HIS Excellency the Governor has been pleased to approve
of the transfer of the following officers:—
Lieutenant JAMES MILLAR NICHOLSON (Captain, New
Zealand Militia)
from No. 2 Company, New Zealand Engineer Volunteers
(Dunedin Engineer Volunteers), to No. 1 Battalion, Otago
Defence Cadet Volunteers, as Adjutant, with rank of Captain,
and with effect from 25th August, 1903 ;
Captain (Adjutant) JOHN STUART HISLOP
from 1st Battalion, Otago Rifle Volunteers, to the command
of No. 1 Battalion, Otago Defence Cadet Volunteers, with
rank of Captain (Acting-Major), and with effect from
21st July, 1903 ;
Lieutenant ANDREW BRYDONE
from Wakari Rifle Volunteers to No. 1 Battalion, Otago
Defence Cadet Volunteers, as Pay- and Quarter-master, with
rank of Lieutenant, and with effect from 25th August, 1903.

dismissal of
Private WILLIAM STITT JENKINS LESUER, Christchurch
City Rifle Volunteers,
for misconduct whilst in uniform on the night of 13th Janu-
ary, 1904 ; dismissal to date from 25th January, 1904 : and
of
No. 164. Private ERNEST GRANT NOEDL, Woodville
Rifle Volunteers,
for insolent language to his superior officer whilst in uni-
form on the 15th day of January, 1904 ; dismissal to date
from 1st February, 1904.

THE following special order, made by the Heathcote
Road Board, is published in accordance with the
provisions of “The Local Bodies’ Loans Act, 1901.”

HEATHCOTE ROAD BOARD.
Special Order.
In pursuance and exercise of the powers vested in it in that
behalf by “The Local Bodies’ Loans Act, 1901,” the Heath-
cote Road Board resolves as follows : That, for the purpose
of providing the interest and other charges on a loan of
£300, authorised to be raised by the Heathcote Road Board,
under the provisions of section 68 of “The Local Bodies’
Loans Act, 1901,” for the completion of works in the Opawa
Ward, the said Heathcote Road Board hereby makes and
levies a special rate of ¹⁄₂₆d. in the pound sterling upon the
rateable valuation of all rateable properties included in the
Opawa Ward of the Heathcote Road District; and that such
special rate shall be an annual-recurring rate during the
currency of such loan, and be payable half-yearly on the
1st day of February and the 1st day of August in each and
every year during the currency of such loan, being a period
of forty-one years, until the said loan is fully paid off.
I, George Scott, Chairman of the Heathcote Road Board,
do hereby certify that the above special order was duly pro-
posed on the 8th day of January, 1904, and passed on the
12th day of February, 1904, in accordance with the provi-
sions of “The Road Boards Act, 1882.”

County Council, are published in accordance with the
provisions of “The Local Bodies’ Loans Act, 1901.”

FEATHERSTON COUNTY COUNCIL.
In the matter of subsection (4) of section 14 of “The Local
Bodies’ Loans Act, 1901.”
Special Orders.
Notice is hereby given that at a special meeting of the
Featherston County Council held on Saturday, 14th No-
vember, 1903, it was resolved,—

That, in pursuance and exercise of the powers vested in
it in that behalf by “The Local Bodies’ Loans Act, 1901,”
the Featherston County Council hereby resolves as follows:
That, for the purpose of providing the interest and other
charges on a loan of £250, authorised to be raised by the
Featherston County Council under the provisions of sub-
section (4) of section 14 of “The Local Bodies’ Loans Act,
1901,” for the construction of the Ruakokopotuna Road
within the Otaraia and Awhaea Ridings, the said Featherston
County Council hereby makes and levies a special rate of ½d.
in the pound sterling upon the valuation of all rateable pro-
perty of the Ruakokopotuna Road Special-rating District,
comprising Sections 1 and 2, Block XII., and Section 5,
Block VIII., Haurangi Survey District ; and that such
special rate shall be an annual-recurring rate during the
currency of such loan, and payable on the 1st day of July in
each and every year during a period equal to the currency
of such loan, being a period of thirty-two years, or until the
loan is fully paid off. -
That, for the purpose of providing the interest and
other charges on a loan of £200, authorised to be raised by
the Featherston County Council, under the provisions of
subsection (4) of section 14 of “The Local Bodies’ Loans
Act, 1901,” for the construction of the Ngakonui Road
within the Pahaoa Riding, the said Featherston County
Council hereby makes and levies a special rate of ⁷⁄₁₆d. in the
pound sterling upon the rateable valuation of all rateable
property of the Ngakonui Road Special-rating District,
comprising Sections 288, 289, 290, and 294, Block X., Wai-
nuioru Survey District ; and that such special rate shall be
an annual-recurring rate during the currency of such
loan, and be payable on the 1st day of July in each and
every year during a period equal to the currency of such
loan, being a period of thirty-two years, or until the loan is
fully paid off.
And it is hereby further notified that a special meeting of
the Council will be held on Saturday, 19th December, 1903,
to confirm such resolutions.

Kiwitea County Council do hereby resolve as follows: That,
for the purpose of providing the interest and other charges
on a loan of £350, authorised to be raised by the Kiwitea
County Council, under the provisions of “The Local Bodies’
Loans Act, 1901,” for the construction of Whare Road, the
said Kiwitea County Council do hereby make and levy a
special rate of ½d. in the pound upon the rateable valuation
