as Trustees of the Clutha (Barnego) Rifle Range Reserve,
being Section No. 30A, Block II (Barnego Settlement), Hill
End Survey District, in the Land District of Otago, and
containing 6 acres and 24 perches, more or less. Appoint-

Regulations for the Grant of Pensionary Assistance to Indian
Mutiny Veterans domiciled in the Colonies.

THE following despatch, received from the Secretary to
the Government of India with respect to the grant of
pensionary assistance to Indian Mutiny veterans domiciled
in the Colonies who have fallen into distressed circum-
stances, is published for general information. All applica-
tions should be addressed in the first instance to this office.

To the Colonial Secretary to Government, New Zealand,
Wellington.

SIR,—I am directed to inform you that about a year ago the
Government of India sanctioned a scheme having for its
object the grant of pensionary assistance to Indian Mutiny
veterans domiciled in India who had fallen into distressed
circumstances. It has recently been decided to extend the
benefit of this scheme to Mutiny veterans similarly circum-
stanced residing in British Colonies, and I am to ask that
steps may kindly be taken to give this decision the fullest
publicity possible. It is suggested that this object could best
be attained through the medium of the Press, and a draft
paragraph is attached which may be considered a suitable
method of promulgating the decision if you will be so good
as to cause its insertion in the local newspapers.

  1. The conditions of eligibility for an award under the
    scheme are,—

(a.) That an applicant must have been awarded the
Mutiny medal;

(b.) That he is not less than sixty-five years of age; and

(c.) That he is in indigent circumstances.

Conditions (a) and (b) above call for no comments. As
regards condition (c), however, I am to explain that, in
dealing with applications in India, it is held that the pos-
session of means, from whatever source derived, which
yields an income of £4 a month places a European veteran
above indigence, and in such case any assistance under the
scheme (which is not to be regarded as conferring a reward
for Mutiny service rendered) is denied.

Applications which may be received from your Govern-
ment on behalf of Mutiny veterans residing in New Zea-
land will be dealt with similarly.

  1. It would be convenient and tend to the expeditious
    disposal of applications for assistance from Indian Mutiny
    veterans residing in the Colonies if they were submitted to
    your Government in the first instance, who, after verifying
    the facts, could, if the conditions have been fully complied
    with, transmit them to the Secretary to the Government of
    India, Military Department, for disposal. The charge on
    account of pensions awarded will be admitted as a charge
    against Indian revenues.

  2. I am directed to enclose a form which shows con-
    veniently all the particulars which are required for the
    disposal of these claims, and I am to request that you will
    be so good as to attach a copy thereof, duly completed in
    every respect, with each such case that you may desire to
    forward for the consideration of this Government.
