Special Order made by the Otaki Road Board, County of Horowhenua.

Wellington, 18th September, 1900.
THE following special order, made by the Otaki Road Board, is published in accordance with the provisions of “The Road Boards Act, 1882.”

SPECIAL ORDER made by the Otaki Road Board on the 4th August, 1900,* and confirmed on the 15th September, 1900.
THAT this Board intends by special order to form a special district, to be called Special District No. 2, and being that area comprised within the following boundaries: namely, Starting at the north-east boundary of Section 2 of New Otaki; thence along the county road to the north-east boundary of the Waerenga Road; thence westerly along the said road to the southern boundary of Hanganaiho No. 1; thence along the western boundary of the said Hanganaiho No. 1 to the north-western boundary of Section No. 34 of New Otaki; thence easterly along the Haruatai Creek to the starting-point: and being within Block IX., Waitohu Survey District.
The said special district being formed for the purpose of raising a loan of £100 under “The Government Loans to Local Bodies Act, 1886,” and its amendments, and for the construction of New Otaki Township streets, the same being within the said special district, and for the striking of a special rate to pay interest on the said loan.
Loan Proposals.
That this Board proposes to borrow from the Colonial Treasurer, under “The Government Loans to Local Bodies Act, 1886,” and its amendments, the sum of £100 for the construction of the district road within the Special District No. 2: (1.) To make a special rate of ¾d. in the pound on the rateable value of all rateable properties within the boundaries of the Special District No. 2 (exclusive of Crown and Native land within the meaning of “The Crown and Native Lands Rating Act, 1882”), to pay for interest on the said loan. (2.) That the cost of raising the loan and the first year’s interest be paid out of loan.
I hereby certify that the above special order was duly made on the 4th August, 1900, and confirmed on the 15th September, 1900.

THE following notice, received from the Mayor of the Borough of the City of Wellington, is published in accordance with the provisions of “The Municipal Corporations Act, 1886.”

To the Hon. the Colonial Secretary,
Wellington.
In terms of section 184 of “The Municipal Corporations Act, 1886,” I hereby give you notice that, on the 21st day of August, 1900, the following proposal of the Council of the City of Wellington was duly carried:—
In the matter of “The Municipal Corporations Act, 1886,” and “The Tramways Act, 1894,” and “The Wellington City Empowering Act, 1899.”
The Council of the City of Wellington hereby gives public notice that such Council proposes to borrow (by way of special loan within the meaning of the first above-mentioned Act) the sum of £20,000, to be applied in payment of the purchase-money upon the voluntary purchase (under the provisions of the secondly above-mentioned Act) agreed to be made by the Mayor, Councillors, and Citizens of the City of Wellington from the proprietors of the undertaking called or commonly known as “The Wellington City Tramway,” of the whole of the lands and buildings held or used in connection with the said undertaking, and the permanent way, rolling-stock, horses, harness, rails and sleepers, tools, wheels, undergear, plant, and implements, whether in use or in stock as a reserve, and the proprietors’ stock of oats, chaff, straw, and fodder of all kinds, policies of insurance against accident or fire, and all other corporeal property held or used for the purposes of the said undertaking treated as a going concern; and also to be applied in pay-
ment of all expenses incurred by the said Council in the purchase of the said undertaking, but to be applied to no other purpose than as aforesaid.
The estimated cost of the present proposal is £20,000.

I, John Guthrie Wood Aitken, Mayor of the City of Wellington, do solemnly and sincerely declare that all proceedings required by “The Municipal Corporations Act, 1886,” and “The Municipal Franchise Reform Act, 1898,” and “The Wellington City Empowering Act, 1899,” to be taken in or towards obtaining the sanction of the citizens of the City of Wellington to the proposal set out in the foregoing notice to the Colonial Secretary have been duly taken, and that a resolution of the citizens in favour of such proposal has been duly carried.
And I make this solemn declaration conscientiously believing the same to be true, and by virtue of the provisions of an Act of the General Assembly of New Zealand intituled “The Justices of the Peace Act, 1882.”

MANGALORE.—A F. white lt., vis. from N. 12° E., through E., to S. 27° E., elev. 33 ft. above H.W., R. 11 miles, is exh. from a grey Lt.-H., 48 ft. high, in 12°52′ N., 74°50′ E., on the srn. part of the Marine Yard, Mangalore. The lt. (F. white) exh. on the hill above the town at Mangalore has been disc. July.
Sunken Wreck.
COCHIN.—On 23rd April, a native craft, proj., in 13 ft., one cable S.E. of N. bar buoy. July.
CHINA SEA, ETC.
Cochin China.
HATIEN.—A fl. white lt. every 5 secs., elev. 205 ft. above H.W., R. 20 miles, is exh. from a tower, surm. the roof of a dwelling, 23 ft. high, in 10°21¼′ N., 104°25½′ E., on Nui Nai Pt., near Hatien. July.
Annam.
KEGA ISLET.—On 1st June, 1900, a F. and fl. white lt., showing one fl. every 2 mins., elev. 213 ft. above H.W., R. 21 miles, was to be exh. from an octagonal granite Lt.-H. in 10°41½′ N., 108°0¼′ E., on the islet. July.
KULAO RAI ISL.—In June, 1900, a fl. white lt. every 5 secs.—fl. 1/0 sec., ecl. 4/0 secs.—vis. from about N. 59° E., through N., W., and S., to S. 72° E., elev. 172 ft. above H.W., R. 20 miles, was to be exh. exper. from a grey pyra. Lt.-H about 165 ft. high, in 15°23½′ N., 109°6′ E., about 2 cables S. 60° W. from the N.E. pt. of the isl., entr. to Tong King Gulf. July.
Tong King.
HAIFONG APPROACHES.—The lts. exh. from the beacons situated 1/10 and 3/10 miles respectively about N. by W. from Do Son Pt. (20°43½′ N., 106°47′ E.), Kua Kam, have been altered from F. white and red to F. white, but otherwise remain unchanged. April.
A F. white lt. vis. from S. 61° W., through W. and N., to S. 29° E., elev. 30 ft. above H.W., is exh. from a red column surm. a pile structure, in approx. 20°50′ N., 106°52¼′ E., srd. of Mangue Isl. Also, a F. green lt. vis. from N. 86° W., through N. and E., to S. 4° W., elev. 28 ft. above H.W., is exh. from a similar structure, in approx. 20°56¼′ N., 106°45½′ E., at the junction of Song-chang and Kua-nam-trieu. July.
China.
RIVER MIN.—A beacon named “Rocky Pt. Beacon,” a spar surm. by a cage, red, marked “Rocky Point,” elev. about 13 ft. above H.W., is est. about 80 ft. from the outer extr. of the ledge of rks. lying about half-way between Tunui and Tintao, with Half-tide Beacon W. by S. ½ S., 8 cables. Vessels should not approach within one cable of the beacon. July.
GUTZLAFF LT.-H.—The erection of a new Lt.-H. will shortly be commenced, and during a certain stage of the work the present lt. (30°49′ N., 122°10′ E.) will be obsc.
