SOUTHLAND.
All that parcel of land in the Southland Land District, containing by admeasurement 14 acres 3 roods 5 perches, more or less, being Section No. 75, Block VIII., Winton Hundred. Bounded towards the north-east by Section No. 70, Block VIII., 300 links; towards the south-east by said Section No. 70, 4877·6 links; towards the south by a public road, 196·1 links; towards the west by Section No. 438, Block VIII., 233·6 links; and towards the north-west by said Section No. 70, 4824·8 links: be all the aforesaid linkages more or less: as the same is delineated on the plan deposited in the office of the Chief Surveyor, Invercargill. Regulations under "The Opium Prohibition Act, 1901."
RANFURLY, Governor.
IN pursuance and exercise of the powers in this behalf conferred on him by "The Opium Prohibition Act, 1901," His Excellency the Governor of the Colony of New Zealand doth hereby make the following regulations for the purposes of that Act:
REGULATIONS.

For the purpose of these regulations the word "importer" shall include a firm or company.

The following articles shall be deemed to be forms of opium which, though not suitable for smoking, may yet be made suitable for smoking, and the importation whereof is therefore, by section 3 of "The Opium Prohibition Act, 1901," declared to be unlawful, except pursuant to a permit issued by the Commissioner of Trade and Customs:

Application for a permit to import the above forms of opium shall be made in writing to the Commissioner of Trade and Customs, and shall be forwarded to the Secretary of Customs, Wellington.

On receipt of such application, a permit in the Form No. 1 appended hereto will be issued and forwarded to the applicant (hereinafter called "the importer") if the Commissioner is satisfied with his character, &c.

The book to be kept by the importer pursuant to section 4 of the aforesaid Act shall be in the Form No. 2 appended hereto.

Before commencing to make any other entries in his book the importer shall enter therein particulars of the stock of opium which he may have in hand on the date of the permit.

The importer shall, on the 31st March and 30th September of each year, balance his book and take stock, and, in the event of the stock not agreeing with the balance, an explanation of the cause of the discrepancy shall be inserted in the book and signed by the importer.

The importer shall at all reasonable times produce his book for the inspection of the Collector or other officer of Customs, or other person appointed by the Commissioner, and shall allow stock to be taken of all opium in his possession, and shall truly answer any questions put to him respecting the entries made in such book.

If the importer, by himself or his agent, commits any breach of these regulations, the permit may be cancelled by the Commissioner, nevertheless without in any way releasing the importer or his agent from any other penalty or liability incurred.
