(3.) The holder of any season ticket which has been used or attempted to be used by any other person for the purpose of obtaining admission to the Exhibition shall, unless he proves to the satisfaction of the Executive his non-complicity in such act or attempt, be liable to have all his privileges and rights under such ticket forfeited and the ticket cancelled at the discretion of the Executive.

(4.) Any person who may have gained entrance to the Exhibition by a season ticket may be called upon by any duly accredited Exhibition official to produce such season ticket for examination, and to make and sign a statutory declaration of his identity with the holder whose name appears on such ticket, and if he refuses or neglects to do so, such person shall be deemed a trespasser upon the Exhibition grounds and not the holder of such ticket.

(5.) Any person producing a season ticket at any entrance gate to the Exhibition or its grounds, or, when demanded, to any gate-keeper or other official, may be called upon by such gate-keeper or other official to make and sign a statutory declaration of his identity with the holder whose name appears on such ticket, and on his refusal or neglect to do so he shall be deemed to be not the holder whose name appears on such ticket, and not entitled to admission.

  1. No person unless duly authorised by the Executive shall enter any room, apartment, or place reserved by the Executive for official or such other persons as the Executive may determine, or, having entered, shall remain therein.

EXHIBITORS AND OTHERS.

  1. Exhibitors and others who are authorised by the Executive to sell goods shall be permitted to have attendants, and such attendants may take orders, but shall not be permitted to importune, canvass, or annoy the public or other exhibitors by solicitations; and any exhibitor or assistant breaking this rule may be expelled by the Executive, and not allowed to re-enter the Exhibition without the written permission of the Executive. Concessionnaires shall not be permitted to canvass, importune, or annoy the public by any solicitations.

  2. Exhibitors occupying stands with two or more frontages must arrange their exhibits on each frontage. Any bare woodwork and backs of signboards, &c., must be covered.

  3. Exhibitors will not be allowed to exhibit advertisements in any part of the Exhibition, or to give away or cause to be given away any handbills or printed matter, except at their own respective stands, and such handbills and printed matter must before distribution receive the approval of the Executive, which may be withdrawn at any time.

  4. Exhibitors must keep their exhibits and stands in good order and well displayed from 10 a.m. to 10 p.m. on all the days the Exhibition is open to the public; and in the event of any exhibitor failing to comply with this rule the Executive may remove any covering and expose the exhibit at the risk and cost of the exhibitor, who shall in addition be liable to Β£10 per day as liquidated damages.

  5. Exhibitors, concessionnaires, and their employees will be admitted to the Exhibition by special ticket at 7 a.m. on all days on which the Exhibition is open to the public.

  6. Passes (not transferable) to admit exhibitors, their attendants and workmen, will be supplied free of cost to the exhibitors; and no exhibitor, attendant, or workman will be admitted without such pass being produced to the Exhibition official or gate-keeper at the entrance to the grounds. In the event of such pass being transferred or otherwise disposed of, the same will be immediately cancelled, and no further pass will be issued to the person transferring or otherwise disposing thereof. The number of passes issued to the workmen and attendants of exhibitors will be limited at the discretion of the Executive.

  7. Exhibitors, concessionnaires, or other persons must keep their allotted spaces, stands, and exhibits properly cleansed and in good order, and such space free from shavings, paper, or litter of any description, during the whole period of the Exhibition, and are also required to provide all necessary attendants for such purpose.

  8. Exhibitors, concessionnaires, and other persons hiring space must have the spaces allowed to them cleansed within one hour after the close of the Exhibition buildings at night. All litter and rubbish must be swept daily into the aisles at the appointed time and in such manner as to facilitate the removal thereof by the Exhibition assistants.

  9. No cleansing, amending, repairing, carpentering-work, or any operation of such character, will be permitted during the hours the Exhibition is open to the public, and all exhibits must be in complete order for exhibition each day at least thirty minutes before the Exhibition buildings are opened to the public.

