Every person guilty of an offence under or committing a breach of or failing to perform any duty imposed upon him by any provisions of these by-laws shall be liable upon conviction for each such offence, breach, or failure to such penalty, not exceeding the sum of five pounds, as the Court inflicting the same shall in its discretion think fit, which penalty shall be recoverable in a summary way.

These by-laws shall come into force upon the publication thereof in the New Zealand Gazette.
FIRST SCHEDULE.
Width of Tires in Proportion to Loads.
Vehicles on Two Wheels—i.e., Vehicle, Engine, or Machine.
(1.) For a load exceeding 25 cwt. but not exceeding 30 cwt., tires not to be less than 2½ in. wide.
(2.) For a load exceeding 30 cwt. but not exceeding 35 cwt., tires not to be less than 3 in. wide.
(3.) For a load exceeding 35 cwt. but not exceeding 45 cwt., tires not to be less than 4 in. wide.
(4.) For a load exceeding 45 cwt. but not exceeding 60 cwt., tires not to be less than 5 in. wide.
On Four Wheels.
(5.) For a load exceeding 35 cwt. but not exceeding 40 cwt., tires not to be less than 2½ in. wide.
(6.) For a load exceeding 40 cwt. but not exceeding 70 cwt., tires not to be less than 3½ in. wide.
(7.) For a load exceeding 70 cwt. but not exceeding 5 tons, tires not to be less than 5 in. wide.

WELLINGTON CITY COUNCIL.
Special Order striking Special Rate.
In pursuance and exercise of the powers vested in it in that behalf by “The Local Bodies’ Loans Act, 1901,” the Wellington City Council hereby resolves as follows: That, for the purpose of providing interest, sinking fund, and other charges on a loan of £15,000, authorised to be raised by the Wellington City Council, under the provisions of “The Municipal Corporations Act, 1900,” “The Local Bodies’ Loans Act, 1901,” “The Slaughtering and Inspection Act, 1900,” and their respective amendments, for the purpose of establishing an abattoir for the City of Wellington, the said Wellington City Council hereby makes and levies a special rate of 5/6d. in the pound upon the rateable value (on the basis of the unimproved value) of all rateable property of the City of Wellington, being the areas the boundaries whereof are set out in the Schedule hereto; and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable half-yearly on the 1st day of April and the 1st day of October in each and every year during the currency of such loan, being a period of twenty-five years, or until the loan is fully paid off.
Schedule.
PART I.
The boundaries commence at a point where the north-eastern boundary of the land forming part of the Harbour of Port Nicholson, and granted by deed of grant dated the eighteenth day of October, one thousand eight hundred and fifty-five, to the Superintendent of the Province of Wellington, joins the Hutt Road, and extending from thence along the said road to a point due east of the eastern extremity of the southern boundary of the said Section No. 1, Block XI, Belmont Survey District; thence across the Hutt Road to the eastern extremity of the southern boundary of the said Section No. 1; thence the city is bounded by the said Section No. 1, by Sections Nos. 3 and 2, Block VI, Port Nicholson Survey District, and by the Tinakori North and Tinakori South Native Reserves and the Orangi Kaupapa Native Reserve to where its eastern boundary meets the Tinakori Road; thence across the Tinakori Road to the eastern side thereof; thence by the Tinakori Road to where it meets the eastern boundary of Section No. 29, Block VI, Port Nicholson Survey District; thence towards the west and north by Sections Nos. 29 and 32, Block VI; and toward the west by the western boundary-line of the Waterworks Reserve, running through Sections Nos. 1 and 2, Block VI, and by Sections Nos. 3, 4, 5, 6, 7, 70, and 38, Block X, and by Section 37, Block XIII, Port Nicholson Survey District, to Cook Strait; thence towards the south generally by Cook Strait and Lyell Bay to the western boundary-line Section No. 13, Block XI, Port Nicholson Survey District; and by Section No. 13, Block XI, Port Nicholson Survey District; and by the northern boundary of Section No. 8, Block XI, to its intersection with the production of the western boundary-line of Allotment No. 19, as shown on a plan marked L. and S. 55530, deposited in the Head Office of the Department of Lands and Survey, at Wellington; thence by the said production and by the said western boundary-line of the said Allotment No. 19, and by Allotments Nos. 18, 17, 16, 15, 14, 13, 12, 11, 10, 9, 8, 7, 6, 5, 4A, 4, 3, 2, 1, and 45 on the said plan L. and S. 55530 to the northern end of the western boundary of the said Allotment No. 45; thence across a road running along the shore of Evans Bay to high-water mark; thence by the waters of Port Nicholson to a point on high-water mark due east of the starting-point; thence by a line due west to the starting-point.
PART II.
All that area in the Wellington Land District bounded towards the north-east generally by the north-eastern boundary-line of Original Section No. 8 in Block III, Port Nicholson Survey District; from the northernmost corner of that section to the branch of the Kaiwara Stream forming the eastern boundary of the said Section No. 8; thence by the said branch and the Kaiwara Stream to the south-western boundary-line of Original Section No. 3 in Block XI, Belmont Survey District; thence by that section and its south-western boundary-line produced to Port Nicholson; thence towards the south-east by Port Nicholson to the northern boundary of the City of Wellington; thence towards the south generally by the City of Wellington to the Borough of Karori; thence by the Borough of Karori to the Kaiwara Stream; and thence towards the north-west generally by the Kaiwara Stream and the Otari Native Reserve to the southernmost corner of Section No. 7, Block III, Port Nicholson Survey District; and thence by the last-mentioned section to the northernmost corner of Section No. 8 aforesaid, the place of commencement.
