  1. The members of the Board shall at their first meeting, and thereafter at an annual meeting to be held on the third Wednesday in January in every succeeding year thereafter, elect one of themselves to be Chairman, who may join in the discussion, and shall have an original as well as a casting vote. The Chairman shall hold office until the election of his successor.

  2. The Board shall prepare and submit at each annual meeting a report of the proceedings of the Board for the previous year ending on the thirty-first day of December, together with a statement of the receipts and expenditure of the Board for such year. A copy of every such report and statement, certified by the Chairman to be correct, shall be sent to the Minister of Lands as soon as possible after each annual meeting.

  3. If at any meeting the Chairman is not present at the time appointed for holding the same, the members present shall choose some one of their number to be chairman of such meeting.

  4. If, by resignation, death, incapacity, or otherwise, the office of Chairman shall be or become vacant, the members may at any monthly or special meeting appoint a Chairman.

  5. All questions shall be determined by the majority of votes of the members of the Board present at a meeting.

And with the like advice and consent as aforesaid doth hereby also order that this delegation shall take effect in respect of the parcel of Crown land described in the Schedule hereto.

SCHEDULE.

ALL that area in the Wellington Land District, containing by admeasurement 15 acres and 36 perches, more or less, being Suburban Section No. 13, Township of Kaitawa, Makuri Survey District. Bounded towards the north by Marchant Street; towards the east by Kaitawa Township, Sections Nos. 14 and 15; towards the south by Bridge Street; and towards the west by a public road along the eastern bank of the Tiraumea River: as the same is delineated on the plan deposited in the District Lands and Survey Office, Wellington.

ORDER IN COUNCIL.

At the Government House, at Wellington, this fifteenth day of August, 1904.

Present:

His EXCELLENCY THE GOVERNOR IN COUNCIL.

IN pursuance and exercise of the powers and authorities vested in him by “The Public Domains Act, 1881,” His Excellency the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council thereof, doth hereby revoke a certain Order in Council, dated the tenth day of September, one thousand eight hundred and ninety-one, making delegation of certain powers in manner as therein appears; and doth hereby, with the like advice and consent, and in respect of the land hereinafter mentioned, delegate all the powers conferred by the said Act, except the powers conferred by sections five and twelve thereof, for the period of ten years from the date hereof (unless previously altered or revoked under the said Act), to the undermentioned persons, who shall be known as the Scarborough Domain Board, namely,—

CHARLES CODY,
CHARLES HALL, M.H.R.,
ALEXANDER MCFARLANE, and
DANIEL O’BRIEN

(herein referred to as “the Board”), subject to the stipulations hereinafter contained, that is to say,—

  1. The Board shall meet for the transaction of business on the first Saturday in each month, at 7 o’clock p.m., at Pahiatua, or at such other time or place as may from time to time be fixed by the Board. The first meeting shall be held on Saturday, the third day of September, one thousand nine hundred and four.

  2. Special meetings may be convened by the Chairman or by any two members of the Board, provided that two days’ notice of such meeting be given to each member, specifying the business to be transacted at such special meeting; and no other business than that so specified shall be transacted at such meeting.

  3. Any three members of the Board shall form a quorum. Any meeting may be adjourned from time to time.

  4. Extension of Time for Preparation of County Rolls, &c., County of Grey.

ORDER IN COUNCIL.

At the Government House, at Wellington, this fifteenth day of August, 1904.

Present:

His EXCELLENCY THE GOVERNOR IN COUNCIL.

WHEREAS it has been made to appear that, owing to unavoidable circumstances, the preparation of the rolls for the County of Grey, and the taking of certain steps consequent on such preparation, cannot be made and taken within the times limited by “The Counties Act, 1886,” and it is expedient to extend the said times respectively:

Now, therefore, His Excellency the Governor of the Colony of New Zealand, in exercise and pursuance of the powers conferred upon him by “The Counties Act Amendment Act, 1903,” and acting by and with the advice and consent of the Executive Council of the said colony, doth hereby order and declare that the several dates mentioned in the Schedule hereto shall be the respective dates for taking the several steps set out in the said Schedule.

SCHEDULE.

  1. For preparing the defaulters’ list and the rolls for ridings within the County of Grey: Until the 18th August, 1904.

  2. Time for which such list and rolls shall be open for inspection: From the 22nd August, 1904, to the 14th September, 1904.

  3. Time for appeals against the said rolls: Until the 29th September, 1904.

  4. Revision Courts may sit for hearing applications with reference to the said rolls, and adjourn: Until the 21st October, 1904.

  5. Time when the said rolls, having been duly corrected and signed, shall come into force: On the 1st November, 1904.
