NAPIER BOROUGH COUNCIL.

Special Order.

That the resolution of the Council reducing the number of Councillors from twelve to nine, which was passed on Wednesday, the 4th day of February, 1903, be now passed by special order, in accordance with clause 182, subsection (2), of “The Municipal Corporations Act, 1900.”—Carried.

Notice to Mariners No. 30 of 1903.

THE following Notices to Mariners, received from the Board of Trade, London, are published for general information.

WM. HALL-JONES.

INDIAN OCEAN.

Bay of Bengal.

RANGOON RIVER ENTR.—On 5th Dec., 1902, Spit lt.-v. (16° 27′ N., 96° 22′ E.) was temp. replaced by a lt.-v. sxb. a F. white lt., R. 5 miles. Feb.

CHINA SEA, ETC.

MIRS BAY.—A shoal, mud, carrying 4½ fms. at L.W. springs, lies in approx. 22° 34′ N.; 114° 17′ E., in the approach to Crooked Harb., with the nrn. extr. of Crooked Isl. S.E., 6½ cables, and the N.-wrn. extr. of the outer isl. on the wrn. side of the entr. to Crooked Harb. S. 54° W. This shoal appears to extend to the nrn. shore of Mirs Bay. On the srn. side of the shoal the water deepens rapidly, the 5-fm. contour-line being found within one cable of its position, and a depth of 8 fms. within 2 cables from it. March.

YANG TSE KIANG.—A red conical lt.-buoy exh. an occ white lt., vis. 4 secs., ecl. 2 secs., named the Blockhouse Buoy, is moored in 35 ft. at L.W. springs, in approx. 31° 23′ N., 121° 36½′ E., in the S. chan. entr. to the river, with Middle Isl. beacon N. 10° W., 2⅕ miles, and Knob tree S. 88° W. March.

SHANGHAI.—Time Sig.—The time ball, in approx. 31° 14′ N., 121° 29′ E., on the semaphore in the French Concession, will in future be dropped 5m. 56·7s. later than before, or at 11h. 55m. a.m. and noon, standard time of the 120th meridian of E. long., being respectively at 0h. 0m. 56·7s. p.m and Oh. 5m. 56·7s. local M.T., corresponding to 15h. 55m. 0s and 16h. Om. 0s. Cr. M.T. It is presumed that the standard time of the 120th meridian of E. long. has been adopted for Shanghai. March.

KYAUCHAU BAY.—The beacon on Horseshoe Reef has been altered in colour to white, marked “H.R.” in black, and surm. by a cyl. This beacon is to be replaced by a lt.-beacon. March.

SULU ISL.—A small shoal patch about 20 or 30 yds. in extent lies in approx. 5° 57′ N., 120° 51′ E., off the W. coast of Sulu Isl., with Pt. Bunga S. 42° E., 2 miles, and the ern. extr. of Tulian Isl. N. 12° E. The vessel reporting it passed over the patch before any sounding could be obtained, but the btm. was vis. and appeared to be coral. Another shoal was seen about 2 miles S. from this position, but, as its position could not be accurately determined, P.D. has been placed against it on the chart. March.

SULU SEA.—ST. MICHAEL’S ISLS.—The following reefs lie S.-wrd. of St. Michael’s Isl. :—a. A small shoal, with a probable depth of 2 or 3 fms., in approx. 7° 36′ N., 118° 8′ E. b. A small shoal, with a probable depth of 2 or 3 fms., in approx. 7° 39′ N., 118° 11′ E. c. A shoal, about one mile in diam., covered with large boulders, some of which appeared to come almost to the surface, in approx. 7° 34′ N., 118° 22′ E. A sounding of 4 fms. was obtained on this shoal, and 7 fms. near the edge, which is steep-to. March.

