The Registrar shall allow searches of any Register-book of Births or of Deaths in his keeping to be made, and shall, if called upon to do so, give a copy, certified under his hand, of the entry of any birth or death registered by him, on payment of the following fees respectively—viz., for a search in the register-book, 1s.; for every single certified copy of an entry, 1s.

The Registrar shall have a seal, to be approved of by the Council, which shall be used for the purpose of authenticating documents issued by him.

Every person who shall wilfully make or cause to be made, for the purpose of being inserted in any Register-book of Births or Deaths, any false statement touching any of the particulars required by these rules shall be liable to a penalty not exceeding £5.

All fines and penalties recovered and all fees received under these rules as to registration of births and deaths shall be paid into “the Maori Council’s Account.”
Deaths prior to Rules.

The Registrar may register the death of any Maori who shall have died within the district prior to the date of these rules and regulations, upon the production to the Registrar of satisfactory evidence, and such other proof as he may deem necessary, of the fact, time, and place of death, and of other particulars relating to the deceased as the Registrar may require.

The particulars of deaths registered under the foregoing rule, together with evidence produced, shall be filed separately, and shall be kept distinct from the particulars of deaths occurring after the date of these rules.
Quarterly Returns.
- The Registrar shall transmit the quarterly returns, which shall consist of certified copies in duplicate of the entries in the Register-book of Births and Deaths, on the 31st day of March, the 30th day of June, the 30th day of September, and the 31st day of December in each year to the nearest European Registrar of Births, Deaths, and Marriages.
Roll-book of Inhabitants.

The Registrar shall keep a book, to be called “the Roll-book of the Maori Inhabitants of Maori District,” in which shall be entered the names of the Maori inhabitants of the district, with such particulars as the Council may direct.

The roll-book shall be compiled in such manner as the Council may direct.

It shall be the duty of the Registrar to revise, and from time to time to add to or correct, the particulars entered in such roll-book from the entries in the Register-book of Births or Deaths.

The Registrar may charge a fee of 1s. for inspection of or search in the roll-book.
General Conferences.

Upon the appointment of the time and place for holding a General Conference, the Native Minister shall direct the Chairman of each Council to convene a meeting of the Council for the purpose of selecting a delegate.

The Chairman shall notify to the Native Minister the name of the delegate selected.

The Native Minister shall publish in the Gazette and Kahiti the names of the delegates selected.

The following rules shall apply to the meetings of the Conference:—
(a.) No business shall be conducted by the Conference unless a quorum is present, which shall consist of eight delegates.
(b.) Every question coming before the Conference shall be decided by open voting and by the majority present, and in case of an equality of votes the President, or delegate acting as President, shall have a second or casting vote.
(c.) The President shall cause minutes of the proceedings to be kept in a book, in which shall be entered the names of the delegates attending each meeting, and the names of the delegates voting on each question, with the side on which they vote respectively, when there is a division. In such book shall also be entered every resolution, order, or proceeding of the Conference.
(d.) The minutes of the proceedings of each meeting shall be read aloud at the subsequent meeting, and if approved by the Conference the President or acting-President shall sign the same in the presence of the Conference, and shall insert the date of his making his signature.
(e.) The reports and recommendations of the Conference shall be signed by the President or acting-President, and at least two of the delegates.
- The expenses of each delegate attending the General Conference shall be paid by the Council of which he is the representative.
