(F.) Billiard-rooms.
(Section 16, Subsection 15.)
19. No billiard-room shall be constructed and no billiard-table erected within any Maori kainga, or at any other place within the district except townships and European settlements: Provided that this by-law shall have force in respect of Maori lots within a Native township. Any person guilty of a breach of this by-law shall be liable to a fine not exceeding twenty-five pounds, and the Council shall have power to remove or destroy such billiard room or table, and shall not be liable for such removal or destruction.

Village Committees.
20. The Council may delegate all or any of its powers under the foregoing by-laws to the Village Committee of any Maori kainga, village, or pa, and such Committee shall thereupon have full authority to exercise such powers within such kainga, village, or pa.
21. The Village Committee may impose a fine or a penalty for the breach of a by-law, but if the same is not paid within a specified time the Chairman of the Committee shall thereupon report such breach and all the circumstances of the case, and the failure to pay the fine or penalty imposed, to the Chairman of the Council.
