  • NOTE.—Eligibility for aid, under the scheme introduced in 1904 for the relief of Indian Mutiny veterans in indigent circum- stances, depends primarily upon the possession by the applicant of the Mutiny medal; in the event of the medal having been lost, the fullest evidence available, documentary or otherwise, that applicant actually did receive the medal should be forwarded, and the local authority should clearly state their acceptance or otherwise of the claim on this point.

VETERANS OF THE INDIAN MUTINY.

The Government of India have adopted the measure described above for the relief of soldiers or Volunteers who served them during the Indian Mutiny but who through age, infirmity, or misfortune have fallen into straitened circumstances.

They will be prepared to consider, in each case specially, applications for the grant of pension, or for the increase of a pension already granted, in the case of a deserving soldier or Volunteer (European, Eurasian, or Native) who—

(a.) Is domiciled in India or in a British colony ;

(b.) Is in possession of the Mutiny medal, or can produce evidence that he received it ;

(c.) Is not less than sixty-five years of age ; and

(d.) Is proved to be in straitened circumstances.

Applications, which should afford full particulars and be accompanied by supporting evidence, should be submitted to the Under-Secretary for Defence, Wellington, New Zealand, who, after verification, will forward them to the Secretary to the Government of India in the Military Department.

Revised Regulations for Entry of Naval Cadets who are Candidates for Commissions as Executive and Engineer Officers of the Navy and Officers of the Royal Marines.

THE following revised regulations with respect to the entry of naval cadets who are candidates for commissions as executive and engineer officers of the Navy and officers of the Royal Marines, received from the Secretary of State for the Colonies, are published for general information.

The regulations published in the New Zealand Gazette No. 76, of the 15th September, 1904, are therefore cancelled.

REVISED REGULATIONS FOR ENTRY OF NAVAL CADETS WHO ARE CANDIDATES FOR COMMISSIONS AS EXECUTIVE AND ENGINEER OFFICERS OF THE NAVY AND OFFICERS OF THE ROYAL MARINES.

For the Information of Candidates.

  1. ALL officers for the Executive and Engineer Branches of the Royal Navy or for the Royal Marines enter the Service as Naval Cadets under identical conditions, and will be educated and trained together until passing as Sub-Lieutenants.

  2. Appointments to Naval Cadetships are made by nomination, subject to the nominees passing a qualifying examination. Candidates who fail to pass are not allowed a second trial.

No nomination will be given to boys whose parents or guardians do not declare for them that they are prepared to enter any one of the three branches of the Service at the termination of their probationary period of service afloat.

As far as possible each officer will be allowed to choose which branch or service he will join, but this must be subject to the proviso that all alike are satisfactorily filled.

Candidates must be of pure European descent, and the sons either of natural-born British subjects or of parents naturalised in the United Kingdom. If any doubt arises upon this question, the burden of clear proof that he is qualified will rest upon the Candidate.

  1. Every Candidate desirous of receiving a nomination (except Colonial nominees who are being educated in the Colonies) will be required to present himself before a Committee which will sit at the Admiralty for the purpose of interviewing Candidates shortly before the Qualifying Examination takes place. The fact, however, of a Candidate being invited to appear before this Committee is not to be understood as in any degree implying that he will necessarily receive a nomination.

  2. All nominations of Candidates for Naval Cadetships are made by the *First Lord, with the exception of a limited number which are at the disposal of individual members of the Board and of certain Officers of the Royal Navy (see paragraph 4, (a) ).

A limited number of nominations are given annually to boys belonging to families resident in the Colonies. The names of Candidates are submitted to the Secretary of State by the Governments of the Colonies concerned.

  1. (a.) A Flag Officer or a Commodore 1st Class appointed to the Chief Command of a Station, or to a separate command, and a Captain, on first appointment as such to the command of a ship in full commission, will be allowed to nominate one Candidate, provided the privilege is exercised within six months of appointment and that the Candidate is not less than twelve years old when nominated, and that he is considered suitable by the Interviewing Committee. Before entry he will have to pass the Qualifying Examination.

  2. The nominations will be made three times a year, a few weeks before the date fixed for the examination of Candidates.

  3. Candidates will be examined only once, but parents may choose whether they will send up their sons at the earlier or later of the two occasions upon which they will be eligible for nomination, on the distinct understanding that if nominated they are entered for the Qualifying Examination immediately succeeding the interview.

In the case of boys who have received nominations being prevented by illness from taking the Qualifying Examination, their nominations may be postponed till the next examination, if their age permits.†

Should they not be able to present themselves for examination within the limits so prescribed, they will be finally excluded from entering the Royal Naval College.

  1. The Qualifying Examinations are held in March, July, and December, and the appointments date from the 15th May, 15th September, 15th January following respectively.
  • Applications for nominations should be addressed to the Assistant Private Secretary to the First Lord, and should not be made until the Candidate has reached eleven years of age. The applications must be received at the Admiralty: For the March examination, before 1st January; for the July examination, before 1st May; for the December examination, before 1st October. (Vide special instructions to New Zealand candidates at foot.)

† Should any case occur where a Candidate’s age prevents his nomination being deferred, the Admiralty will consider whether special arrangements can be made for him to be examined by the Headmaster of the Royal Naval College, Osborne, at the beginning of the ensuing term, if then well enough.
