REGISTRATION OF ABATTOIRS.
- (1.) The application for registration of an abattoir shall be in the form numbered 1 in the Second Schedule hereto, and shall be signed by the Town Clerk of the controlling authority and forwarded to the Secretary for Agriculture at Wellington.
(2.) Forms of application shall be obtainable from the Secretary for Agriculture, at Wellington, free of charge.

With the application shall be sent a ground plan of the building, together with two copies of the scale of charges which the controlling authority proposes to make for the use of the abattoir, or for the storage of stock or carcases, or for the slaughtering of stock, or for stallages, rents, or tolls.

One copy of such scale of charges shall be submitted to the Governor for his approval, and if approved shall be gazetted.

The certificate of registration shall be in the form numbered 2 in the Second Schedule hereto, and shall continue in force until cancelled.

The Secretary for Agriculture, or such other person as the Governor appoints in that behalf, shall, by such certificate, assign to the abattoir an official number, to distinguish that abattoir from all other abattoirs registered by him.
LICENSES IN RESPECT OF SLAUGHTERHOUSES AND MEAT-EXPORT SLAUGHTERHOUSES, AND THE REGISTRATION THEREOF.

For the purpose of issuing licenses in respect of slaughterhouses the colony shall be divided into nine districts, the names and boundaries whereof are set out in the First Schedule hereto.

Every license now in force granted under any repealed Act relating to slaughterhouses shall continue in force only until the 30th day of June, 1901.

(1.) The application for a license in respect of a slaughterhouse or a meat-export slaughterhouse shall be in the form numbered 3 in the Second Schedule hereto, and shall be accompanied by a ground plan of the building and a copy of each newspaper in which the advertisement required by section 21, (2), of the Act is published.
(2.) Forms of application shall be obtainable from any Inspector of Stock or local authority free of charge.
(3.) The application shall be signed by the applicant and forwarded to the local authority of the district, together with the fee payable in respect of the license.
- (1.) The local authority shall, before issuing a license, transmit the application, together with the proposed license and the fee payable in respect thereof, to the Secretary for Agriculture, for the approval of the Minister; and the Minister, if he approve of the license, shall signify the same on the face of the license.
(2.) The application for the renewal of any license of a slaughterhouse or meat-export slaughterhouse shall be made so as to be received by the Secretary for Agriculture not later than the 1st day of May in every year.
(3.) If the application is approved by the Minister, the Secretary for Agriculture, or such other person as the Governor appoints in that behalf, shall assign to the slaughterhouse or meat-export slaughterhouse, as the case may be, an official number, to distinguish it from all other slaughterhouses or meat-export slaughterhouses in respect of which a license is issued by him.

The license shall be in the form numbered 4 in the Second Schedule hereto, and shall be registered by the local authority under its official number.

No alterations or additions shall be made to any slaughterhouse or meat-export slaughterhouse in respect of which a license is issued, except with the approval of the Minister.
BRANDS.
- (1.) The brand to be affixed to every carcase pursuant to section 37 of the Act shall consist of the official number of the slaughtering-place.
(2.) Such brand shall be affixed—
(a.) In the case of an abattoir or meat-export slaughterhouse, by the Inspector; and
(b.) In the case of a slaughterhouse, by the licensee.

In the case of meat intended for consumption within the colony the brand shall be stamped on every quarter, and in the case of meat intended for export shall be affixed to each carcase or separate portion by a label or tag.

(1.) If the carcase has been inspected by an Inspector he shall mark the carcase or portion of a carcase, or the label or tag to which the brand is affixed, with a stamp or mark of a colour and design approved by the Minister.
(2.) In the case of tinned meat such mark shall be affixed by label to every tin, in addition to the particulars required by section 41 of the Act.
- No mark other than those hereinbefore mentioned shall be placed on any carcase or portion of a carcase or on any label or tag unless such mark is approved by the Minister.
FEES.
- (1.) There shall be payable on the issue of every certificate of registration of an abattoir, or license in respect of a slaughterhouse or meat-export slaughterhouse, the fees following, that is to say,—
On the registration of an abattoir, a fee of .. £ s. d.

On a license in respect of a slaughterhouse or meat-export slaughterhouse, the annual fee of .. .. .. .. 1 0 0
(2.) In any case where a fee has been paid to any local authority in respect of any license for a slaughterhouse to remain in force until a later date than the 30th day of June, 1901, a proportionate deduction shall be allowed from the annual fee payable in respect of the same slaughterhouse.
(3.) All fees received under this clause shall be paid into the Public Account.
- (1.) There shall be payable in respect of live-stock and meat inspected by an Inspector at any abattoir or meat-export slaughterhouse the inspection fees following, that is to say,—
For every head of cattle .. .. .. 4d.
For every twelve (or fraction of twelve) calves, sheep, or pigs .. .. .. 3½d.
(2.) Such fees shall be payable monthly, the fee for each month being payable within the first five days of the next succeeding month.
(3.) Where the total amount of inspection-fees paid in any period of twelve months ending the 30th day of June does not amount to the sum of £200, then the person liable for payment shall, with the last payment for that period, include the amount required to make up £200.
- (1.) The manager of every abattoir or meat-export slaughterhouse shall, within the first five days of every month, forward to the Secretary for Agriculture a return, signed by the manager, of the number and description of all stock slaughtered at that abattoir or meat-export slaughterhouse during the preceding month.
(2.) A similar return for the preceding three months, signed by the licensee, shall, within the first five days of the months of January, April, July, and October in every year, be forwarded by the licensee in respect of every slaughterhouse.
(3.) Forms of the return shall be obtainable free of charge from any Inspector of Stock.
SANITARY PROVISIONS.

In every slaughtering-place the killing-, dressing-, and hanging-places shall be floored with concrete or other material approved by the Inspector, and thoroughly ventilated.

If the walls of the killing- or dressing-place are of wood they shall be lined on the inside to a height of not less than 6 ft. from the floor with galvanised iron, and any wooden partitions or posts in those places shall in like manner be cased with galvanised iron.

The floor and lower portions of the walls, partitions, and posts of the killing- and dressing-place shall be thoroughly washed down immediately after slaughtering for the day is finished, or oftener if directed by the Inspector.

(1.) Every part of the interior of the killing-, dressing- and hanging-places (except such part as is lined or cased with galvanised iron) shall be thoroughly lime-washed at intervals of not less than three months.
(2.) Where any part is constructed of such materials as would, in the opinion of the Inspector, render lime-washing unnecessary, he may, by writing under his hand, waive the fulfilment of the requirements of this clause as to such part.

All knives, saws, cleavers, hooks, hanging rails, and other instruments, and all trolleys or other conveyances used in or about the slaughtering-place, shall be kept thoroughly clean.

The race leading to the killing-place shall be paved to the satisfaction of the Inspector.

The stockyards attached to a slaughtering-place shall at all times be kept clean, and supplied with a sufficient supply of pure water for the watering of the stock yarded therein.

No hides, skins, fat, or other portion of any carcase likely to become a nuisance shall be stored in any killing-, dressing-, or hanging-place.

Every conveyance used for removing meat from any slaughtering-place shall be kept clean, and provided with a clean cover both under and over the meat conveyed therein.

In connection with every slaughtering-place, proper and sufficient urinal and closet accommodation shall be provided to the satisfaction of the Inspector, such accommodation to be contained in a separate structure outside of the main building.
