"The Education Act, 1904." Regulations.

ORDER IN COUNCIL.
At the Government House, at Wellington, this twenty-sixth day of November, 1906.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
IN exercise and pursuance of the powers and authorities vested in him by "The Education Act, 1904," His Excellency the Governor, with the advice and consent of the Executive Council of the colony, doth hereby make the following regulation as an addition to Regulation 2, (b), governing the staffs and salaries of public-school teachers, made by Order in Council dated the twenty-seventh day of February, one thousand nine hundred and six; and, with the like advice and consent, doth hereby prescribe that this Order shall come into force on the date of the first publication thereof in the New Zealand Gazette:β
REGULATION: STAFFS AND SALARIES.
Further, for the average attendance of any two quarters a similar substitution, on the application of the Board, may, mutatis mutandis, be made in the case of any school in regard to which it is shown to the satisfaction of the Minister, on the certificate of the District Health Officer, that an infectious disease of an epidemic character has during the period or periods concerned been locally prevalent to the extent of affecting ten per cent. or more of the children of school age.

Napier High Schools Board to be subject to the Provisions of "The Public Bodies' Powers Act, 1887."

At the Government House, at Wellington, this twenty-sixth day of November, 1906.

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by section four of "The Public Bodies' Powers Act, 1887" (hereinafter termed "the said Act"), it is provided that the Governor, by Order in Council, may from time to time declare that any leasing authority shall be subject to the provisions of the said Act, but that no such Order shall have any effect unless it be issued at the request or upon the recommendation of the leasing authority on whose behalf such Order is issued:
And whereas it has been made to appear that the Board of Governors of the Napier High Schools are a leasing authority within the meaning of the said Act, and have requested that they may be brought under the provisions thereof:
Now, therefore, His Excellency William Lee, Baron Plunket, the Governor of the Colony of New Zealand, by and with the advice of the Executive Council of the said colony, and in pursuance and exercise of the powers and authorities conferred on him by the said Act, doth hereby order and declare that from and after the date hereof the Board of Governors of the Napier High Schools shall be subject to the provisions of "The Public Bodies' Powers Act, 1887."

Fixing Pilotage for Karamea.

ORDER IN COUNCIL.
At the Government House, at Wellington, this twenty-sixth day of November, 1906.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by the two hundred and fifteenth section of "The Harbours Act, 1878" (hereinafter termed "the said Act"), it is, among other things, enacted that every Harbour Board shall have power from time to time, by by-laws, to do the following things for and within the limits of the harbour under the control of such Harbour Boardβnamely, to fix and alter pilotage rates, and to determine the nature of the services for which pilotage rates shall be payable for and within the limits of the harbour under the control of such Harbour Board:
And whereas by the twelfth section of the said Act it is enacted that in harbours where there is no Harbour Board the Governor in Council shall have all the powers, functions, duties, and authorities by that Act conferred upon Harbour Boards, and may exercise the same in accordance with the said Act:
And whereas there is no Harbour Board for the Harbour of Karamea, and it appears expedient to make a by-law for the purpose hereinafter set forth:
Now, therefore, His Excellency the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council of the said colony, in pursuance and exercise of the powers and authorities vested in him by the said Act, doth hereby make the following by-law in respect of the Harbour of Karamea, and doth hereby order that such by-law shall come into force on the first day of December, one thousand nine hundred and six.
BY-LAW.
The pilotage rates set forth in the Schedule hereto are hereby fixed and authorised to be levied and taken at the harbour in the said Schedule mentioned.

Karamea Harbour.
PILOTAGE over the bar (charged both inwards and outwards):
Sailing-vessels and steamers, 3d. per ton register.

Vesting Management of Kawhia Wharf in the Kawhia County Council.

ORDER IN COUNCIL.
At the Government House, at Wellington, this twenty-sixth day of November, 1906.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by section fourteen of "The Harbours Act, 1878," it is enacted that the Governor in Council may vest the management of any wharf, the property of His Majesty, in any local governing body or person, upon such terms and conditions as the Governor in Council thinks fit:
And whereas the Governor in Council has declared that the Kawhia County Council (hereinafter called "the Council") shall exercise the powers of a Harbour Board in Kawhia Harbour: And whereas it is thought desirable to vest the management of the wharf at Kawhia in the Council exercising the powers of a Harbour Board, on the terms and conditions set forth in the First Schedule hereto, and to prescribe the dues and rates and to make the regulations set forth in the Second Schedule hereto:
Now, therefore, His Excellency the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council of the said colony, and in pursuance and exercise of the power and authority vested in him by the said fourteenth section of "The Harbours Act, 1878," and of all other powers and authorities in anywise enabling him in that behalf, doth hereby vest the management of the Kawhia Wharf, at the extension of Jervois Street, Kawhia, which is shown on plan marked 2536, and deposited in the office of the Marine Department at Wellington, in the Council exercising the powers of a Harbour Board in Kawhia Harbour, subject to the conditions set forth in the First Schedule hereto; and, in pursuance and exercise of the power and authority conferred by "The Harbours Act, 1878," and with the like advice and consent, doth make the regulations set forth in the Second Schedule hereto, and doth hereby prescribe that the dues and rates set forth in that Schedule shall be taken by the Council for the use of the wharf.
FIRST SCHEDULE.

THAT all His Majesty's subjects shall at all reasonable times, and upon payment of the proper dues, have free and full liberty to use the above-mentioned wharf, and of ingress and egress thereon and therefrom.

That His Majesty, or the Governor, and all officers in the Government service acting in the execution of their duty, shall at all times have free ingress, passage, and egress into, through, and out of the wharf without payment.
