Lieutenant CHARLES JAMES COOPER, No. 4 Company New Zealand Garrison Artillery Volunteers (Wellington Naval Artillery Volunteers),
and to approve, under paragraph 63A, Amended Volunteer Regulations, of his appointment as Adjutant, with rank of Captain, to the Divisional Staff (Lyttelton District), New Zealand Garrison Artillery Volunteers, and with effect from 1st July, 1904.

he having a total efficient service to 29th February, 1904, of twenty years and sixty days.

Mr. JOHN EWEN MACKENZIE
of his appointment as Trustee of the Invercargill Volunteer Drill-shed Reserve. Resignation to date from 22nd June, 1904.

Volunteer Regulations, 1895: Addition to Paragraph 144.

HIS Excellency the Governor has been pleased to approve of the addition of the following words to paragraph 144, page 63, of Volunteer Regulations, 1895—viz.: After the word “diem,” add “When mounted corps are ordered out for escort duty on both morning and afternoon of the same day, forage-allowance at the rate of 1s. 6d. per horse per day will be allowed.”

THE following special order, made by the Selwyn County Council, is published in accordance with the provisions of “The Local Bodies’ Loans Act, 1901.”

COUNTY OF SELWYN.
Special Order making Special Rate.
In pursuance and exercise of the powers vested in it in that behalf by “The Local Bodies’ Loans Act, 1901,” the Council of the County of Selwyn hereby resolves as follows: That, for the purpose of providing the interest and other charges on a loan of £70, authorised to be raised by the Selwyn County Council under the above-mentioned Act for the construction of water-races in the Waimakariri Water-supply District, the said Selwyn County Council hereby makes and levies a special rate of 5/6d. in the pound upon the rateable value of all rateable property of the Waimakariri Water-supply District, constituted by special orders made on the 26th August, 1884; 7th April, 1886; 28th December, 1886; 7th September, 1887; and 28th August, 1888: and that such special rate shall be an annual-recurring rate during the currency of such loan, and payable half-yearly on the 1st day of February and the 1st day of August in each and every year during the currency of such loan, being a period of twenty-six years, or until the loan is fully paid off.
Made under the seal of the Council of the County of Selwyn, this 25th day of July, 1904.
