I, John Guthrie Wood Aitken, Mayor of Wellington, do solemnly and sincerely declare that all proceedings required by law to be taken in or towards obtaining the sanction of the electors of the City of Wellington (other than those enrolled upon a residential qualification) to the proposal of the Council of the City of Wellington set out in a notice in writing of even date herewith, under my hand, addressed to the Honourable the Colonial Secretary (which proposal relates to the raising of a special loan of £75,000 to provide for the shortage of loan authorised for the construction of electric tramways, wood-paving streets along tramway route, and erection of town hall and municipal offices, and to furnish and fit the same and provide an organ therein) have been duly taken, and that the resolution in favour of the said proposal was duly carried.
And I make this solemn declaration conscientiously believing the same to be true, and by virtue of the provisions of an Act of the General Assembly of New Zealand intituled “The Justices of the Peace Act, 1882.”

(510) JAPAN.—ALL ISLANDS.

LIGHTS TEMPORARILY EXTINGUISHED.—The Japanese Government has given notice that all lights on the coast of Japan may be temporarily extinguished if circumstances should require it.

(550) PHILIPPINE ISLANDS.

Luzon—West Coast—San Fernando.

ALTERATION IN RANGE LIGHTS.—The lights on the ranges at San Fernando, Luzon, west coast, have been changed from 2 red lights on each range to 1 red light on each range. The new lights are of an improved pattern and visible much further than the old ones.
Approximate position, front light, latitude 16° 37′ 10″ N., longitude 120° 18′ 22″ E.

(551) PHILIPPINE ISLANDS.

Luzon—South-west Coast—Batangas.

INTENDED ALTERATION IN LIGHT.—Information has been received that it is proposed to change the 2 red lights at present shown horizontally at Batangas, Luzon, west coast, to 1 red light at a future date. The new light will be visible about 10 miles.
Approx. position : Lat. 13° 45′ N., long. 121° 3′ E.

(552) CHINA.

Gulf of Pechili.—Port Arthur Approach.

WARNING.—PILOTS.—Information has been received that Admiral Makaroff, commander-in-chief of the Russian fleet at Port Arthur, has given warning to neutral vessels approaching and intending to enter Port Arthur that in view of the submarine mines which have been placed in the approach all such vessels intending to enter must stop at a distance of at least 5 miles, hoist the national flag, and signal for a pilot, which will be sent as soon as possible to conduct them to their destination.

(557) AUSTRALIA.

South Coast—Bass Strait—Pyramid Rock.

ROCK REPORTED TO NORTH-EASTWARD.—Information dated the 23rd November, 1903, has been received through the Board of Trade that the master of the steamer “Wakatipu” reports that when steering to the southward on the 24th October, 1903, after passing to the eastward of Deal Island, and just before Pyramid rock was sighted, his vessel, drawing 18 ft., bumped sharply on a sunken obstruction at 4.30 a.m., but no danger could be seen in any direction. No soundings appear to have been taken.

Applications should be addressed to the Colonial Treasurer, and must be posted so as to arrive at the Treasury on or before the 31st instant.
