HIS Excellency the Governor has been pleased to approve of the award of the Colonial Auxiliary Forces Long-service Medal to
Surgeon-Major WILLIAM BEY, New Zealand Volunteer Medical Staff,
he having, to 29th February, 1904, a total efficient service entitling him thereto of twenty-one years eleven months and nine days.

THE following special order, made by the Avenal Borough Council, is published in accordance with the provisions of “The Local Bodies’ Loans Act, 1901.”

BOROUGH OF AVENAL.
Special Order for making Special Rate.
Public notice is hereby given that at a special meeting of the Council of the Borough of Avenal, duly called, and held in the Council Chambers at Avenal on Tuesday, the 19th day of July, 1904, at 8 o’clock in the evening, the said Council, in pursuance and exercise of the powers vested in it in that behalf by “The Municipal Corporations Act, 1900,” and “The Local Bodies’ Loans Act, 1901,” passed the following resolution, that is to say: That, for the purpose of providing the interest and other charges on a loan of £1,200, authorised to be raised by the Borough Council of Avenal, under the provisions of “The Local Bodies’ Loans Act, 1901,” for the purpose of street improvements, as per Schedule already published, the said Council of Avenal hereby makes and levies a special rate of 4½d. in the pound upon the rateable valuation of all rateable property of the Borough of Avenal, being all that area comprised in the borough, being Section 28, Block I., Invercargill Hundred, commencing at the north-western corner of the said section: bounded on the north by a public road, 100 links; thence in an easterly direction by Section 29 of the same block to the railway-line, 950 links; by the railway-line, 150 links; thence to Main North Road, 1600 links; by Main North Road, 1600 links; thence to Kelvin Road, 1300 links; by Kelvin Road, 112 links, to north-eastern corner of said section; thence in a southerly direction by the public park, 1994 links, to south-eastern corner of said section; by Kelvin Road, 112 links; thence in an easterly direction by Section 27, 1300 links, to the Main North Road, 100 links; from Main North Road to railway-line, 1450 links; by railway-line, 100 links; thence to the south-western corner of the said Section 28, 1330 links; by a public road, 100 links; and on the west by the Waihopai Estuary: be the said admeasurements a little more or less: and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable yearly on the 1st day of September in each and every year during the currency of such loan, being a period of fifteen years, or until the loan is fully paid off.
And public notice is hereby further given that a special meeting of the said Council of the Borough of Avenal will be held on Tuesday, the 16th day of August, 1904, at the Town Hall, Avenal, at 8 o’clock in the evening, for the purpose of confirming the foregoing resolution, which is intended to operate as a special rate.

THE following special order, made by the Waiwakaiho Road Board, is published in accordance with the provisions of “The Local Bodies’ Loans Act, 1901.”

WAIWAKAIHO ROAD BOARD.
Special Order.
In pursuance and exercise of the powers vested in them in that behalf by “The Road Boards Act, 1882,” and “The Local Bodies’ Loans Act, 1901,” the Waiwakaiho Road Board do hereby resolve as follows: That, for the purpose of providing the interest and other charges on a loan of £400, authorised to be raised by the Waiwakaiho Road Board under the provisions of “The Local Bodies’ Loans Act, 1901,” for metalling the Hill and Maude Roads, and erecting a bridge over the Mangakotukutuku Stream, on the Hill Road, and making a ford and approaches thereto on the same stream, the said Waiwakaiho Road Board do hereby make and levy a special rate of 1d. in the pound upon the rateable valuation of all rateable property of the Hill and Maude Roads Special-rating Districts, comprising Section 163, in Blocks III. and VII.; part Section 81, lying to the east of the Hill Road, and containing 9 acres; Sections 89, 90, 91, 92, 82, 83, and 113, all in Block III.; Sections 112, 124, 129, 130, and 132, all in Block VI.; Sections 121, 123, 133, 134, and 136, and those parts of Sections 122 (containing 35 acres) and 135 (containing 35 acres) lying between the Hill Road and the Kaiauai River, in Block VII.; all in the Egmont Survey District: and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable on the 1st day of September in each and every year during the currency of such loan, being a period of twenty-six years, or until the loan is fully paid off.
I certify that the above special order was proposed by the Waiwakaiho Road Board on the 24th day of June, 1904, and made by the said Board on the 29th day of July, 1904, in accordance with “The Road Boards Act, 1882.”

THE following special order, made by the Frankley Road Board, is published in accordance with the provisions of “The Local Bodies’ Loans Act, 1901.”

FRANKLEY ROAD BOARD.
Special Order making Special Rate.
In pursuance and exercise of the powers vested in it in that behalf under “The Road Boards Act, 1882,” “The Local Bodies’ Loans Act, 1901,” and amendments thereof, the Frankley Road Board hereby gives notice of intention to pass the following resolution by way of special order, viz.: That, for the purpose of providing the interest and other charges on a further loan of £200, being 10 per cent. additional on previous loan of £2,000 authorised to be raised by the said Board by poll of ratepayers on 5th October, 1902, such further loan being for the purpose of completing works set forth in special order relating to original loan, and to be raised under subsection (c) of section 8 of “Local Bodies’ Loans Amendment Act, 1903,” the said Frankley Road Board hereby makes and levies a special rate of 3½d. in the pound upon the rateable value of all rateable property comprised in the Frankley Road Rating District; and that such rate shall be an annual-recurring rate for a period of forty-one years, or until the loan is paid off, payable by half-yearly instalments on the 1st day of February and the 1st day of August in each and every year during currency of such loan.
Such resolution will be considered for adoption at a meeting of the Frankley Road Board to be held on Saturday, 30th July, 1904.
