Borough Council hereby makes and levies a special rate of ½d. in the pound sterling upon the rateable valuation of all rateable property of the Borough of Temuka within the boundaries of the borough; and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable yearly in one sum on the 1st day of July in each and every year during the currency of such loan, being a period of twenty-six years, or until the loan is fully paid off.

Passed at a special meeting of the Council held on the 22nd day of August, 1902, and confirmed at a subsequent meeting held on the 1st day of October, 1902.

The common seal of the Temuka Borough Council was hereto affixed in the presence of—

Result of Poll for Proposed Loan.

THE following notice, received from the Mayor of the Borough of Invercargill, is published in accordance with the provisions of “The Local Bodies’ Loans Act, 1901.”

BOROUGH OF INVERCARGILL.

Public notice is hereby given that on Wednesday, the 15th day of October instant, a poll of the ratepayers of that portion of the North Ward of the Borough of Invercargill described in the notice set forth in the Schedule hereto was duly held and taken upon each of the proposals contained in the said notice, and the number of votes respectively recorded for and against each of the said proposals is as follows:—

In respect of the proposal to borrow the sum of £2,500:
For, 43 votes; against, 3 votes—majority, 40 votes.

In respect of the proposal to borrow the sum of £1,500:
For, 41 votes; against, 5 votes—majority, 36 votes.

In respect of the proposal to borrow the sum of £1,000:
For, 42 votes; against, 4 votes—majority, 38 votes.

And I hereby give further notice that I do hereby declare all of the said proposals to be duly carried.

BOROUGH OF INVERCARGILL.

Public notice is hereby given that the Council of the Borough of Invercargill propose to borrow the sums of £2,500, £1,500, and £1,000, amounting in the whole to the sum of £5,000, by way of special loan, under “The Local Bodies’ Loans Act, 1901,” for the purpose of constructing, providing, and establishing the following public works, and engaging in the following undertakings, that is to say,—

  1. The formation and metalling of Thames Street, Earnslaw Street, Lifey Street, Thomson Street, and Kelvin Road, and also asphalting footpaths in the same streets and road and also in Dee Street, and making concrete curb and asphalt water-channel on the west side of Dee Street: the sum of £1,970.

  2. Constructing drains and cesspits and laying drain-pipes in Thames Street, Earnslaw Street, Lifey Street, Thomson Street, Kelvin Road, Dee Street, and part of Victoria Avenue, and providing pipes and all other material, and all labour: the sum of £530—the said two sums of £1,970 and £530 making in the whole the said sum of £2,500.

  3. Laying gas in the streets mentioned in the last paragraph, and providing pipes and all other materials, and all labour: the sum of £1,500.

  4. Laying water in the same streets as in the last paragraph referred to and mentioned, and providing pipes and other materials, and all other materials, and all labour: the sum of £1,000.

And notice is hereby further given that the said public works and undertakings are to be constructed, provided, established, and engaged in within the limits and for the benefit of that part of the said borough hereinafter defined, and for the benefit of no other part of the said borough, that is to say,—

All that area in the Borough of Invercargill aforesaid, and forming part of the North Ward thereof, containing by admeasurement 53 acres 3 roods 20 perches, more or less, being part of Section No. 27 of Block I., in the Invercargill Hundred, and including portion of the Main North Road, now called Dee Street and Kelvin Road, contained in the same. Bounded towards the north by the Borough of Avenal from the Invercargill-Kingston Railway-line Reserve to the Invercargill Park Reserve in the Borough of Inver-

cargill, a distance of 2970 links; thence towards the east by the said Invercargill Park Reserve, a distance of 1992 links; thence towards the south by the Victoria Avenue, a distance of 1416 links; thence towards the west by Dee Street aforesaid, 100 links; thence towards the south by Dee Street and the Victoria Avenue, a distance of 1390 links; and thence towards the west by the Invercargill-Kingston Railway Reserve aforesaid to the point of commencement, a distance of 1902 links: be the said admeasurements a little more or less.

And public notice is hereby further given that it is proposed that the said loan of £2,500, and the interest thereon (intended to be called and known as “The Northend Streets Loan”), shall be secured upon a special rate of 3d. in the pound upon the rateable valuation of all rateable property within the limits of that part of the said borough hereinbefore defined; and that the said loan of £1,500, and the interest thereon (intended to be called and known as “The Northend Gas Loan”), shall be secured on the rates and annual revenue and income derivable and derived from the supply of gas to and for the benefit of the inhabitants of the said part of the said borough defined as aforesaid and in connection therewith; and that the said loan of £1,000, and the interest thereon (intended to be called and known as “The Northend Water Loan”), shall be secured upon the rates and annual revenue and income derivable and derived from the supply of water to and for the benefit of the inhabitants of the said part of the said borough defined as aforesaid and in connection therewith; and that all the said loans of £2,500, £1,500, and £1,000 shall be further secured, pari passu, on all other rates, annual revenue, and income derivable and derived by the Council from the said part of the said borough hereinbefore defined; and that all the said loans are intended to be repaid at the expiration of a period of twenty years from the date of the debentures hereinafter mentioned; and that interest is proposed to be paid on each of the said loans at the rate of £4 per centum per annum, payable half-yearly; and that it is proposed to pay out of the said loans respectively the cost of raising the same and the interest thereon respectively for the first year.

And notice is hereby further given that the said special loans of £2,500, £1,500, and £1,000 are intended to be raised by the issue of twenty-five, fifteen, and ten debentures respectively of £100 each, repayable at the expiration of twenty years from the date thereof respectively, and bearing interest at the rate of £4 per centum per annum, payable half-yearly, and respectively charged upon the special rate, rates, and annual revenue and income aforesaid; and that the principal and interest of the said debentures shall be payable at the Bank of New Zealand, Invercargill.

Notice to Mariners No. 75 of 1902.

REFERRING to Notice to Mariners No. 51 of 1902, issued by this Department on the 25th July last, the following notice, received from the Department of Ports and Harbours, Melbourne, Victoria, is published for general information.

VICTORIA.—CAPE OTWAY LIGHT.

REFERRING to Notice to Mariners No. 30, dated 4th July, 1902, it is hereby notified that the Cape Otway white flashing light has been screened or cut, so that the characteristic three flashes in quick succession every minute are only visible from seaward between the bearings S. 79° E. and S. 84° W.

Shoreward of such bearings, however, the light will still be seen, but the flashes diminish gradually from three to two, then from two to one, and finally the single flash is lost at about a distance of 15 degrees inside of the above bearings.

Mariners seeing the light as a single or double flash will therefore know they are shoreward of the bearings defining the limits of the full three-flash cuttings.

It is intended on and after the 13th of February, 1903, to show red sectors of the light between the bearings above mentioned and the shore to eastward and westward of the lighthouse.
