Regulation 130. (1.) The Principal Veterinary Officer of a district shall be attached to the Headquarters of the district, and shall be responsible to the Officer Commanding for the administration of the Veterinary services of the district. In his temporary absence the duties shall devolve on the senior Veterinary Officer at District Headquarters.
(2.) The Principal Veterinary Officer of a district shall at all times report to the Director-General of Veterinary Services on matters affecting his Department, and, in referring such local questions, shall record his opinion thereon.
Regulation 131. Veterinary officers shall not be appointed to corps, but Principal Veterinary Officers of districts shall, on communication with the Officer Commanding the District, detail Veterinary officers to attend mounted camps and manœuvres, and perform such duties as may from time to time be required.
Veterinary officers, farrier-sergeant-majors, and farrier-sergeants shall be deemed efficient and shall be paid capitation allowance as laid down for Mounted Rifles, on a certificate signed by the Officer Commanding District, and countersigned by the Director-General of Veterinary Services, stating that the officers and non-commissioned officers have performed their duties satisfactorily during the year, and shall be allowed to count such service as “efficient” service towards earning the Volunteer Service Medals and Decoration.
Regulation 132. Veterinary officers away from home on duty shall be allowed travelling-allowance as provided by Regulation 385 of the General Regulations—viz., Director-General of Veterinary Services, 15s. per day; and other Veterinary officers, 12s. per day.
Regulation 133. (1.) Veterinary officers who have served efficiently for twelve years in the Defence Forces shall be eligible for promotion to the rank of Major, and if for twenty years to the rank of Lieutenant-Colonel, on the recommendation of the Director-General of Veterinary Services. Special promotions may, however, be made at any time, on good reason being shown.
(2.) Veterinary officers shall, except in special cases, be retired at the age of sixty, and no Veterinary officer shall remain on the Active List (Unattached) after the age of sixty-five.
Regulation 134. In addition to the officers who comprise the New Zealand Veterinary Corps, one farrier-major and two farrier-sergeants may be appointed to each district by the Council of Defence, on the recommendation of the Principal Veterinary Officers, and on the advice of the Director-General of Veterinary Services. These non-commissioned officers shall receive travelling-allowance while away from home on duty at the rate of 8s. per day, and while on duty in camps at the rate of 4s. per day.
Regulation 330 is hereby amended by omitting the words “Submarine Mining Engineers shall hold these camps adjacent to the mine-fields”; and also by omitting the words “Hospital and Bearer,” and substituting therefor the word “Ambulance.”
Regulation 333, (3), is hereby revoked.
Regulation 338 is hereby revoked.
Regulation 356 is hereby amended by omitting the words “Field Hospital and Bearer Companies,” and substituting “Field Ambulances.”
The following new regulation is hereby added after Regulation 360:—
Regulation 360A. A soldier who has been discharged from the Naval or Military Forces of Great Britain or the Military Forces of the Indian Empire or of any British dominion, colony, or other possession, after having served therein for three years at least, and within three years of such discharge, may be enrolled in the New Zealand Volunteer Force up to the 30th November in any one year without undergoing recruit drill, but must in other respects fulfil the conditions required by regulations to entitle him as a Volunteer to earn capitation.
Regulation 361 is hereby amended by omitting the words “at which at least one-half of the strength must be present”; also by omitting the words “Two-thirds of the strength must be present on at least four parades during the year.”
Regulation 363, as amended on the 20th October, 1906, and 7th May, 1907, is hereby further amended by omitting the words “at which not less than one-half of the strength must be present”; also by omitting the words “Two-thirds of the strength must be present on at least four parades during the year.”
Regulation 364, as amended on the 7th May, 1907, is hereby revoked.
