Post Office Regulations and Rates of Postage: Australian Penny Rate.

ORDER IN COUNCIL.
At the Government Buildings, at Wellington, this twenty-eighth day of April, 1902.
Present:
THE HONOURABLE SIR J. G. WARD PRESIDING IN COUNCIL.
WHEREAS by Order in Council dated the first day of January, one thousand nine hundred and one, and published in the New Zealand Gazette of the ninth day of January, one thousand nine hundred and one, rules and regulations were made and rates of postage fixed, under the authority of “The Post Office Act, 1900” (hereinafter termed “the said Act”), for the transmission of postal packets through the post for places within New Zealand and beyond seas, and it is expedient to alter such rates of postage in respect of letters posted in New Zealand and addressed to Australia:
Now, therefore, His Excellency the Governor of the Colony of New Zealand, in pursuance of the power and authority conferred upon him by the said Act, and of all other powers and authorities enabling him in this behalf, and acting by and with the advice and consent of the Executive Council of the said colony, doth hereby revoke the rates of postage by the aforesaid Order in Council prescribed for letters and letter-cards from New Zealand to Australia, and in lieu thereof doth hereby fix the rates of postage specified in the Schedule hereto, and doth prescribe that such rates of postage shall have effect on and after the date of this Order in Council.
SCHEDULE.
LETTERS AND LETTER-CARDS.
The prepaid rates of postage on letters and letter-cards posted in New Zealand for Australia are 1d. for each ½ oz. or fraction thereof.

Post Office Regulations: Prohibiting Postal Packets of an Objectionable Character.

At the Government Buildings, at Wellington, this twenty-eighth day of April, 1902.

THE HONOURABLE SIR J. G. WARD PRESIDING IN COUNCIL.
WHEREAS by section eleven of “The Post Office Act, 1900” (hereinafter called “the said Act”), it is prescribed that the Governor in Council from time to time may make regulations, inter alia, for the managing of post-offices and the conduct of business therein, and for the receiving, despatching, conveying, and delivering of postal packets, and for the detaining, opening, and return or other disposal of irregularly posted, refused, or rejected postal packets: And whereas by Order in Council dated the first day of January, one thousand nine hundred and one, and published in the New Zealand Gazette of the ninth day of January, one thousand nine hundred and one, certain regulations (hereinafter called “the principal regulations”) were made under the authority of the said Act, and are now in force: And whereas it is desirable to amend the principal regulations as hereinafter mentioned:
Now, therefore, His Excellency the Governor of the Colony of New Zealand, in pursuance and exercise of the power and authority conferred upon him by the said Act, and of all other powers and authorities enabling him in that behalf, and acting by and with the advice and consent of the Executive Council of the said colony, doth hereby make the regulation set forth in the Schedule hereto, and doth order and declare that such regulation shall be incorporated and read as part of the principal regulations.
SCHEDULE.
Postal packets having thereon any word or words of an objectionable character (including in the term “objectionable character” the word “debt,” or any word or words indicating that the postal packet relates to a debt or liability for money) are hereby declared to be prohibited; and every such postal packet shall be detained and transmitted to the Dead Letter Office, to be there dealt with as undelivered.
