COUNTY OF WAIROA.

I HEREBY notify that the following is the result of the poll of ratepayers taken over the whole County of Wairoa on the 3rd August, 1906, on the proposal to borrow £2,000 for the purpose of erecting a bridge over the Nuhaka River on the Nuhaka–Gisborne Road.

Number of votes recorded: For the proposal, 169; against the proposal, 55.

I therefore declare the proposal to be carried.

Provisions of “The Shipping and Seamen Act, 1903,” to apply to Vessels propelled by Oil, &c.

IN pursuance and exercise of the power and authority conferred upon me by section 188 of “The Shipping and Seamen Act, 1903,” I, John Andrew Millar, Minister of Marine, do hereby make the following regulation:—

REGULATION.

The provisions of “The Shipping and Seamen Act, 1903,” relating to steamships shall apply to ships propelled by gas, oil, fluid, electricity, or any mechanical power other than steam, except in so far as other provision for such ships is specifically made by the said Act.

Prescribing Certificate for Masters of Fishing-boats up to 5 Tons Register, and making Rules for Examination therefor.

IN pursuance and exercise of the power conferred upon me by paragraph (h) of subsection (1) of section 21 of “The Shipping and Seamen Act, 1903,” I, John Andrew Millar, Minister of Marine, do hereby prescribe and declare that the master of a fishing-boat up to 5 tons register inclusive, not propelled by oars, exclusively employed in fishing on the coast of the colony, whether sea-going or running within river or extended river limits, shall hold a certificate of a grade to be called “Master of a fishing-boat up to 5 tons register.”

And, in pursuance of the powers conferred upon me by section 23 of the said Act, I do hereby make the following rules for the conduct of the examinations and the qualifications of the applicants for such certificates.

RULES.

  1. CANDIDATES for examination must make proper application on form Exn. 2, which will be supplied on application at any Mercantile Marine Office or Customhouse. The application, accompanied by the necessary testimonials, must be lodged at the Mercantile Marine Office or Customhouse for delivery to the Examiners. Certificates procured on false information will be cancelled.

  2. All candidates must pass the examination in the sight-tests prescribed by the Rules for the Examination of Masters and Mates before they commence the other part of the examination.

  3. Every candidate shall pay an examination fee of 10s.

  4. A master of a fishing-boat up to 5 tons register must be not less than nineteen years of age, and must have performed at least one year’s deck service at sea, in extended river or river or harbour limits. He must produce satisfactory testimonials of good conduct and sobriety for at least a year immediately preceding the date of his application to be examined. He must be able to read and write and understand the first five rules of arithmetic.

  5. He must understand the rules of the road as regards both steamers and sailing-vessels, their regulation lights, and fog and sound signals, international code of signals, harbour regulations, and the colonial bar and tidal signals, also any other questions appertaining to this class of vessel and the duties of the masters of such vessels which the Examiner may put to him.

EASTERN ARCHIPELAGO, ETC.

DURIAN STRAIT.—A white lt.-buoy, exh. an occ. white lt.—vis. 10 secs., ecl 10 secs.—is to be est. in approx. 0° 37¼′ N., 103° 43′ E., on the N.-ern. side of Richardson Reef. June.

BERHALA STRAIT.—A lt.-buoy, red and black hor., exh. an occ. white lt.—vis. 10 secs., ecl. 10 secs.—is to be est. in approx. 0° 37′ S., 104° 6¼′ E., on the S.-ern. side of Speke Rk. June.

The depth on the shoal in approx. 0° 26¼′ N., 104° 35¼′ E., 1¾ miles N. 42° E. from the ern. extr. of Mesana Isl., srn. approach to the strait, is 2¼ fms., and not 4 fms. as shown on the chart. The 5-fm. contour line is about 6 cables wly., 5 cables ely., ¾ cable nly., and 3 cables sly. from this head. June.

BATAVIA ROADS.—The following coral shoals exist in the roads: a. A shoal, about 55 yds. in extent, carrying 2¼ fms., marked on its ern. side by a spher. buoy, black and white hor. surm. by a cross, in approx. 6° 4½′ S., 106° 52′ E. b. A shoal, about 65 yds. in extent, carrying 7 ft., in approx. 6° 4′ S., 106° 51¼′ E. c. A shoal, about 45 yds. in extent, carrying 11 ft., in approx. 6° 4′ S., 106° 51′ E. Note.—Shoals b and c are separated from each other and from Vader Smit Shoal by depths of 7 fms. Also, the black buoy surm. by a cone, marking Brunda Shoal, is moored in approx. 6° 4¼′ S., 106° 55¼′ E., on the srn. side. and not on the nrn. side of that shoal as shown on the chart. June.

PAMANUKAN ROCK.—A black lt.-buoy, exh. an occ. white lt.—vis. 10 secs., ecl. 10 secs.—is to replace the black bell buoy surm. by a ball, marking the rk., in approx. 6° 1′ S., 107° 52½′ E. June.

CHINA SEA, ETC.

YANG TSE KIANG ESTUARY.—The period of system of each lt.-buoy from which an occ. lt. is exh. in the Yang tse Estuary is now every 8 sec.—lt., 4 secs.; ecl., 4 secs. June.

PACIFIC OCEAN.

MALEKULA ISLAND.—A rocky ridge, about 30 yds. long and 10 yds broad, steep-to, carrying 15 ft., with 4½ fms. around, exists in approx. 16° 33¾′ S., 167° 27′ E., off the S.W. coast of Malekula Isl., with Molembi Isl.. N.E., 2 cables, and the S.-wrn. extr. of Malekula Isl. S. 52° E. June.

Discoloured water having the appearance in some places of coral 5 or 7 fms. below the surface, and in others sandy shoals just under water, is reported to have been passed, at a dist. of 1½ miles. In the ship’s position, in approx. 19° 3′ S., 171° 41¾′ E., the lead gave no btm. at 100 fms., but this appar. danger was not further exam. Its existence must therefore be considered doubtful, but “Discoloured water reported” has been placed on the chart. June.

NORTH AMERICA.—WEST COAST.

JUAN DE FUCA STRAIT ENTR.—On 25th May, 1906, a whistle buoy, striped vert., with “S.B.” in white, was to be est. in 23 fms., in approx. 48° 31¾′ N., 124° 59′ W., on Swiftsure Bank, about 13 miles N. 73° W. from Cape Flattery Lt.-h., as a guide to vessels entering the strait. June.

CALIFORNIA.

BLUNTS REEF LT.-V.—Lt.-v. No 83 (40° 26′ N., 124° 30¼′ W.) has been temp. replaced by a red whistle buoy marked “Light-vessel moorings” in black. When returned to her station, the fog-whistle of this lt.-v. is to be altered to sound blasts of 2 secs. dura. every 30 secs. June.

ARENA PT. LT.-H.—On 18th April, 1906, this lt.-h. (38° 57′ N., 123° 44′ W.) was reported to have been destroyed by an earthquake. A temp. F. white lt., elev. 75 ft. above H.W., is exh. from the outer gable of the fog-sig. structure, 102 ft. W.N.W. from the lt.-h. June.
