of September, 1904, upon the following proposal: A proposal to raise a loan of £2,800 for the following purpose, that is to say, for the purchase of the properties hereinafter described for the purposes of a recreation-ground for the borough; and that the said loan be raised on the security of a special rate of 1/15d. in the pound sterling on the rateable value of all rateable property within the said Borough of Lower Hutt, the debentures issued to secure the repayment of the said loan to carry interest at such rate and have such currency as may be agreed upon. And resolved further that the cost of raising the loan and the interest for the first year be not paid out of the said sum of £2,800.

Properties to be acquired:—(1.) The freehold of 6 acres, more or less, being part of Section No. 21, Hutt District: bounded on the north partly by an extension of Bloomfield Road, 101·5 links and 105·5 links, and partly by Section 25, 694·4 links; on the east and south by other parts of the same Section (No. 21), 770·75 links and 736·36 links; and on the west partly by a stream and partly by other parts of the same section, 807·24 links. (2.) The freehold of a section adjoining the above-mentioned land, and having a frontage of 100 links to Bellevue Road by a depth of 297·23 links on the one side and 312 links on the other side, being Lot 41 on a subdivisional plan deposited in the Land Transfer Office, No. 1316.

And on such poll the number of votes recorded was 110 votes for the said proposal and 101 votes against the proposal; informal votes, 6.

I do hereby declare the said proposal to be carried.

BOROUGH OF LOWER HUTT.

Notice is hereby given that a poll of the ratepayers of the Borough of the Lower Hutt, including all persons entitled to vote on proposals to raise loans, was duly taken at the Oddfellows’ Hall, Lower Hutt, on Thursday, the 29th day of September, 1904, upon the following proposal: A proposal to raise a loan of £6,000 for the formation of roads, streets, and bridges within the borough, which sum it is proposed to raise on the security of a special rate of ¼d. in the pound sterling on the rateable value of all rateable property within the said borough.

And on such poll the number of votes recorded was 181 votes for the said proposal and 32 votes against the proposal; informal votes, 4.

I do hereby declare the said proposal to be carried.

Notice to Mariners No. 69 of 1904.

The following Notices to Mariners, received from the Hydrographic Office, Washington, D.C., United States of America, are published for general information.

WM. HALL-JONES.

AFRICA.
East Coast.

DELAGOA BAY—RUBEN (VERMELHA) POINT—LIGHT ESTABLISHED.—The Portuguese Government has given notice that on May 3, 1904, a fixed green electric light was established on a pillar about 500 yards from the shore in front of Ruben (Vermelha) Point, and about 250 yards from the 2-fathom line.

The light is elevated 8 feet above high water, and is visible 3 miles.

ST. JOHN—CAPE HERMES LIGHT—AMENDED PARTICULARS.—With reference to Notice to Mariners No. 19 (716) of 1904, the Government of Cape Colony has given further notice that the light to be established in September, in a light-tower now being constructed on Cape Hermes, St. John or Umzimvubu River, is as follows:—

The light will be flashing white every 3 seconds, the duration of each flash being ¼ second. It will be elevated 180 feet above high water, visible in clear weather from a distance of 20 miles, and shown from an octagonal tower of dark-grey masonry, 44 feet high, with a white lantern. It has been placed on the B.A. chart at a distance of 100 yards N. 74° W. true (N.W. ¼ W. mag.) from the extremity of the cape. The light will be visible from the bearing N. 41° E. true (E.N.E. mag.), through north and west, to S. 52° W. true (W.S.W. ⅓ W. W’ly mag.), and obscured by the land in other directions, except in the entrance; there it will be visible to S. 23° E. true (S. ¼ W. mag.). The light-power will be 30,000 candles.

Approx. position: Lat. 31° 38′ 0″ S., long. 29° 33′ 30″ E.

Further notice will be given when this light is established.

MALACCA STRAIT.

ONE-FATHOM BANK—NEW LIGHTHOUSE CONSTRUCTING.—Information dated July 6, 1904, has been received from the Master Attendant, Singapore, that on July 15, works in connection with the erection of a new lighthouse on One-Fathom Bank will be commenced. During the progress of the work it may be necessary occasionally to show flares and other lights about 8 feet above high water, but the present light (revolving white) will continue to be exhibited.

Approx. position: Lat. 2° 53′ N., long. 101° 0′ E.

CHINA.
East Coast.

TUNG YUNG ISLAND—LIGHT AND FOG SIGNAL ESTABLISHED.—Referring to Notice to Mariners No. 29 (1082) of 1904, the Chinese Government has given further notice that on July 1, 1904, the light was exhibited from the lighthouse recently constructed on Tung Yung Island.

The light is a group flashing white light of the 1st order, showing groups of 3 white flashes every 20 seconds.

The light-tower is situated on the eastern slope of the island, and the light is elevated 325 feet above the level of the sea, and is visible 25 miles in all directions, except where it is obscured by the land from south round by east to N. 69° E. true (E.N.E. ¼ E. mag.).

The tower is circular, brick, 24 feet high, with a total height from base to lantern of 46½ feet. Keeper’s house attached, all painted white.

FOG-SIGNAL.—The keeper, on hearing a bell, fog-horn, steam whistle, or any other sound during thick or foggy weather, indicating the proximity of a vessel, will fire 2 guns, with an interval of 1 minute between them, and, if the vessel’s fog-signal, showing that she is under way, continues to be heard, will repeat the firing after an interval of 15 minutes.

Approx. position: Lat. 26° 22′ 40″ N., long. 120° 30′ 25″ E.

YANGTZE RIVER ENTRANCE—SOUTH CHANNEL APPROACH—FAIRWAY BELL LIGHTBUOY CHANGED IN POSITION.—The Chinese Government has given notice that, in consequence of changes having taken place in the entrance to the South Channel, Yangtze River, the fairway bell lightbuoy was shifted 1½ miles S. 2° E. true (south mag.) from its former position.

From the buoy Tung Sha light-vessel bears N. 50° W. true (N.W. ¼ W. mag.).

SHANTUNG PROMONTORY—YUNG CHING BAY—ROCK REPORTED—CAUTION.—Telegraphic information, dated July 26, 1904, has been received from the British Commander-in-Chief, China, of the existence of a pinnacle rock in Yung Ching Bay, situated with Joss House Point bearing N. 64° E. true (E.N.E. mag.), distant 800 yards. The depth on the rock is not stated, but H.B.M.S. “Leviathan” touched on it.

As the survey of this part of the coast is on a scale of only 1 inch to the mile, it is necessary to be cautious in taking up anchorages, as it is quite possible other pinnacles may exist, and it is advisable to sound around the vessel when anchored.

Approx. position: Lat. 37° 22′ 30″ N., long. 122° 40′ 30″ E.

PACIFIC OCEAN.

GILBERT ISLANDS—HYDROGRAPHIC INFORMATION.—Lieutenant J. C. Burnett, U.S. Navy, in charge of the Branch Hydrographic Office, San Francisco, reports, under date of July 29, 1904, the following hydrographic information
