ORDER IN COUNCIL.
At the Government Buildings, at Wellington, this tenth day of January, 1903.

THE HONOURABLE W. C. WALKER PRESIDING IN COUNCIL.
WHEREAS by section twelve, subsection one, of “The Public Works Acts Amendment Act, 1900,” it is enacted that a local authority shall not declare any county or district road to be stopped, and such road shall not be deemed to be stopped, until the consent thereto of the Governor by Order in Council gazetted is obtained:
And whereas the Mount Peel Road Board has applied for such consent in respect to the portion of the roads described in the Schedule hereto:
Now, therefore, in pursuance and in exercise of the above-in-part-recited Act, and of all other powers in anywise enabling him in this behalf, His Excellency the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council of the said colony, doth hereby consent to the closing of the portions of the roads mentioned in the Schedule hereto.

Making Regulations for Election of Member of Bluff Harbour Board.

ORDER IN COUNCIL.
At the Government Buildings, at Wellington, this tenth day of January, 1903.

THE HONOURABLE W. C. WALKER PRESIDING IN COUNCIL.
WHEREAS “The Bluff Harbour Board Representation Act, 1902” (hereinafter called “the said Act”), provides for an additional member of the Bluff Harbour Board, who is to be elected by the electors of the Boroughs of Gore and Mataura, and enacts that the first election of such member shall be held in such manner as the Governor in Council shall direct by regulations to be made for that purpose:
Now, therefore, His Excellency the Governor of the Colony of New Zealand, in pursuance and exercise of the power and authority conferred upon him by the said Act, and acting by and with the advice and consent of the Executive Council of the said colony, doth hereby direct that the first election of the additional member of the Bluff Harbour Board provided for by the said Act shall be held in the manner set forth in the following regulations.
REGULATIONS.

The Returning Officer for the Borough of Gore shall be the Returning Officer who shall hold the election.

The election shall be held, mutatis mutandis, in manner provided by “The Regulation of Local Elections Act, 1876,” and its amendments, in relation to an ordinary vacancy.

Powers delegated to the Tinwald Domain Board under “The Public Domains Act, 1881.”

THE HONOURABLE W. C. WALKER PRESIDING IN COUNCIL.
IN pursuance and exercise of the powers and authorities vested in him by “The Public Domains Act, 1881,” His Excellency the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council thereof, doth hereby revoke a certain Order in Council, dated the third day of July, one thousand eight hundred and ninety-nine, making delegation of certain powers in manner as therein appears; and doth hereby, with the like advice and consent, and in respect of the land hereinafter mentioned, delegate all the powers conferred by the said Act, except the powers conferred by sections five and twelve thereof, for the period of ten years from the date hereof (unless previously altered or revoked under the said Act), to the undermentioned persons, who shall be known as the Tinwald Domain Board, namely,—

JAMES HESELTINE,
CHARLES DOHERTY,
MICHAEL LAGAN, and
THOMAS SEALY
(herein referred to as “the Board”), subject to the stipulations hereinafter contained, that is to say,—

The Board shall meet for the transaction of business on the first Tuesday in each month, at half-past two o’clock p.m., at the County Council Office, Ashburton, or at such other time or place as may from time to time be fixed by the Board. The first meeting shall be held on Tuesday, the third day of February, one thousand nine hundred and three.

Special meetings may be convened by the Chairman or by any two members of the Board, provided that two days’ notice of such meeting be given to each member, specifying the business to be transacted at such special meeting; and no other business than that so specified shall be transacted at such meeting.

Any three members of the Board shall form a quorum. Any meeting may be adjourned from time to time.

The members of the Board shall, at their first meeting, and thereafter at an annual meeting to be held on the first Tuesday in February in every succeeding year thereafter, elect one of themselves to be Chairman, who may join in the discussion, and shall have an original as well as a casting vote. The Chairman shall hold office until the election of his successor.

The Board shall prepare and submit at each annual meeting a report of the proceedings of the Board for the previous year ending on the thirty-first day of December, together with a statement of the receipts and expenditure of the Board for such year. A copy of every such report and statement, certified by the Chairman to be correct, shall be sent to the Minister of Lands as soon as possible after each annual meeting.

If at any meeting the Chairman is not present at the time appointed for holding the same, the members present shall choose some one of their number to be chairman of such meeting.

If, by resignation, death, incapacity, or otherwise, the office of Chairman shall be or become vacant, the members may at any monthly or special meeting appoint a Chairman.

All questions shall be determined by the majority of votes of the members of the Board present at a meeting.
And with the like advice and consent as aforesaid doth hereby also order that this delegation shall take effect in respect of the parcel of Crown land described in the Schedule hereto.
SCHEDULE.
ALL that parcel of land in the Canterbury Land District, being portion of Reserve No. 350, situated in Block XVI., Westerfield Survey District, containing by admeasurement 230 acres, more or less. Bounded towards the north-east by Section No. 3936; towards the south-east by Sections Nos. 6022 and 6023, and also by Reserves Nos. 2064 and 2275, and by a road; towards the south-west by Reserve No. 350; and towards the north-west by the north-west boundary of Reserve No. 350; as the same is delineated on the plan deposited in the District Lands and Survey Office, Christchurch.