PALAWAN.—ALTNACRAIG SHOAL.—The U.S.S. “Quiros,” when in the vicinity of Altnacraig Shoal, ran for 1½ miles over shoal water, the least sounding obtained being 6 fms. When the ship was in a position with East Isl. centre S. 32° W., 8½ miles, and the highest peak of Pulute Range N. 72° W., a shoal-head carrying appar. about 1 fm. bore S.E., ½ cable, in approx. 9° 0′ N., 118° 19′ E. The wrn. edge of the shoal appeared to extend in a S.-wly. direction for about one mile as well as to the srd. and erd., and to be of considerable extent. P.D. against this shoal on the chart has been expunged. Feb.

PALAWAN.—PORT PRINCESA (ROYALIST).—The F. white lt (9° 43′ N., 118° 43′ E.) on Tide Pole Pt. is disc. until further notice. March.

KERMADEC ISLANDS.

SHOAL.—The barque “Star of Bengal,” when about 60 miles srd. of the Kermadec Isls., is reported to have passed over a patch of shoal water, with an estimated depth of 5 fms., the btm. being clearly vis., in approx. 32° 27′ S., 179° 1′ W. This danger appeared to be breaking in one part, though the sea was quite smooth, and to be about 1½ miles long in a nly. and sly. direction, and 150 yds. wide. As the soundings in the area in the vicinity are much less than the general oceanic depths around, the danger has been placed on the chart in the above position, and marked P.D. March.

NEW ZEALAND.

ADMIRALTY CHARTS that have received large corrections :—

PACIFIC OCEAN.

NEW BRITAIN.—HERBERTSHÖH.—The following alterations have been made in the lts. at Herbertshöh. a. The harb. lt. showing red and white sectors, which was prev. exh. at the lagstaff has been disc. b. A F. white lt. R. 7 miles, is exh. in the rear beacon near the Superintendent’s house. c. A F. red lt. is exh. on the front beacon. These 2 lts. in line S. 20° W. lead to the anchorage. d. A F. green lt. is exh. from an iron beacon on the extr. of the reef on the wrn. side of the anchorage, about 4½ cables N. 6° W. from the Obser. spot. (4° 20′ S., 152° 16½′ E.), in place of the beacon which was washed away. March.

NORTH AMERICA.—WEST COAST.

SAN PEDRO HARB.—On 7th March, 1903, 2 F. white lts., vert., elev. respectively 10 and 16 ft., are to be exh. from the harb. beacon No. 3, a black pile crossed with boards, in 15ft. L.W., on the wrn. side of the chan., about 3⅕ mile S.E. by E. from the Srn. Pacific Railroad wharf, with beacon lt. No. 4 S.E. by E. ½ E. March.

MEXICO, WEST COAST.

CAPE CORRIENTES LT.—A fl. white Lt., elev. 269 ft. above H.W., R. 24 miles, is reported to be exh. in 20° 24′ N., 105° 43′ W., on the Caps. March.

SOUTH AMERICA.

RIO DE LA PLATA.—Montevideo.—A black elliptical buoy, marked “Tagus” in white, is moored in 21 ft., with El Cerro lt.-h. (34° 53′ S., 56° 15′ W.) N. by W. ¾ W., and Cathedral N.E. by E. ⅜ E., to mark the Tagus Rk. March.

Port Phillip Bay.—Coles Channel.

MARINERS and others are notified that, the “Monarch” wreck in Coles Channel having been removed by explosives, the wreck-buoy marking the same has been taken away.

Steamboat Buoy.—Outer Harbour, Geelong.

Referring to General Notice to Mariners, Victoria, dated 24th September, 1901, page 79, mariners and others are hereby notified that the steamboat buoy, which at present is moored about half a cable northward of the line of the northern beacons of Hopetoun Channel, with Point Wilson bearing N. 30° W., will be shifted on or after the 28th April, 1903, about 5 cables to the westward, and placed in line with the northern beacons of Hopetoun Channel, with Point Wilson bearing N. 5° W.

Masters of vessels should pass to southward of the buoy in its new position, keeping 1½ cables off if ship’s draught is 13 ft., and 2½ cables off if ship’s draught is 14 ft.
