in respect to a Proclamation issued under the hand of His Excellency the Governor and the Public Seal of the Colony on the 15th day of January, 1903, declaring the Grey River, with its tributaries, in the Land Districts of Nelson and Westland, to be watercourses into which tailings, &c., may be discharged, have been settled, and all further claims and remedies in respect of the said Proclamation are barred, as provided by the said Act.
