WESTERN AUSTRALIA—NORTH-WEST COAST.
THE Government of Western Australia desire to give notice that a light will be exhibited on and after this date from the Tide Signal Staff about the centre of the Town of Port Hedland, latitude 20° 18′ 30″ south, longitude 118° 34′ 36″ east.
The light is fixed white dioptric of the fifth order, the height of focal plane above high water being 48 ft., and visible from seaward at a distance of 12 miles.
The light is visible east of the bearing S. 18° East (bearing magnetic and given from seaward).
Charts affected: No. 1437, Port Hedland; No. 1055, Bedoubt Island to Cape Cuvier.

FOG-SIGNAL, PENCARROW HEAD, ENTRANCE TO WELLINGTON HARBOUR.

WITH reference to Notice to Mariners No. 22, issued by this Department on the 29th June, 1898, notice is hereby given that after noon of Monday, the 14th March, 1904, the explosions of cotton-powder charges at the fog-signal at Pencarrow Head will be made at intervals of five minutes when the land is likely to be obscured at a distance of about three miles from seaward by either fog, mist, falling snow, or continuous rain.

THE following special order, made by the Hawera County Council, is published in accordance with the provisions of “The Local Bodies’ Loans Act, 1901.”

HAWERA COUNTY COUNCIL.
Special Order making and levying Special Rate.—Palmer Road Loan, £450.
THAT, in pursuance and exercise of the powers vested in it in that behalf by “The Counties Act, 1886,” the Hawera County Council hereby resolves as follows: That, for the purpose of providing interest and other charges on a loan of £450, authorised to be raised by the Hawera County Council, under the provisions of “The Local Bodies’ Loans Act, 1901,” and the amendments thereof, for the purpose of constructing the Palmer Road from the Eltham Road northwards as far as the Kapuni Stream, a distance of, say, 100 chains, the said Hawera County Council hereby makes and levies a special rate of ½d. in the pound upon the rateable valuation of all rateable property in that portion of the Waimate and Mangatoki Ridings of the Hawera County comprising Sections 1, 2, 3, and part 11 (52 acres and 31 perches) of Block 12, Kaupokonui, and Sections 107, 108, 109, 110, and part Section 111 (36 acres and 8 perches) of Block 11, Kaupokonui; and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable yearly on the 15th day of October in each and every year during the currency of such loan, being a period of twenty-six years, or until the loan is fully paid off; and that the interest on such loan is at the rate of 4½ per cent. per annum.
I hereby certify that the resolution initiating the above special order was adopted at a special meeting of the Council held on Wednesday, 25th November, 1903, and duly confirmed at a special meeting held on Tuesday, 19th January, 1904.

Special Order making and levying Special Rate.—Rainie Road Loan, £350.
THAT, in pursuance and exercise of the powers vested in it in that behalf by “The Counties Act, 1886,” the Hawera County Council hereby resolves as follows: That, for the purpose of providing interest and other charges on a loan of £350, authorised to be raised by the Hawera County Council, under the provisions of “The Local Bodies’ Loans Act, 1901,” and the amendments thereof, for the purpose of constructing portion of the Rainie Road—that is, from the end of the existing metal on the said road to the southward, viz., to the north-west corner of Section 29, Block 8, Waimate—the said Hawera County Council hereby makes and levies a special rate of ½d. in the pound upon the rateable valuation of all rateable property within that portion of the Okaiawa Riding of the Hawera County comprising Sections 8, 10, 12, 14, 16, 18, 29, 26, and 6, the southern halves of Sections 4 and 20, and the western halves of Sections 90 and 91, all of Block 8, Waimate; and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable yearly on the 15th day of October in each and every year during the currency of such loan, being a period of twenty-six years, or until the loan is fully paid
