"The Education Act, 1877."—Payments to Education Boards.

ORDER IN COUNCIL.

At the Government Buildings, at Wellington, this twenty-sixth day of January, 1899.

Present:

THE HONOURABLE A. J. CADMAN PRESIDING IN COUNCIL.

IN exercise and pursuance of the powers and authorities vested in him by "The Education Act, 1877," His Excellency the Governor, with the advice and consent of the Executive Council of the colony, doth hereby make the regulation hereto annexed regarding certain payments of capitation allowance to Education Boards; and, with the like advice and consent, doth hereby prescribe that this Order shall come into force on the date of the first publication thereof in the New Zealand Gazette.

REGULATION.

Notwithstanding anything to the contrary contained in an Order in Council made on the 5th day of January, 1888, under the provisions of "The Education Act, 1877," relating (inter alia) to attendance registers and returns, the payment of capitation allowance to Education Boards for the quarter ending on the 31st day of March, 1899, shall be according to the working-average attendance of the quarter ending on the 31st day of December, 1898, as working average was defined by Order in Council dated the 5th day of July, 1887, and made under the provisions of the before-mentioned Act.

Powers delegated to the Parnell Domain Board under "The Public Domains Act, 1881."

ORDER IN COUNCIL.

At the Government Buildings, at Wellington, this twenty-sixth day of January, 1899.

Present:

THE HONOURABLE A. J. CADMAN PRESIDING IN COUNCIL.

IN exercise and pursuance of the powers and authorities vested in him by "The Public Domains Act, 1881," His Excellency the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council thereof, doth hereby delegate, but only with respect to the parcel of land described in the Schedule hereto, all the powers conferred by the Act aforesaid, except the powers under or conferred by sections five and twelve thereof, to

THE PARNELL BOROUGH COUNCIL,

which shall be known as the Parnell Domain Board (hereinafter referred to as "the Board"), subject to the stipulations hereinafter contained, that is to say,—

  1. The Board shall meet for the transaction of business once in each month, at the Borough Council Chambers, Parnell, at such time as may be fixed by the Board. The first meeting shall be held on Thursday, the twenty-third day of February, one thousand eight hundred and ninety-nine.

  2. Special meetings may be convened by the Chairman or by any two members of the Board, provided that two days’ notice of such meeting be given to each member, specifying the business to be transacted at such special meeting; and no other business than that so specified shall be transacted at such meeting.

  3. Any three of the said Board shall form a quorum. Any meeting may be adjourned from time to time.

  4. The Mayor shall be Chairman. He may join in the discussion, and shall have an original as well as a casting vote. The Chairman shall hold office until the election of his successor.

  5. If at any meeting the Chairman is not present at the time appointed for holding the same, the members present shall choose some one of their number to be chairman of such meeting.

  6. All questions shall be determined by the majority of votes of the members of the Board present at a meeting.

SCHEDULE.

All that parcel of land, situate in the Auckland Land District, containing by admeasurement 5 acres 3 roods 24 perches, more or less, being Allotment No. 89 of Section No. 1 of the Suburbs of Auckland.

Regulations under "The Homing-pigeons Protection Act, 1898."

ORDER IN COUNCIL.

At the Government Buildings, at Wellington, this twenty-sixth day of January, 1899.

Present:

THE HONOURABLE A. J. CADMAN PRESIDING IN COUNCIL.

IN pursuance of the powers vested in him by "The Homing-pigeons Protection Act, 1898" (hereinafter called "the said Act"), His Excellency the Governor of the Colony of New Zealand, acting by and with the advice and consent of the Executive Council of the said colony, doth hereby make the following regulations, and prescribe the forms hereinafter set forth, for the purposes of the said Act, namely,—

REGULATIONS.

  1. Any person, being the owner of any homing-pigeons, may make application to the Chief Postmaster of the postal district in which he resides to be registered as owner of such pigeons. Such application shall be in the Form No. 1 in the Schedule hereto.

  2. Each Chief Postmaster shall keep a Register for the purposes of the said Act in the Form No. 2 in the Schedule hereto.

  3. Every Chief Postmaster, on receiving an application in proper form, together with the amount of registration-fee payable, shall enter or cause to be entered all necessary particulars in the Register, and shall issue a receipt to the applicant in the Form No. 3 of the Schedule hereto. The registration-fee is payable annually.

WHEREAS by section twenty of "The Counties Act, 1886" (hereinafter termed "the said Act"), it is provided that all the powers of a County Council relating to the alteration of the boundaries of any road or town districts within a county, or of amalgamating such districts, or of merging any of them into the county, and all other powers in relation to such districts exercisable by the Council by special order or on petition, may be exercised by the Governor in Council in respect of any of the counties in
