Rules of the New Zealand Institute of Surveyors (made under the Provisions of “The New Zealand Institute of Surveyors and Board of Examiners Act, 1900”).
RULES
TO REGULATE THE PROCEEDINGS OF THE INSTITUTE.

AT every ordinary meeting of the Institute the first business thereof shall be the reading and putting a question for the confirmation of the minutes of the proceedings at the preceding ordinary meeting, and of the minutes of any annual or special meeting which may have been held since such ordinary meeting; and no discussion shall be permitted thereon except as to their accuracy as a record of the proceedings; and such minutes, after having been confirmed, shall be signed by the chairman.

After the signing of the minutes, the order of business of an ordinary meeting shall be as follows, or as near thereto as may be practicable:—
(1.) Reading of reports and recommendations of the Council and ordering thereon.
(2.) Admission of new members, associates, and honorary members.
(3.) Orders of the day, and ordinary business.
(4.) Motions of which notice has been given.
(5.) Reading and discussion of papers upon professional subjects.

At every annual meeting of the Institute the business shall be dealt with as set forth in the by-laws and in these rules.

At every special meeting of the Institute the business shall be taken in the order in which it stands in the notice convening such meeting.

All notices of motion delivered or sent to the Council shall be dated, and the Council shall cause such notices to be entered in a book to be kept for that purpose in the order in which they shall be received.

No member of the Institute shall, unless by leave of two-thirds of the members present, make any motion initiating a subject for discussion, except in pursuance of notice given, as prescribed in the by-laws.

Except by leave of the Institute, motions shall be moved in the order in which they have been received, and if not so moved or postponed shall be struck out.

No motion entered in the Notice of Motion book shall be proceeded with in the absence of the member who gave notice of the same, unless by some other member producing written authority from him to that effect.

Any member desirous of making a motion or amendment, or taking part in a discussion, shall rise and address the chairman, and shall not be interrupted unless called to order, when he shall sit down until the member (if any) calling to order shall have been heard thereon and the question of order disposed of, when the member in possession of the chair may proceed with the subject.

Any member desirous of proposing an original motion or amendment must state the nature of the same before proceeding to address the Institute thereon.

No motion or amendment shall be withdrawn without the leave of the Institute.

No motion or amendment shall be discussed or put to the vote until seconded, but any member may require the enforcement of any rule by directing the chairman’s attention to its infraction.

Any member moving a motion shall be held to have spoken thereon, but any member merely seconding a motion shall not be held to have spoken upon it.

If two or more members shall rise to speak at the same time, the chairman shall decide which is entitled to priority.

The chairman shall rise in addressing the Institute to discuss any question.

No member shall address the Institute a second time on the same question, unless entitled to reply or in explanation when he has been misunderstood.

The chairman shall decide upon points of order or practice, and his decision as to order or explanation shall be final in each case.

No member shall digress from the subject-matter of the question under discussion, or comment upon the words used by any other member in a previous debate; and all imputations of improper motives and all personal reflections on members shall be deemed disorderly.

Whenever any member shall make use of any disorderly expression, he shall be required by the chairman to withdraw such expression, and to make a satisfactory apology to the Institute.

Any member called to order shall sit down, unless permitted to explain.

Any member making use of any disorderly expression or speaking out of order, and having been twice called upon to withdraw and to apologize for such disorderly conduct and refusing to do so, shall be guilty of an offence against this rule.

Any member may of right demand the production of any documents of the Institute applying to the question under discussion.

The chairman shall, in taking the sense of the Institute, put the question first in the affirmative, and then in the negative, and the result thereof shall be recorded in the minutes.

At any meeting of the Institute all motions, whether original motions or amendments, shall be reduced into writing, signed by the mover, and delivered to the chairman immediately on their being moved and seconded.

No second or subsequent amendment shall be taken into consideration until the previous amendment is disposed of.

If any words of an original question be rejected, the insertion of other proposed words shall form the next question, whereupon any further amendment to insert other words may be moved.

If an amendment be negatived, then a second may be moved to the question; but only one amendment shall be submitted to the Institute for discussion at a time.

The mover of every original proposition, but not of any amendments, shall have a right to reply, immediately after which the question shall be put from the chair.

If a debate on any motion moved and seconded at a meeting of the Institute, or any order of the day, be interrupted by the number of members present becoming insufficient for the transaction of business, such debate may be resumed at the point where it was so interrupted at any adjournment of such meeting, or if there be no adjournment, then at the next ordinary meeting.
