shall, subject to clause 6, be reckoned to have thereafter the yearly average attendance of a school in the grade next higher than that so exceeded.
(d.) A school placed on the 1st January in a lower grade, which at the beginning of any subsequent quarter has had an average attendance exceeding the maximum for any grade higher than grade 10 by—
40 for the quarter immediately preceding, or by
20 " two quarters "

shall, subject to clause 6, be reckoned to have thereafter the yearly average attendance of a school in the grade next higher than that so exceeded.
- If in any of the three cases hereinafter in this clause set forth the average daily attendance at a school shall decrease as described therein, the Board shall reduce the staff so as to make it accord with the staff provided in Part I of the Schedule for a school of the grade to which it shall be lowered, viz.:
(a.) A school placed on the 1st January in a grade not lower than grade 5, which at the beginning of any subsequent quarter has had an average attendance below—
31 for the quarter immediately preceding, and below
35 " two quarters "

shall, subject to clause 6, be reckoned to have the yearly average attendance of a school in grade 4.
(b.) A school placed on the 1st January in grade 9, 10, or 11, which at the beginning of any quarter after the first has had an average attendance below the minimum for such grade of—
20 for the quarter immediately preceding, and of
10 " two quarters "

shall, subject to clause 6, be reckoned to have the yearly average attendance of a school in the next lower grade.
(c.) A school placed on the 1st January in grade 12 or a higher grade, which at the beginning of any subsequent quarter has had an average attendance below the minimum for such grade of—
40 for the quarter immediately preceding, and of
20 " two quarters "

shall, subject to clause 6, be reckoned to have the yearly average attendance of a school in the next lower grade.
- (a.) A separate school placed on the 1st January in any of the grades in Part II of the Schedule, which at the beginning of any subsequent quarter has had an average attendance exceeding the maximum of such grade or a higher one by—
40 for the quarter immediately preceding, or
20 " two quarters "
10 " three " "
shall be reckoned to have the yearly average attendance of a school in the next higher grade to that the maximum of which is exceeded, and the Board may increase the staff to accord with that provided in Part II of the Schedule for such higher grade.
(b.) A separate school placed on the 1st January in any of the grades in Part II of the Schedule, which at the beginning of any subsequent quarter has had an average attendance less than the minimum for such grade or a lower one by—
40 for the quarter immediately preceding, and by
20 " two quarters "
10 " three " "
shall be reckoned to have the yearly average attendance of a school in the next lower grade to that the minimum of which has been fallen short of, and the Board shall reduce the staff to accord with that provided in Part II of the Schedule for such lower grade.
- (a.) Clauses 3, 4, and 5 shall affect the average attendance for a school only during the quarter therein prescribed and any subsequent quarter in the same year. In the following year such school shall, in accordance with clause 2 hereof, be placed in the grade corresponding with the yearly average attendance thereat.
(b.) Nothing in the said clauses 3, 4, and 5 shall be deemed to affect the average attendance upon which is computed the salary of any member of the staff whose appointment or removal shall not have been made by virtue thereof.

In any school placed on the 1st January in grade 0, the average attendance on which the salary for any subsequent quarter shall be paid shall be the average daily attendance for the quarter immediately preceding, or the yearly average attendance for the year ending 31st December preceding, whichever shall be higher.

In the case of the opening of a new school, or of the reopening of a school that has been closed for more than six months immediately preceding, the amount of the salaries due to the teachers of the school from the date of opening or reopening thereof shall be paid to the Board after the first calendar month in which the school shall have been open continuously on and after the first Monday of the month; and the staff and salaries shall be calculated on the average daily attendance from the day of the opening or reopening of the school until the end of such month; and in like manner for each subsequent month until the end of the first quarter during the whole of which the school shall have been open, when the average attendance from the date of opening or reopening of the school to the end of such quarter shall be held to be the yearly average attendance until the end of the next ensuing quarter; and in like manner for each subsequent quarter until the end of the school year in which the school shall have been open continuously for not less than one quarter immediately preceding the end of such year, when the average daily attendance from the opening or reopening of the school to the end of such year shall be held to be the yearly average attendance in the same way as if it were the average attendance for the whole year.

As soon as, under the provisions of the Acts and of these regulations, a reduction in the staff of a school is imminent, it shall be the duty of the Board to give notice to every teacher whom it may deem it necessary to discharge in order to carry out such reduction.

In the case of a reduction in the staff of a school, or in the case of the closing of a school, such amount shall be paid to the Board in respect of the teachers whose services are dispensed with as will enable the Board to comply with section 63 of “The Education Act, 1904”; but, with the exceptions set forth in clause 14, on no account will payment be made to the Board for the salary of any teacher for a longer period than three months after the end of the quarter in which the school ceases to be entitled to the services of such teacher; nor, in the case of the closing of a school, for a longer period than three months after the closing of such school.

Average daily attendance for the purposes of subsection 1 (b) of section 6 of “The Education Act, 1904,” shall for any quarter be the average daily attendance for the quarter immediately preceding.

The sums payable to Boards under section 6 of “The Education Act, 1904,” for the salaries of teachers and pupil-teachers, as determined by the operation of the Schedule and these regulations, shall be paid to the Boards in monthly instalments.

Average attendance for the purposes of the Second Schedule to “The Education Act Amendment Act, 1904” (“House Allowances”) shall be the yearly average attendance as defined by clause 1 of these regulations; except that in the case of a new school, or of the reopening of a school which has been closed for more than six months immediately preceding, the average attendance for the first quarter during the whole of which the school has been open shall be the attendance on which the house allowance for the year is paid.

(a.) If at the beginning of any year a school is reduced from a higher to a lower grade, the salaries of the assistants or pupil-teachers provided for in the higher grade but not provided for in the lower grade may, at the discretion of the Minister, be paid until the 30th April following, but no longer, unless:
(b.) The average attendance for the first quarter of the year exceeds by five in the case of a school in a grade lower than grade 11, or by ten in the case of a school of grade 11 or a higher grade, the maximum for such lower grade, in which case payment of the salary or salaries may be continued until the 31st July following.
(c.) And, further, if in such school the average attendance for each of the first two quarters of the year exceeds by five in the case of a school in a grade lower than grade 11, or by ten in the case of a school in grade 11 or a higher grade, the maximum for the lower grade aforesaid, then payment of the salaries referred to may be continued until the 30th September following, but no longer, unless the conditions of clause 3 of these regulations be satisfied.
(d.) The payments made in subclauses (b) and (c) hereof shall be at the discretion of the Minister, and shall not be made unless his sanction shall have been previously obtained.
(e.) This regulation shall not affect the staff or salaries in any school except as regards the payment of the salaries referred to.
District High Schools.

The foregoing regulations relating to average attendance at an ordinary public school shall in all respects apply to the primary department of a district high school.

A certificate of proficiency shall be the qualification for admission to the secondary department of a district high school;
