Altering Rules for the Examination of Engineers.

Marine Department,
Wellington, 3rd August, 1903.

WHEREAS by Warrant dated the 4th day of June,
1902, and published in the New Zealand Gazette,
No. 43, of the 5th day of the same month, rules for the
conduct of the examination of engineers were made :
And whereas it is desirable to revoke certain of such rules,
and to alter and add to others thereof :
Now, therefore, I, the Minister having charge of the
Marine Department, in pursuance and exercise of the powers
vested in me by section 24 of “The Shipping and Seamen’s
Act, 1877,” do hereby revoke paragraphs 13, 14, and 18 of
such rules, and do alter and add to them as set forth in the
Schedule hereto.

SCHEDULE.

  1. In addition to the required workshop experience, service in charge of watch on a lake or river steamer of not
    less than 66 nominal horse-power may be accepted under
    the following conditions :—
    (1.) The service will only count half as much as sea
    service—i.e., every two months of lake or river
    service is only equivalent to one month’s sea
    service.
    (2.) Candidates for second-class certificates, besides
    being possessed of the third-class certificate, must
    prove, in addition to the lake or river service, at
    least three months’ qualifying service at sea in a
    steamship of not less than 66 nominal horse-power.
    (3.) Candidates for first-class certificates must prove,
    in addition to lake or river service in vessels of
    99 nominal horse-power, at least six months’
    qualifying service at sea with a second-class
    engineer’s certificate in vessels of not less than
    99 nominal horse-power.

  2. Service performed in sea-going steam dredges, trawlers,
    or tug-boats, where candidate is in possession of a third-class certificate, may be accepted under the following conditions :—
    Two months of such service is only equal to one
    month’s qualifying-time. Candidates for second-class certificates must have been on regular
    watch on the main engines or boilers, and the
    vessels must have been not less than 66 nominal
    horse-power. Candidates for first-class certificates must have served in vessels of at least 99
    nominal horse-power, and have been in charge of
    a watch on the main engines or boilers. They
    must in addition have served in a qualifying
    capacity for at least six months in a foreign-going cargo or passenger steamship, or nine
    months in a home-trade cargo or passenger
    steamship.

14A. Service performed in pilot-vessels will not qualify a
candidate for examination.

14B. Service performed in steam-yachts either within or
beyond home-trade limits, if candidate is in possession of a
third-class certificate, may be accepted as equivalent to two-thirds of the time performed in foreign-going trading-vessels,
provided the candidate’s name is entered on vessel’s articles,
and that he can prove the actual time served was served at
sea.
Candidates for second-class certificate may perform all
their sea service in yachts, but the candidate must have
been on regular watch on the main engines or boilers,
and the vessel must not be less than 66 nominal horse-power.
Candidates for first-class certificate must have served on
vessels of not less than 99 nominal horse-power, and must
have been in regular charge of the main engines or boilers.
In addition they must have served for at least three months
in a qualifying capacity on board a foreign-going trading or
passenger steamship. This additional service will, however,
not be required in the case of a candidate who has served
for eighteen months as first engineer, or for two years as
second engineer, of a steam-yacht of the requisite power.

14C. An engineer or assistant engineer in His Majesty’s
Navy or Indian Marine Service may be examined for certificate of competency on the same conditions as engineers of
the mercantile marine.

14D. Chief engine-room artificers and engine-room artificers
in the Royal Navy may be examined for certificates of competency on the same conditions as engineers of the mercantile marine.

In paragraph 30, division a: In the seventh line, after
the word “engineer,” the following words are inserted: “of
a steamship of not less than 66 nominal horse-power.”

In paragraph 32, division a: The words “of not less
than 99 nominal horse-power” are inserted after the words
(1) “steamship” in the ninth line, (2) “steamer” in the
thirteenth line, (3) “steamer” in the sixteenth line, (4)
“steamer” in the twenty-first line.

In paragraph 32, division h: In the third line the words
“and cube roots” are inserted in place of the word “root.”

In Appendix B, question 266, the words “ash-ejector”
are inserted in place of the words “feed-water heater.”

Alterations to the Scale of Fares, Rates, and Charges in Force
upon the New Zealand Government Railways.

IN pursuance of all powers and authorities enabling
me under “The Government Railways Act, 1900,”
I, Joseph George Ward, Minister for Railways, do hereby
make the following alterations in the scale of fares, rates,
and charges in force on the New Zealand Government
railways open for traffic, such alterations to come into force
on and after the 10th day of August, 1903 :—

PART III.—GOODS: REGULATIONS.
(42.) DEPASTURING STARVING STOCK.

Stock, starving by reason of the recent snowstorms, and
being transferred to another part of the country purely for
depasturing purposes and not for sale, will be carried free
from the stations affected on the Lawrence, Otago Central,
Kurow, and Albury Branches, on production of a statutory
declaration in the following form :—
“I hereby certify that the (a) consigned by me
from (b) to (c) , are being transferred for the sole purpose of depasturing, and are not for
sale.
(a) Insert particulars of stock. (b) Station from. (c) Consignee’s
name and station to.

FREE CARRIAGE OF FODDER FOR STARVING SHEEP.

Hay, straw, chaff, grain, green fodder, and ensilage purchased and to be used for the sake of keeping alive stock
starving by reason of the recent snowstorms will be carried
free to the stations on Lawrence, Otago Central, Kurow,
and Albury Branches affected by the recent snowstorms, on
production by the consignor of a statutory declaration in the
following form :—
“I hereby certify that the (a) consigned by me
from (b) to (c) , has been purchased
and is to be used for the sole purpose of keeping alive stock
starving by reason of the recent snowstorms.”
(a) Insert here particulars of fodder. (b) Station from. (c) Name
of consignee and station to.

This regulation will expire on the 31st August, 1903.
