Special Order of Ashburton County Council altering the Boundaries, &c., of certain Ridings in the said County approved by the Governor.

THE following special order, passed by the Ashburton County Council and approved by His Excellency the Governor, is published in accordance with the provisions of “The Counties Act, 1886.”

ASHBURTON COUNTY COUNCIL.
RESOLVED, That this Council do make a special order altering the number of ridings within the County of Ashburton, and the boundaries of the Upper Ashburton and Mount Somers Ridings, and the number of the Councillors henceforth to be elected by the Upper Ashburton Riding, and that such special order be as follows, that is to say:—
Special Order.
Whereas in pursuance and exercise of the powers vested in it by “The Road Boards Act, 1882,” “The Road Boards Act 1882 Amendment Act, 1883,” and of all other powers enabling it in that behalf, this Council has altered the boundaries of the Rangitata and Anama Road Districts, whereby the Rangitata, Mount Somers, and Upper Ashburton Ridings of the County of Ashburton are no longer in conformity with the provisions of section 12 of “The Counties Act, 1886”: And whereas, by reason of such alteration, it is expedient to reduce the number of ridings in the said county to six, and for this purpose to abolish the Rangitata Riding, and to increase the representation of the Upper Ashburton Riding:
Now, the Council of the County of Ashburton doth hereby abolish the Rangitata Riding of the said county.
And this Council doth hereby alter the boundaries of the Mount Somers Riding and of the Upper Ashburton Riding, and doth order and declare that the boundaries thereof shall henceforth respectively be as follows:—
The Mount Somers Riding shall consist of the Mount Somers Road District, the boundaries whereof are defined in the New Zealand Gazette of the 11th day of October, 1894, and of the Anama Road District, the boundaries whereof are defined in the New Zealand Gazette of the 4th day of April, 1901.
The Upper Ashburton Riding shall consist of the Upper Ashburton Road District, the boundaries whereof are defined in the New Zealand Gazette of the 11th day of October, 1894, and of the Rangitata Road District, the boundaries whereof are defined in the New Zealand Gazette of the 4th day of April, 1901.
The number of Councillors henceforth to be elected by the Upper Ashburton Riding shall be two.
This special order shall come into full force at the next general election of this Council, but it shall come into force upon its being gazetted in so far and to such extent as may be necessary for preparing any roll or otherwise providing for such election.
I, Frederic Mainwaring, Clerk of the Ashburton County Council, do hereby certify that the above special order has been duly made by the said Council.

RESOLUTION IMPOSING SPECIAL RATE.
In pursuance and in exercise of the powers vested in it by “The Municipal Corporations Act, 1900,” “The Slaughtering and Inspection Act, 1900,” and “The Local Bodies’ Loans Act, 1901,” the Christchurch City Council hereby resolves as follows:—
That, for the purpose of providing interest and other charges on a loan of £15,000 authorised to be raised by the Christchurch City Council under the provisions of “The Slaughtering and Inspection Act, 1900,” and “The Local Bodies’ Loans Act, 1901,” for the purposes of establishing an abattoir for the city and the contiguous districts of Linwood, St. Albans, New Brighton, Sydenham, Sumner, and Woolston in common, the said Council hereby makes and levies a special annual-recurring rate of ⅔d. in the pound on a uniform scale upon the annual rateable valuation of all rateable property in the City of Christchurch, comprising all that area in the Provincial District of Canterbury bounded towards the north by original Sections Nos. 6, 46, 206, 257, 243B, 263, 286, and 287, Christchurch Survey District: towards the west and north generally by the North Avon Road to Section No. 197, Block XI., Christchurch Survey District; thence by a road intersecting that section to the road which forms the north-western boundary of a subdivision of the said Section No. 197, containing 5 acres 2 roods: thence towards the north-west by the latter road to a subdivision of Section No. 197 aforesaid, containing 3 acres 35 perches: thence again towards the north by the latter subdivision and its southern boundary-line produced to the River Avon: thence towards the east and south-east and south by the said River Avon to a point in line with the western boundary-line of original Section No. 26 of the said Christchurch Survey District: thence again towards the east by a right line across the River Avon aforesaid to the north-western corner of the said Section No. 26; thence by Section No. 26 aforesaid and original Sections Nos. 175 and 69 to the south-western corner of the last-mentioned section; thence by a right line to the northernmost corner of original Section No. 13, Christchurch Survey District; thence by the said Section No. 13: again towards the south by Section No. 13 aforesaid, and original Sections Nos. 176, 79, 17, 66, and 72, Christchurch Survey District aforesaid, to Lower Lincoln Road: thence again towards the north-west by the said Lower Lincoln Road to the River Avon aforesaid: thence again towards the west by a right line across that river to the western side of Antigua Street; and thence by the western side of the said Antigua Street, and by the River Avon aforesaid, to Section No. 6 aforesaid: as appearing in the valuation roll of the said city from time to time, and for the time being in force. Such special rate shall be an annual-recurring rate during the currency of such loan, payable at the office of the Council in the City of Christchurch on the 10th day of June in each and every year during the currency of such loan, being a period of thirty-two years, commencing on the 10th day of June, 1902, or until all moneys owing in respect of the said loan, with interest at the rate of £4 per centum per annum, shall have been paid off and discharged.
That a special meeting of this Council be called for Monday, the 9th day of June, 1902, at 7.30 o’clock in the afternoon, to be held at the Council’s office, Oxford Terrace, for the purpose of confirming the foregoing resolution.
