In the matter of “The Municipal Corporations Act, 1886.”
To the Hon. the Colonial Secretary, Wellington.
I, Thomas MacGibbon, Mayor of the Borough of Mataura, do hereby, in pursuance of the provisions of section 184 of the Municipal Corporations Act, give you notice that, on the 3rd day of February, 1900, a poll of the burgesses of the said borough was taken under the provisions of the said Act, on a proposal of the Council of the said borough to borrow the sum of £1,000 by way of special loan.
And I also give you notice that the following was the result of the said poll: Number of ratepayers and burgesses who voted for the proposal, 41; number of ratepayers who voted against the proposal, 12: majority for the loan, 29.
I therefore declare the proposal carried.

I, Thomas MacGibbon, Mayor of the Borough of Mataura, do solemnly and sincerely declare that all proceedings necessary and required by “The Municipal Corporations Act, 1886,” to be taken in or towards obtaining the sanction of the burgesses to the raising of a loan of £1,000 for the carrying-out of necessary works have, to the best of my belief, been duly taken; and I make this solemn declaration conscientiously believing the same to be true, and by virtue of the provisions of an Act of the General Assembly of New Zealand intituled “The Justices of the Peace Act, 1882.”

Transfer to Horowhenua County Council of certain Powers under “The Public Health Act, 1876.”

THE following order, made by the Central Board of Health, is published in accordance with section 297 of “The Counties Act, 1886.”

CENTRAL BOARD OF HEALTH.
At a duly constituted meeting of the Central Board of Health, held 14th February, 1900, the following order was made by the said Board:—
“That all the powers and authorities vested in the Otaki Road Board, the Te Horo Road Board, and the Wirokino Road Board, as Local Boards of Health under ‘The Public Health Act, 1876,’ shall henceforth and until 1st March, 1903, be absolutely transferred to the Horowhenua County Council.”

Notice to Imprestees under “The Public Revenues Act, 1891.”

The Treasury,
Wellington, 22nd February, 1900.
EVERY officer holding advances of public money is hereby required to pay to the Public Account, at the nearest branch of the Bank of New Zealand, the unexpended balance in his hand on or before Saturday, the 31st March proximo, and forthwith to transmit to the Treasury at Wellington the bank receipt for such repayment, together with an account of his expenditure to the same date, as required by clause 4 of the Treasury Regulations.
As respects disbursements which officers may require to make immediately after the close of the financial year, requisitions for the amount required are to be made in such time as to enable them to reach Wellington not later than the 17th March, so that the requisite funds may be placed at the disposal of the officer on the 2nd April or as soon after as possible.

Notice to Mariners, No. 9 of 1900.

BUOY OFF POROPORO ISLAND, BAY OF ISLANDS.

Wellington, N.Z., 15th February, 1900.
NOTICE is hereby given that a buoy, painted red, has been placed immediately east of the sunken rock which lies five cables to the S.W. of Poroporo Island, in the Rawiti Passage. Vessels coming up the passage should leave the buoy on the port hand, as the deepest water is between the buoy and shore on the starboard side. The following are the bearings (magnetic) from the position in which the buoy is moored:—
West extreme Poroporo Island, N. ¾ W.; eastern extreme Poroporo Island, N.E. ¾ N.; S.E. extreme Te Ao Island, N.E. ⅝ E.
Charts affected: Admiralty charts Nos. 1090 and 2525.

CHINA.
PORT SWATAU APPROACH.—The following rks. lie srd. of Namoa Isl.: (a.) Kaipan Rk., carrying 3 fms., in approx. 23° 22¼′ N., 117° 3¼′ E., with the pagoda on Namoa Isl. N.W. 2¹⁄₁₀ miles, and S. pt. N. 78° E. (b.) Tamsui Rk., carrying 3 fms., with the pagoda N. 41° W.; 3 miles, and S. pt. N. 60° E. Jan.
HAITAN STRAIT.—A beacon, iron tripod surm. by a sphere. cage, black, elev. 12 ft. above H.W., is est. in approx. 25° 27½′ N., 119° 39¾′ E., on the nrn. extr. of the Pass Rks. Oct.
RIVER MIN APPROACH.—A small sandbank, with a least depth of 8 ft. at L.W. springs, lies in approx. 26° 7′ N., 119° 40′ E., in the fairway over the inner bar, with Sharp Peak pt. N. ¼ E., 2½ cables, and S. pt. of Hokiáng W. ¼ N. Note.—As this sandbank is on the track usually followed across the inner bar, that track has been erased from the charts; vessels entering the river are recommended instead to adopt the following route: After passing No. 3 buoy, bring the S. pt. of W. Brother open to the srd. of the S. pt. of E. Brother bearing N.W. by W. ¾ W., steer on that course until High Sharp Peak is in line with the extr. of Woga Pt. bearing N.W., then alter course and steer with these two objects in line until the bar is crossed. No stranger should, however, attempt to cross the bar without a pilot. July.
A red conical buoy is moored in 11 ft. at L.W., in approx. 26° 7′ N., 119° 40′ E., on the srn. edge of the shoal srd. of Sharp Peak Isl., entr. to the river, with the S. extr. of the isl. N. 4° W., 3½ cables.* When entering this is a starb. hand buoy. Nov.
SAM SA BAY.—A black conical buoy is moored in 17 fms. at L.W. springs, about ½ cable N.N.W. from the lately discovered Kaiser Rk. wrd. of Craig Isl. The rk. carries about 4 ft. at L.W. springs, and lies in approx. 26° 37½′ N., 119° 45¼′ E., with the ern. end of San-tu N. 22° E., and the nrn. end of Cone Isl. S. 54° E. Sept.

NEW GUINEA.
L’ECHIQUIER ISLS.—A reef on which were two rks., proj. 16 ft. to 20 ft., and from 200 yds. to 300 yds. apart, is reported to have been seen at a dist. of 1½ miles, in approx. 0° 11′ S., 144° 15′ E., about 60 miles nrd. of L’Echiquier Isls. These have been placed on the charts as E.D., as without close exam. it cannot be certain that these objects were not floating. Jan.

SANTA CRUZ ISLANDS.
SWALLOW GROUP.—A reef, “Forest Reef,” is reported to lie in (P.D.) 10° 17′ S., 165° 45′ E., between Tinakula and Nalogo. P.D. has been placed against it on the chart. The natives report another reef to the wrd. of the above. Jan.
GRACIOSA BAY.—The black rk. in the centre of the reef, in approx. 10° 43′ S., 165° 48½′ E., wrn. passage into the bay, and marked E.D., does exist and is plainly vis. The E.D. has been erased from the chart. Jan.

PENRHYN ISL.
Flying Venus Reef is coral, irregular in form, and about one mile in extent; a depth of 3 fms. was obtained, but there is probably less water on it, as it breaks heavily in rough weather. The centre of the reef lies in approx. 8° 56¼′ S., 157° 53¾′ W., with the fishing-huts on N. part of the isl. W. by S. ¼ S., 5 miles. Jan.

MARIANA ISLANDS.
ANSON ISL.—This isl., in approx. 13° 0′ N., 141° 30′ E., has been expunged from the Admiralty charts as not existing. Jan.
