I, the undersigned, hereby certify that I have examined the undermentioned goods forwarded by , of , to , of , per , and have found them to be reasonably free from disease and fit for export:—

Before fruit is inspected the importers shall furnish the Inspectors with a list of the number of cases and the various marks of each separate consignment.

  1. Potatoes (the tubers of plants belonging to the order Solanaceæ), when not otherwise within the scope of Regulation 2, shall, as a condition both for their export and import, be accompanied by a certificate from an Inspector of the Department of Agriculture and Stock setting forth that such tubers are free from—

Potato-rot or Irish potato-blight (Phytophthora infestans);

Brown-rot or potato bacteriosis (Bacillus solanacearum);

Scale (Gelechia solanella);

Potato-moth borer.

Rootgall or eel-worm (Heterodera radicola);

or from any other injurious insect or plant-disease to which potatoes are subject.

Use of New or Clean Cases and Bags.

  1. Where imported fruit and vegetables are packed in cases, crates, or bags, such cases, crates, or bags shall be either (a) new, or (b), if not new, shall be accompanied by a certificate signed by an Inspector of the Department of Agriculture of the exporting State to the effect that they have been steamed or dipped in boiling water or otherwise cleansed to his satisfaction before being used a second time.

Limit of Weight of Plant Parcels.

  1. No package or parcel containing plants imported into this State shall exceed 2 cwt.

  2. Any person guilty of a breach of these regulations shall be liable to a penalty not exceeding twenty pounds.

SCHEDULE 1.

DISINFECTION OF PLANTS AT PLACE OF ENTRY.

A. They shall be disinfected by being dipped for a period of not less than two minutes in a solution of 1 lb. of whale-oil or any similar soap (80 per cent.) to every gallon of water. The said solution to be kept at a temperature of 115 to 120 degrees Fahrenheit.

B. Or they shall be fumigated for one hour with hydrocyanic-acid vapour within an airtight chamber.

By His Excellency the Right Honourable FREDERIC JOHN NAPIER, Baron Chelmsford of Chelmsford, in the County of Essex, in the Peerage of the United Kingdom, Knight Commander of the Most Distinguished Order of St. Michael and St. George, Governor of the State of Queensland and its Dependencies, in the Commonwealth of Australia.

In pursuance of the authority in me vested, I, Frederic John Napier, Baron Chelmsford, the Governor aforesaid, by and with the advice of the Executive Council, do hereby rescind the Proclamation under “The Diseases in Plants Act of 1896,” dated the fifteenth day of December, 1897, and published in the Gazette dated the eighteenth day of December, 1897. And I do, by this my Proclamation, notify and declare that the diseases named in the Schedule hereto shall be and are diseases within the meaning of “The Diseases in Plants Act of 1896.”

Given under my hand and Seal, at Government House, Brisbane, this twelfth day of June, in the year of our Lord one thousand nine hundred and eight, and in the eighth year of His Majesty’s reign.