  10. The Executive will maintain a corps of assistants whose duties will be to properly care for and cleanse the aisles within the Exhibition buildings, but their duties and responsibility will not extend to spaces allotted to exhibitors, concessionnaires, or other persons.

  11. It is absolutely prohibited to place rubbish or litter of any description in the aisles except during the period of general cleansing above mentioned. If any exhibitor, concessionnaire, or other person hiring space neglects or makes default in cleansing and keeping in proper order his allotted space, such space will be cleansed and kept in order by the Exhibition assistants, and the cost thereof shall be recoverable forthwith from the person so neglecting or defaulting.

  12. All persons producing or having garbage, refuse, or waste shall, at their own cost, deposit the same at such time and in such location in or about the Exhibition buildings or grounds as may be appointed by the Executive or the Director of exhibits.

  13. All garbage, refuse, or waste shall be collected daily between the closing of the Exhibition at night and 7 a.m. the following morning. Any person requiring this service will be charged 6d. per sack, box, or bundle for collecting the same. Partially filled sacks, boxes, or bundles shall be counted the same as if entirely filled. Payment for this service shall be by means of tickets, which must be obtained at the Exhibition Office, and at the point where the garbage, refuse, or waste is collected, the persons requiring such service shall pay the Exhibition assistants sufficient tickets therefor.

  14. Exhibitors, concessionnaires, or other persons hiring space, may appoint and employ watchmen to protect their exhibits and goods, but such appointments must be approved by the Executive or the Director of Exhibits, and such approval may be withdrawn and appointment cancelled at any time by the Executive at its discretion. All watchmen so appointed by exhibitors and approved as aforesaid shall be subject to the Exhibition official in charge of the Exhibition watchmen.

  15. All goods and articles must be brought into the Exhibition buildings and taken out of the same only at the times, in the manner, and at the entrances and exits appointed by the Executive, and no other.

  16. Signboards, name-boards, show-cards, tablets, or similar devices must be placed to the satisfaction of the Executive, and must not in any case be of greater length than the frontage of the space allotted to the Exhibitor, concessionnaire, or other person hiring the same, nor be placed at a greater height than 2 ft. from the top of the stall of such exhibitor, concessionnaire, or other person (unless otherwise authorised in writing by the Executive).

The decision of the Executive in this matter shall be final.

  1. Corridors and passageways must at all times be kept clear and free and fully available for passage, and no person shall cause any obstruction therein.

  2. All articles exhibited will be at the sole risk and responsibility of the exhibitor, but every precaution and care will be taken by the Executive for the prevention of loss or damage to any exhibit. Exhibitors are recommended to insure their exhibits against fire. In the event of the buildings being unavailable in consequence of fire or other agencies over which the Executive has no control all contracts are null and void from the date of such occurrence.

  3. No exhibitor will be permitted to remove his exhibit or any part thereof until the close of the Exhibition, and not then without the consent in writing of the Executive being previously obtained, and until all charges due are paid. The Executive shall have a lien upon all goods exhibited for any moneys due by exhibitors or concessionnaires, and shall be entitled to realise such lien by sale, public or private, or by forfeiture at its absolute discretion.

  4. If any damage or injury is occasioned during the progress of the Exhibition by any exhibited machinery, implement, or article to any visitor or other person (or to any officer, servant, or other person there and then employed by the Executive), then the exhibitor to whom such machinery, implement, or article may belong shall be responsible for such damage or injury, and shall besides indemnify and hold harmless the Executive and the Government from and against all actions, suits, expenses, and claims on account and in respect of any such damages or injury.

  5. All concessionnaires, exhibitors, proprietors of side-shows, and persons hiring or using any space, building, enclosure, or place in the Exhibition, its buildings or grounds, or exercising any right or privilege therein, shall abide by and fulfil any order given by the Executive with regard to the manner in which they shall carry on their business and exercise their rights and privileges.

The person in charge and exercising control over exhibits, side-shows, and other places as aforesaid shall be deemed the agent of the exhibitor thereof or of the proprietor of such side-show or other place.
