the Governor-General of Australia or the Governor of New Zealand. He must produce an extract from the Register of the date of his birth, or, in default, a declaration made before a Magistrate from one of his parents, or other near relative, stating the date of birth. He must also produce a certificate of moral character, up to date, and a recommendation signed by a Clergyman or Magistrate to whom he has been for some years personally known, or by the President or senior Professor of the College at which he was educated; and he must declare that he is ready to engage for general service at home or abroad as required.

  1. Registration under the Medical Act in force, as qualified to practise Medicine and Surgery in Great Britain and Ireland, may be deferred until after the arrival in England of a Candidate who has been passed on the Australian Station; but a Commission as Surgeon will not be granted until the certificate of the Registrar of the Medical Council has been produced at the Medical Department of the Navy.

  2. He must be free from organic or other disease, and his physical fitness will be determined by a Board of Naval Medical Officers on the Station, who are to certify that his vision comes up to the required standard, which will be ascertained by the use of Snellen’s Test Types.

  3. The certificates of character and birth must accompany the Declaration (copy attached), which is to be filled up and signed by the Candidate and transmitted to the Chancellor of his University, who, if he recommends the Candidate, will in turn forward it to the Governor-General of Australia or the Governor of New Zealand.

  4. Candidates must be Medical Practitioners and hold suitable certificates in both medicine and surgery granted by the Universities of Sydney, Melbourne, or Adelaide, or the University of New Zealand. They will be appointed provisionally only, their commissions in the Royal Navy being determined by the result of the course of training at Haslar, in which they will be expected to qualify to the satisfaction of the home Naval Medical Authorities.

  5. Selected Candidates will be granted a passage to England at the public expense.

  6. Surgeons on entry are only required to provide themselves with a pocket case of instruments, a stethoscope, and three clinical thermometers. All other instruments are provided at the public expense.

3rd. That I labour under no mental or constitutional disease or weakness, nor any other imperfection or disability which may interfere with the most efficient discharge of the duties of a Medical Officer in any Climate.

4th. That I am ready to engage for general service at home or abroad as required.

5th. That I do not hold, and have not held, any commission or appointment in the public services. (If the contrary, specify below*).

6th. That I am duly qualified professionally, and that I hold the following Diplomas, &c., in Medicine, Surgery, and in Arts.

MOUNT ALBERT ROAD BOARD.

BUILDING AND OVERCROWDING BY-LAW No. 5.

Of the Body corporate under the Name of “The Inhabitants of the Mount Albert Road District, made and enacted by and under Special Order of the Mount Albert Road Board passed on the 26th day of November, 1906, and sealed with the Seal of the said Board on the 24th day of December, 1906, to come into force on being gazetted.

  1. In pursuance of the powers vested in it by “The Road Boards Act, 1882,” and its amendments, and “The Public Health Act, 1900,” and its amendments, and by all or any other statutes it thereunto enabling, the Road Board of the Mount Albert Road District doth hereby ordain as follows:—

In these by-laws, if not inconsistent with the context,—
“Board” means the Mount Albert Road Board.
“Building Committee” means such members of the Board as the Board shall from time to time appoint to act as a Building Committee.
“Clerk” means the Clerk for the time being of the Board.
“Inspector of Nuisances” means the Inspector of Nuisances appointed for the purpose of these by-laws, and includes any person for the time being appointed by the Board to perform the duties of such office.

Sites and Dwellinghouses.

  1. No person shall erect a new dwellinghouse within the district except in conformity with the following provisions:—

Definition of site.

(a.) The ground upon which any dwellinghouse is erected, together with the whole curtilage thereof enclosed within the boundary fences, walls, or lines of the premises, shall be deemed to be the site of such dwellinghouse within the meaning of these by-laws.

Definition of new dwellinghouse.

(b.) The erection of a dwellinghouse upon vacant land or upon a site previously occupied by any building, or the re-erection of any house pulled down to within 5 ft. of the ground floor, or the conversion into more than one dwellinghouse of a building originally constructed as one dwellinghouse only, or an addition to or raising of a house (so far as such addition or raising is concerned), or the procuring of an existing dwellinghouse or of any other building or part of a building intended to be re-erected and used as a dwellinghouse or part of a dwellinghouse upon the site, shall be deemed to be the erection of a new dwellinghouse within the meaning of these by-laws.

Plans to be provided.

(c.) The erection of a new dwellinghouse shall not be commenced or proceeded with until the person who proposes to carry out such work shall have made application to the Clerk in the form set forth in the Second Schedule to this by-law. Such person shall at the same time lodge with the Clerk complete plans showing the block-plan and sections of the said site, and the measurements of the height and distance from the boundaries of such dwellinghouse, as required by the provisions of this by-law. Such plan and sections shall be in ink on drawing-paper or tracing-cloth, and shall be to a scale not less than ⅛ in. to the foot: Provided always that if the work proposed to be done is of such a trivial nature as, in the opinion of the Building Committee, not to require the preparation of such plans and sections, such Committee may dispense with their production. If the Building Committee are satisfied that all conditions required by this by-law are or can be fulfilled by the proposed works as described in such plans, and after the payment of the fees set forth in the First Schedule hereof, a permit for the erection of the dwellinghouse shall be issued by the Clerk.
