St. Albans, and Sydenham.

A PROCLAMATION.
WHEREAS the respective Councils of the City of Christchurch and of the Boroughs of Linwood, St. Albans, and Sydenham, by petitions under the respective common seals of the Corporations of such city and boroughs, as provided by “The Municipal Corporations Act, 1900,” have prayed the Governor that such city and boroughs (forming one continuous area) be constituted one united borough:
Now, therefore, I, Uchter John Mark, Earl of Ranfurly, the Governor of the Colony of New Zealand, in pursuance of the powers vested in me by “The Municipal Corporations Act, 1900,” do hereby proclaim that the said City of Christchurch and the said Boroughs of Linwood, St. Albans, and Sydenham are hereby constituted one borough; and also that the said borough so constituted is a city by the name of the City of Christchurch; and also that the said city so constituted and named is hereby divided into four wards to be called Central Ward, Linwood Ward, St. Albans Ward, and Sydenham Ward, with boundaries as described in the Schedule hereto; and also that the number of Councillors to be elected for each such ward shall be as follows:—
For Central Ward .. .. Six Councillors.
For Linwood Ward .. .. Two Councillors.
For St. Albans Ward .. .. Two Councillors.
For Sydenham Ward .. .. Four Councillors.
And I do hereby appoint Henry Rawe Smith (the Town Clerk to the heretofore-existing City of Christchurch) to be the Town Clerk temporarily of the said united borough. And I do hereby appoint Henry Thomson (the Returning Officer to the said existing city) to be the Returning Officer temporarily to the united borough. And I do hereby empower and direct the said Henry Rawe Smith to prepare district electors lists for the united borough. And in relation to the district electors lists to be prepared as aforesaid I do hereby further direct and declare as follows:—

The said lists shall be prepared on the second day of April, one thousand nine hundred and three, or so soon thereafter as conveniently may be.

The said lists shall be signed by the said Henry Rawe Smith, and he shall state in, or add to, the said lists the date on which he signs the same, and that date shall for all purposes be deemed the date on which the lists were prepared.

The said lists shall be open to public inspection, at the office of the Town Clerk of the united borough, for three days after the date whereon the lists have been prepared and signed as aforesaid.

The said Henry Rawe Smith shall, as soon as possible after the date of the preparing and signing of the lists as aforesaid, publicly notify that they are ready for inspection at the said Town Clerk’s office, and shall in such notification state the time and place for delivery of objections as hereinafter mentioned.

Objections to the said lists are to be addressed to the said Town Clerk, and delivered at his office within seven days from the date on which the lists were prepared and signed.

The list of such objections shall be open for inspection at the said Town Clerk’s office for two days, computed from the day after the date hereinbefore fixed for delivery of objections.

The said Henry Rawe Smith shall amend the said district electors lists by correcting every error set forth in any such objection and proved to him to exist therein, and shall initial every alteration so made by him in the district electors lists, and the said Henry Rawe Smith shall also certify in writing on the said lists that the provisions of this Proclamation in relation thereto have been complied with, and shall state the date of his so certifying; and upon that date, and without any further procedure, the said lists shall become the district electors rolls of the united borough, and shall continue in force until new district electors rolls are made and come into force in the said borough in accordance with law.
And I do finally proclaim and direct that this Proclamation shall issue and be gazetted on the first day of April, one thousand nine hundred and three, and shall take effect on and from that date accordingly.
