Additional Regulations under “The Maori Councils Act, 1900.”
RANFURLY, Governor.
IN pursuance and exercise of the powers and authorities conferred upon me by “The Maori Councils Act, 1900,” I, Uchter John Mark, Earl of Ranfurly, the Governor of the Colony of New Zealand, do hereby amend the rules and regulations made on the twenty-sixth day of December, one thousand nine hundred, and do hereby make and prescribe, for the purposes of the said Act, the additional rules and regulations set out in the Schedule hereto; and I do hereby further order and declare that such rules and regulations shall take effect on and after the day of the date hereof.
SCHEDULE.
AMENDMENTS.
The rules and regulations made on the 26th day of December, 1900, are amended as follows:—
(1.) Rule 6 is amended by the addition of the following paragraph:—
(g.) A list of each Village Committee, under the seal of the Council, shall be published in the kainga or kaingas for which such committee has been appointed; and thereupon, subject to the provisions of Rule 8 hereunder, such committee shall be deemed to be duly appointed.
(2.) Rule 8 is hereby amended by inserting the words “Chairman of the” before the word “Council” in the first line of paragraph (a).
ADDITIONAL RULES.
Registration of Births and Deaths.

The following persons shall be deemed competent to furnish the particulars mentioned in Form D in the Schedule hereto, touching the birth of any Maori child born alive within a district, namely,—
(1.) The father or mother of such child.
(2.) The occupier of the house in which such child is born.
(3.) Any person present at the birth of such child.
(4.) The chairman of the Village Committee having jurisdiction over the kainga where such child is born.
(5.) Any member of Council having knowledge of the facts.
(6.) Any clergyman residing in the district having knowledge of the facts. -
The particulars shall be furnished within six months after the date of the birth of such child.

The following persons shall be deemed competent to furnish the particulars mentioned in Form E in the Schedule hereto, touching the death of any Maori within a district, namely,—
(1.) The occupier of the house in which such death took place.
(2.) The relatives of the deceased present at such death.
(3.) Any person present at such death.
(4.) The chairman of the Village Committee having jurisdiction over the kainga where such death took place.
(5.) Any member of Council having knowledge of the facts.
(6.) Any clergyman residing in the district having knowledge of the facts.
(7.) Any lay reader performing the burial service. -
The particulars of death shall be furnished within six months after the date of such death.

Copies of Forms D and E and other forms that may be required shall be supplied by the Registrar to the Chairman of every Village Committee, to members of Council, and to clergymen resident within the district.

The particulars of birth or death shall be signed by the informant in the presence of the Chairman of a Village Committee or of a member of Council, or of the Registrar or a Deputy Registrar, and shall be forwarded to the Registrar, who shall enter such particulars in the Register-book of Births or Deaths to be kept in his office. The Register-book of Births shall be in Form F, and the Register-book of Deaths in Form G, in the Schedule hereto.

The Registrar shall charge no fee for the registration of a birth or death, but shall, if required so to do, supply to the person giving information a certificate under his hand, in the case of a birth according to Form H, and in the case of a death according to Form J, in the Schedule hereto, that such birth or death has been duly registered, and may charge a fee of 1s. for such certificate.

In the case of the death of any Maori who has been attended during his last illness by a registered medical practitioner, that practitioner shall sign and give to any of the persons mentioned in Rule 20 a certificate according to Form K in the Schedule hereto as to the cause of death, such certificate to be attached to the particulars of death to be supplied to the Registrar; and the cause of death as stated in that certificate shall be entered in the register, together with the name of the certifying medical practitioner.
ERRATUM.—In the Warrant making an additional regulation under “The Industrial Conciliation and Arbitration Act, 1900,” published in the New Zealand Gazette No. 2, of the 9th January, 1902, page 11, for the word “by,” in the fifth line of the regulation, read “with.”
