elections of such other officers as are not otherwise provided for in these by-laws, and the internal management of the affairs of the brigade or corps, and may from time to time amend, revoke, and make new by-laws. A copy of all such by-laws shall be forwarded to the Secretary of the Board for approval.

Any member of the brigade or corps who misconducts himself at a fire, meeting, or practice, or at any gathering where the brigade or corps is represented, or appears in a state of intoxication at any fire practice or meeting or gathering as aforesaid, or is insubordinate, or wilfully neglects to carry out the instructions of the Superintendent or officer in charge, shall be liable to instant dismissal, and shall be guilty of an offence against this by-law.

  1. Gratuities for Volunteer or other Services.

For the performance of any volunteer or special services rendered by any person, whether a member of any brigade or not, in respect of any fire, there shall be paid out of the funds of the Board such sum as the Board or any committee authorised by the Board may direct, not exceeding the rate of 2s. per hour for the time occupied in such services.

  1. Storage of Inflammable Goods.

(a.) No person shall keep or store on any premises any crates, cases, boxes, or other packages, either empty or containing paper, cardboard, or other similar inflammable materials, within 20 ft. of any adjoining land, building, street, or right-of-way.

(b.) No person shall keep or store any wood-shavings or other inflammable substance in any building situate at a less distance than 20 ft. from any adjoining land, building, street, or right-of-way.

(c.) No person shall place, or keep stored, any stack of hay, straw, or other inflammable substance on any premises within the district in the open air at a distance of less than 50 ft. from any building, fence, street, right-of-way, or adjoining land.

(d.) No person shall keep or store any hay, straw, or other inflammable substance in any building within the district attached to or at a less distance than 30 ft. from any other building, unless the roof of such first-mentioned building is covered with corrugated iron of not less than 26-gauge, or best quality slates or tiles, and its walls are constructed wholly of brick, stone, or concrete, or a combination of such materials; provided that this clause shall not apply to the case of any hay, straw, or agricultural produce required for the keeping of horses, and stored in any building used only for the bona fide purpose of or in connection with a stable, the storing-capacity of which does not exceed 2,000 cubic feet.

Electric Fire-alarm Circuits.

The Board may establish or contract with any person or corporation for the establishment of an electric fire-alarm circuit, or may take over any such circuit now or hereafter established by the Masterton Borough Council, and may from time to time extend such circuit and provide for the connection therewith of street-alarms and public and private buildings and premises. All connections shall be carried out to the approval of the Board, at the cost of the owner of the property to be connected. The cost of maintenance of all public and private connections, and of the periodical examination and testing of such connections, shall be borne by the owner of the property connected, and all such connections shall be efficiently maintained to the satisfaction of the Board or the officer appointed by the Board for that purpose. With the consent of the owner, such cost may be commuted to the payment of such annual sum as is agreed on between the Board and the owner.

Fires outside the District.

The Superintendent may render such assistance as he may deem necessary at any fire taking place outside the district, provided he can do so without jeopardizing the safety of the Masterton Fire District. For such assistance the Board may charge the owner of the property endangered such fees as will recoup the Board the costs incurred.

B

Inspection of Public Buildings.

The fee to be paid by the owner or occupier of any building for the inspection of such building, under the provisions of section 51 of “The Fire Brigades Act, 1908,” shall be according to the following scale:—

Buildings to seat not more than two hundred persons .. .. .. 5 0
Buildings to seat more than two hundred but not more than three hundred persons .. 7 6
Buildings to seat more than three hundred persons .. .. .. .. 10 0

The owner and occupier of any such building shall be severally liable for the payment of the proper fee according to the above scale.

Payment of Fees.

All fees payable under these by-laws shall be payable to the Secretary of the Board on demand.

Penalty Clause.

Every person guilty of an offence against, or committing any breach of or failing to perform any duty imposed upon him by, any of the provisions of these by-laws shall be liable for such offence, breach, or failure to such a penalty not exceeding £20 as the Court inflicting the same shall in its discretion think fit; and in each case in which such offence, breach, or failure shall be a continuing one, to such a penalty not exceeding £5 as such Court shall think fit for every day or part of a day during which such offence, breach, or failure shall continue.

The foregoing by-laws were made by the Masterton Fire Board at a duly constituted meeting of the said Board held on the 27th day of January, 1909.

The common seal of the Masterton Fire Board was affixed hereto by order of the Board, this 27th day of January, 1909, in the presence of—

THE following special orders, made by the Kiwitea County Council, are published in accordance with the provisions of “The Local Bodies’ Loans Act, 1908.”

KIWITEA COUNTY COUNCIL.
Special Order.

THAT, in pursuance and exercise of the powers vested in it in that behalf by “The Counties Act, 1908,” and amendments, the Kiwitea County Council does hereby resolve as follows: That, for the purpose of providing the interest and other charges on a loan of £350, authorised to be raised by the Kiwitea County Council, under the provisions of “The Local Bodies’ Loans Act, 1908,” and amendments, for the purpose of constructing a bridge and approaches over the Pakihikura Stream on the road known as the Northern Line, the said Kiwitea County Council does hereby make and levy a special rate of 3½d. in the pound upon the rateable valuation of all rateable property of the Manawa Special-rating District, comprising Sections 58, 66, 56, Pakihikura Reserve; 78, 79, 89, 81, 82, 84, Block VII; 60, 63, 51, part 59, 48, 49, 64, Block XI; 17, Block VIII, Ongo Survey District; 29/35, 36A, 36B, 1, 2, 3, 4, 5, 6, suburban, 7, education reserve, 8 and 9, suburban, 7, 22, 17, 13, Rewa Village: and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable half-yearly on the 1st day of February and the 1st day of August in each and every year during a period equal to the currency of such loan, being a period of forty-one years, or until the loan is fully paid off.

The cost of raising the loan and the interest for the first year shall be paid out of loan.
