Warrant authorising the Oroua County Council to construct a Bridge over the Manawatu River near Ashhurst, known as the Lower Gorge Bridge, and apportioning the Cost of the same.
PLUNKET, Governor.
WHEREAS by section one hundred and eighteen of “The Public Works Act, 1905” (hereinafter termed “the said Act”), it is, inter alia, enacted that in any case where the local authority of any district desires to construct a bridge in any position that will, in its opinion, be of advantage and benefit to the whole or any considerable portion of the inhabitants of an adjacent district or districts, as well as to the inhabitants of its own district, and where it is, in the opinion of such local authority, reasonable that the local authority of such adjacent district or districts should contribute to the cost of constructing or establishing the said bridge, the provisions in the said section mentioned shall have effect:
And whereas the Oroua County Council has made application to the Governor to authorise the construction of the bridge mentioned in the Schedule hereto (hereinafter referred to as “the said bridge”), and to apportion the cost of constructing the same between the said Council, the Pahiatua County Council, the Woodville County Council, the Kairanga County Council, the Woodville Borough Council, the Palmerston Borough Council, the Feilding Borough Council, the Pohangina County Council, the Wai-pawa County Council, the Pahiatua Borough Council, and the Dannevirke Borough Council:
And whereas by section one hundred and eighteen aforesaid it is further provided that the Governor (with a veiw of determining whether or not the work should be done, or what proportion, if any, of the cost of the same should fairly be borne by any local authority) may direct any person to be a Commissioner to inquire and report to him on the matter:
And whereas a Commissioner was appointed and an inquiry duly held:
And whereas such Commissioner did report to the Governor, after due inquiry, his opinion thereon:
And whereas the Governor is of opinion that the work should be done, and that the cost thereof should be borne by the respective local authorities hereinafter mentioned in the several proportions hereinafter stated:
Now, therefore, I, William Lee, Baron Plunket, the Governor of the Colony of New Zealand, in pursuance and in exercise of the power and authority vested in me by the said Act, do hereby authorise the Oroua County Council to construct the said bridge; and I do hereby declare that the cost of constructing the said bridge, less any contribution by Government (if any), and less the sum of three thousand one hundred and forty pounds to be first paid by Oroua County on account of tolls collected on the old bridge, shall be borne by the Councils and boroughs hereinafter mentioned in the following proportions—the Oroua County Council shall contribute thirty per cent. of the cost; the Pahiatua County Council, ten per cent. of the cost; the Woodville County Council, twenty per cent. of the cost; the Kairanga County Council, ten per cent. of the cost; the Woodville Borough Council, fifteen per cent. of the cost; the Palmerston Borough Council, ten per cent. of the cost; and the Feilding Borough Council, five per cent. of the cost of constructing the said bridge—and such proportions shall be paid by such local authorities accordingly.
