Volunteer Regulations amended.

RANFURLY, Governor.

WHEREAS by “The Defence Act, 1886,” and the amending Act, 1900, it is among other things enacted that the Governor may from time to time make, alter, or revoke regulations respecting, inter alia, the enrolment, discipline, arms, accoutrements, and pay of the Forces, or any portion thereof, and respecting the several other matters in the said Act relating to Volunteers: And whereas on the twenty-sixth day of February, one thousand eight hundred and ninety-five, certain regulations were made under the said Act, which were published in the New Zealand Gazette of the twenty-eighth day of February, one thousand eight hundred and ninety-five: And whereas it is expedient now to revoke Regulations 41, 63, 77A, 100A, 165, and 264 of the said regulations, and in lieu thereof to make the regulations set forth in the Schedule hereto:
Now, therefore, I, Uchter John Mark, Earl of Ranfurly, the Governor of the Colony of New Zealand, in pursuance and exercise of the above-recited power and authority, and of “The Defence Act Amendment Act, 1900,” do hereby revoke the several regulations and parts of regulations above specified, and in lieu thereof and in addition thereto do hereby make the several regulations set forth in the Schedule hereto. And I do further declare that the regulations hereby made shall come into force on the third day of December, one thousand nine hundred.

SCHEDULE.

  1. An acting-officer must pass the prescribed examination not later than the first examination held after his having attained six months’ service. Failure to do so, unless he has previously held a commission as in Regulation 63 provided, will entail the cancelling of his acting-appointment; but on the recommendation of the Officer Commanding the District a fresh acting-appointment may be made on re-election for three months only.

  2. Active service as an officer in any arm, for a period of not less than six months, with Her Majesty’s Forces or Auxiliary Forces, shall, notwithstanding Regulation 41, or anything to the contrary, be and be deemed to be equal to having passed an examination equivalent to that fixed for such rank and arm, and a commission may be granted accordingly.

63A. Notwithstanding the provisions of Regulation 41, officers who have within five years immediately preceding their being recommended for a commission in the New Zealand Defence Forces passed the prescribed examination for a similar rank and arm in the New Zealand Defence Forces may receive such commission without passing a further examination; and in cases where more than five years have elapsed since the officer passed his examination a commission may be granted, but the officer will be required to pass the prescribed examination within twelve months of the date of his appointment. Should he fail to pass he will be called upon to resign his commission.

77A. Capitation may be earned by medical officers of the Volunteer Force at the same rates as those laid down from time to time for members of the several branches of the New Zealand Volunteer Force to which they are attached, under the following conditions: Provided that (a) they attend six Government parades annually, and (b) give instruction of at least one hour’s duration in ambulance-work on six separate occasions to the corps to which they are attached, during the year. Medical officers who do not, without satisfactory reasons to the contrary, attend at least two Easter camps in any three years will not be allowed to retain their commissions.

100A. Bearer Corps.—These corps may be formed at Auckland, Wellington, Nelson, Christchurch, and Dunedin, and at such other places as may from time to time be found necessary.

  1. Eight badges will be issued to each engineer corps, and will be allotted to the eight best-qualified men who have qualified for capitation for the current year.

  2. The services of cadet corps other than school cadet corps may be accepted (provided not less than forty lads nor more than sixty, from fourteen to eighteen years of age, are enrolled) under the following regulations:—
    (a.) Accoutrements will be issued as available by the Government, and a proportionate number of arms.
    (b.) Fifty rounds of ball ammunition will be issued for each cadet for target-practice.
    (c.) A yearly return of arms and accoutrements is to be furnished to the District Office, and the officer commanding the corps will be responsible for the safe custody of the arms, and their being kept in serviceable condition. This will be a first charge against capitation.
    (d.) The captains of cadet corps will be appointed by the Defence Minister on the recommendation of the Commandant
