BOROUGH OF LOWER HUTT.

NOTICE is hereby given that a poll of the ratepayers of the Borough of Lower Hutt, including all persons entitled to vote on proposals to raise loans, was duly taken at the Council Chamber, Main Road, Lower Hutt, and at the office of the Hutt County Council, 215, Lambton Quay, Wellington, on Friday, the 3rd day of November, 1905, upon the following proposal: A proposal by the Council of the Borough of Lower Hutt to borrow by way of special loan within the meaning of “The Local Bodies’ Loans Act, 1901,” and its amendments, the sum of £52,000, to be floated locally (or otherwise) by the issue of debentures, at such rate of interest as the Council may think fit (not exceeding £5 per centum per annum), under the provisions of “The Municipal Corporations Act, 1900,” and its amendments, and “The Local Bodies’ Loans Act, 1901,” and its amendments. Such sum is to be expended in the construction and provision of a drainage and sewage system for the borough, and other sanitary works; and in the construction and provision for the borough of a water-supply system, and all works and equipment in connection therewith (including the taking or acquisition of lands and other rights); and in and upon the construction, widening, or improvement of streets, payment of the purchase-money, or compensation for or in respect of streets acquired, dedicated, or widened; and in the acquisition of land for gravel and metal pits, and of road-making machinery, and generally in and about the improvement of the streets of the borough as hereinafter set forth:—

The loan will be appropriated to the above works in the proportions above specified. It is not proposed to pay out of the loan the cost of raising the loan, nor the interest for the first year.

The Council proposes to pledge a special rate of 1⅜d. in the pound on the rateable value (on the basis of the unimproved value) of all rateable property in the borough as security for the said loan of £52,000 and the interest thereon, and for a sinking fund, should the Council think fit to provide one.

It is proposed that the whole amount of the loan shall be repayable at the expiration of a term of not exceeding twenty-five years computed from the date of this notice.

And at such poll the number of votes recorded was 319 votes for the said proposal, and sixty-nine votes against the proposal; informal votes, 18.

I do hereby declare the said proposal to be carried.

BAY OF BENGAL.

HUGLI RIVER APPROACH.—PILOT VESSELS.—INFORMATION.—The Calcutta Port Commissioners furnish the following information in regard to pilot vessels in the approach to Hugli River:—

The pilot steamer is of 1,000 tons, painted white, with three masts and a yellow funnel.

Steam-vessels arriving at the Sandheads and finding the pilot steamer on the station should close with her and lie-to under her stern, about 300 yards distant, in such a manner as to make a lee for the pilot boat, when a pilot will be supplied.

To avoid delay, approaching steam-vessels, when about ½ mile from the pilot vessel, should indicate their gross tonnage by the following steam-whistle signals: Over 3,400 tons (gross), 1 short blast; between 2,800 and 3,400 tons (gross), 2 short blasts; between 1,800 and 2,800 tons (gross), 3 short blasts; under 1,800 tons (gross), 4 short blasts. Sailing vessels should approach within safe distance of the steam pilot vessel and then heave-to on the starboard tack, when a pilot will be supplied. All pilot vessels by day will fly a large blue flag at the main when inward-bound vessels are sighted, and at night will exhibit the regulation lights and flare-up.

CHINA SEA.

BANKA STRAIT.—BESAR ISLAND LIGHT.—ALTERATION.—Referring to Notice to Mariners No. 53 (1903) of 1904, the Netherlands Government gives further notice that the fixed white light in the centre of Besar Island, Banka Strait, has been changed to a group flashing white light, showing groups of 2 fls. every 20 secs—thus, fl. 1½ secs., ecl. 1½ secs., fl. 1½ secs., ecl. 15½ secs. Approx. position: Lat. 2° 53′ S., long. 106° 08′ E.

CHINA.

NORTH COAST.—CHIFU HARBOUR.—LIGHT TO BE ESTABLISHED.—The Chinese Government gives notice, dated 22nd June, 1905, that a light will be established on Tower Hill, Chifu. The illuminating apparatus will be dioptric, intermittent, 3d order, showing thus every 10 secs., lt. 8 secs., ecl. 2 secs.

The lantern, which will be painted white, will surmount the native tower on the summit of Tower Hill. The light will be 175 ft. above the sea, and should be visible at a distance of 19½ miles, except where it is obscured by the land.

The light will show red through an arc of 7° 45′ from S. 20° W. true (S.W. by S. mag.) to S. 37° 45′ W. true (S.W. ½ S. s’ly mag.); white through an arc of 17° 15′ from S. 37° 45′ W. true (S.W. ½ S. s’ly mag.) to S. 55° W. true (S.W. by W. ½ W. mag.); red through an arc of 41° from S. 55° W. true (S.W. by W. ½ W. mag.) to N. 84° W. true (W. ⅔ N. mag.); white through an arc of 8° from N. 84° W. true (W. ⅔ N. mag.) to N. 76° W. true (W.N.W. ⅔ W. mag.); and red from N. 76° W. true (W.N.W. ⅔ W. mag.) to where it is obscured by the land. It will show red, also, within the harbour only, through an arc of 59° from S. 29° E. true (S.S.E. ¼ E. mag.) to S. 30° W. true (S.W. by S. mag.).

Approx. position: Lat. 37° 33′ N., long. 121° 25′ E.

SAMOAN ISLANDS.

UPOLU ISLAND.—SOUTH COAST.—SAFATA HARBOUR.—LANDMARKS.—CORRECTION.—The commander of the German man-of-war “Condor” reports as follows, under date of 23rd June, 1905, in regard to Safata Harbour, Samoan Islands:—

Two white houses close together, half-way up the Lanutoo Mountain, in line with a sharp cut in the back of the same mountain, is a good mark for the harbour entrance, but this range cannot be followed into either the eastern or western harbours, as it leads directly on the reefs separating the two.

The white church, with dark roof, was kept a little on the starboard bow when entering the western harbour on a N. 11° E. true (N. ¼ E. e’ly mag.) course.

Anchorage was found in 6 fathoms on the following bearings:—

White church, N. 18° E. true (N. ⅔ E. e’ly mag.).

East Point, S. 73° E. true (E. ⅔ S. s’ly mag.).

NOTE.—The name of this harbour is Safata, not Safatu, as erroneously given on the charts.

NORTH AMERICA.

WASHINGTON.—JUAN DE FUCA STRAIT.—TELEGRAPH CABLE.—CAUTION.—Referring to Notice to Mariners No. 31 (1191), further information has been received that the cable referred to in the above notice lands one mile and a half westward of Ediz Hook Lighthouse. Vessels are cautioned against anchoring in the vicinity of the cable.

CHINA.

EAST COAST.—LAMOCK ISLANDS.—ROCK TO THE NORTHWARD.—Information has been received from the commander of H.B.M. surveying-vessel “Waterwitch” that a rock with 20 ft. over it at low water ordinary springs, and depths of 8 to 17 fathoms close around, lies about 10 miles northward of the Lamock Islands on the following bearings:—

High Lamock Island Lighthouse, S. 7° W. true (S. ⅔ W. mag.).

Dome Island, centre, S. 65° W. true (S.W. by W. ⅔ W. mag.), distant 11·4 miles.

The rock is marked by tide rips during the strength of the tide. The lead gives no warning of approach.

Approx. position: Lat. 23° 26′ N., long. 117° 19′ E.

JAPAN.

FORMOSA AND PESCADORES ISLANDS.—LIGHTS RE-EXHIBITED.—INFORMATION.—The Japanese Government gives notice, dated 31st July, 1905, that all lights on the coast of Formosa and the Pescadores Islands would be exhibited as before.
