The number of valid votes recorded at the poll was 100; number of votes recorded in favour of the proposal, 60; number of votes recorded against the proposal, 40.
As the number of votes recorded for the proposal is three-fifths of the valid votes recorded, I declare the proposal to be carried.

Alterations to the Scale of Fares, Rates, and Charges in Force upon the New Zealand Government Railways.
IN pursuance of all powers and authorities enabling me under “The Government Railways Act, 1900,” I, William Hall-Jones, Minister for Railways, do hereby make the following alterations in the scale of fares, rates, and charges in force on the New Zealand Government railways open for traffic, such alterations to come into force on and after the 20th day of May, 1907:—
PART IV.—GOODS: LOCAL RATES.
AUCKLAND SECTION.
Cancel—
When goods of Classes A, B, C, D, E, are consigned to Auckland, except such as are consigned to private sidings at that station, or to the Auckland Railway Wharf for shipment there, both the classified rates, Part III, and the local rates will be increased by 1s. 3d. per ton, except otherwise specified.

Except where otherwise specified, goods of Class E between Onehunga and Auckland, Newmarket, or Mount Eden will be charged as follows:—
Auckland, Mount Eden, or Newmarket to s. d.

AFRICA.
SIMON’S BAY.—A F. red lt. is est. in 34° 11½′ S., 18° 26½′ E., on the elbow of the breakwater extending from Block-house Pt., 3⅛ cables N. 18° E. from the block-house on the pt. The lt.-buoy near this position has been withdrawn. March.
CHINA.
TYPHOON AND STORM SIGS.—On 1st Jan., 1907, a sig. giving the time when the storm-warning was issued from the Zi-ka-wei Obser. was to be added to the code of storm-sigs. contained in Admiralty Notice to Mariners No. 1060 of 1905. This time will in future be indic. by use of the shapes as given in the former notice, hoisted at the masthead of the flagstaff, and will have the following significations: 1. Cone, pt. down.—This afternoon. 2. Ball.—This morning. 3. Diamond.—Yesterday afternoon. 4. Square.—Yesterday morning. Example.—A cone, pt. down, at the masthead, a square under a cone, pt. down, and over a cone, pt. up, on the right yardarm, and a ball under a cone, pt. up, on the left yardarm, denotes: “A typhoon S. of the Paracels travelling N.W. Warning issued this afternoon.” March.
HONG KONG.—PROHIBITED ANCHORAGES.—The tel.-cable ground between the N. pt. of Hong Kong and the S.E. pt. of Kowloon (Kaulung) Penin. is marked as follows: 1. The wrn. limit, by 2 white posts on the Hong Kong shore in line with one white post and the chimney with white face of the pumping-station at No. 1 dock on the Kowloon shore. The ern. limit, by a white post and white obelisk on the Hong Kong shore in line with a white post and white obelisk on the Kowloon shore. The 5 white posts are surm. by red diamonds, and 2 of them on each shore exh. a red lt. The lts. are so screened that the ern.-most lts. do not show to the erd., nor the wrn.-most lts. to the wrd. 2. The line of tel. cable between Tai-kok-tsui and the ern. shore of Stonecutter’s Isl. is marked by a white post surm. by a red diamond at each end on the shore. 3. Vessels are prohibited from anchoring within the limits of the tel.-cable ground or within 50 yds. on either side of the tel. cable. March.
YUNG RIVER.—The depths in the entr. to the river (approx. 29° 58′ N., 121° 44′ E.) have altered so much that the Admiralty chart No. 1592 can no longer be considered a safe guide, and the chan. should be exam., or local assistance obtained, before entering it. A note to this effect has been placed on the chart. March.
AUSTRALIA.
About 1st March, 1907, the following buoys in the approach to Geelong Harb. are to be replaced by single-pile beacons: 1. Arthur the Great buoy (red conical), 2¼ miles N. 65° E. from Pt. Wilson (38° 5⅞′ S., 144° 30⅝′ E.), by a pile beacon. 2. Pt. Wilson buoy (red conical), 1¼ miles S. 5° E. from Pt. Wilson, by a beacon surm. by a staff and ball. 3. East Bellarine buoy (black can), 3⅞ miles S. from Pt. Wilson, by a beacon surm. by a staff and cage. 4. West Bellarine buoy (black can), 4 miles S. 11° W. from Pt. Wilson, is to be withdrawn. March.
BARRIER REEF.—CAPRICORN CHAN.—H.M.S. “Pegasus,” on 6th Dec., 1906, passed ¼ mile to the s’rd of a large patch of discoloured water carrying appar. only a few ft., in approx. 23° 7¼′ S., 152° 6½′ E., approx. 10 miles N. 60° E.
