Special Order made by the Featherston Road Board, County of Wairarapa South.

THE following special order, made by the Featherston Road Board, is published in accordance with the provisions of “The Road Boards Act, 1882.”

FEATHERSTON ROAD BOARD.
In the matter of “The Road Boards Act, 1882,” “The Local Bodies’ Loans Act, 1886,” and “The Rating Act, 1894,” and the proposal to raise a loan of £1,000 for the construction of the Range Road to Cooper’s Creek, Awhaea Special Rating District.
Notice is hereby given that the following special order was made on the 2nd September, 1899, and confirmed on the 7th October, 1899:—
“That, to secure the repayment of a loan of £1,000 under ‘The Local Bodies’ Loans Act, 1886,’ and its amendments, a special rate of ½d. in the pound be made and levied upon the rateable values of the following properties, as appearing in the valuation-roll of the Featherston Road District, and as agreed by the consent of the whole of the ratepayers interested therein — viz., Section 210, Block IX., Waipawa Survey District, 617 acres; Sections 63, 70, 71, part 197 and 198, Block I., Sections 194, 195, Block II., Sections 1, 5, 105, 107, 108, 211, Block IX., Opuawe Survey District; Sections 106, 162, 209, Block X., Sections 1, 109, 110, 112, 114–119, 188, 190–192, Block XIII., Sections 111, 113, 193, Block XIV., Waipawa Survey District, containing 12,633 acres 2 roods 15 perches; Section 25, Blocks III. and IV., Kaiwaka Survey District, 1,985 acres; Section 208, Block IX., Waipawa Survey District, 400 acres; parts of Sections 8, 8, 9, 9, 66, 200, 201, Kaiwaka Survey District; Sections 4–7, 10, 12, Blocks IV., VIII., IX., Sections 190, 191, Block XIII., Waipawa Survey District; Sections 10, 26, 27, 38, 63–65, 67–72, 197, 199, 11–16, 20–25, 28–33, 35–37, 203, 196, 17, 18, 19, 99, 187 N.B., 665, Blocks I. and II., Opuawe Survey District, 16,368 acres 27 perches: such rate to be an annually recurring rate for a period of twenty-six years, or until such loan of £1,000 is paid off, and to be due and payable at the office of the Board by equal half-yearly instalments on the 4th days of January and July in each year. The interest for one year during the construction of the proposed work, and the cost of raising the loan, will be paid out of the said sum of £1,000.”

Special Order made by the Hobson County Council altering Ridings and Representation.

THE following special order, made by the Hobson County Council, is published in accordance with the provisions of “The Counties Act, 1886.”

HOBSON COUNTY.
Special order made by the Council of Hobson County by resolution adopted at a special meeting of the said Council held on the 19th day of July, 1899, confirmed at a subsequent meeting held on the 16th day of August, 1899 (public notice of such resolution and subsequent meeting, and of the time—to wit, the 8th day of November, 1899—when this special order was to take effect, having been duly given by notice published in the Wairoa Bell on the 21st and 28th days of July, and 4th and 11th of August, 1899; a copy of the said special order having been duly deposited at the office of the Council, as specified in the notification, and having been open to the inspection of the public during office-hours for thirty days immediately preceding the subsequent meeting; and notice of such subsequent meeting having been given to each Councillor), and sealed with the common seal of the body corporate called “The Chairman, Councillors and Inhabitants of Hobson County,” on the 16th day of August, 1899:—
Whereas by section 44 of “The Counties Act, 1886,” it is enacted that by special order the Council may at any time, for the purposes of adjustment of representation in the Council when the same is authorised, and otherwise from time to time, alter the numbers of the ridings within the county, subject to the condition that the number of ridings shall not be more than nine, except in the case of united counties:
Now it is hereby resolved by the Council of Hobson County that, in exercise and pursuance of the powers in or possessed by the said Council, or by virtue of the provisions of “The Counties Act, 1886,” and in exercise or pursuance of every other power it hereunto enabling, the Council of Hobson County doth hereby make the following special order, and ordain as follows:—

That the three ridings on the western side of the Wairoa River—viz., Aratapu, Kopuru, and Dargaville—be resubdivided into five ridings, with one Councillor to represent each riding, instead of, as at present, with one Councillor for Kopuru and two Councillors for each Riding of Aratapu and Dargaville; also that the boundaries of the Ridings of Okahu and Wairoa remain as at present, and that the representation of one Councillor for each of the two said ridings remain unaltered.

That the five new ridings be named respectively Kopuru, Aratapu, Kaihu, Dargaville, and Tangowahine, and that the boundaries of the said ridings be as follows:—

Kaihu Riding: Bounded towards the north by a line from the sea over the trigonometrical station on Maunganui Bluff towards that on Tutamoe, for a distance of about eleven miles and a half, to its intersection with the north-eastern boundary-line of a block of land granted to the Kaihu Valley Railway Company under the District Railways Act (and being part of the northern boundary of the Hobson County); thence towards the north-east by north-eastern boundary-line of the aforesaid block of land to its junction with the Waimata Block; thence towards the south generally by the north-western boundary of the Waimata Block, the northern boundary-line of the Kaihu No. 2 Block, and the north-western boundary of the Kaihu No. 1b Block; thence towards the west by the ocean.

Aratapu Riding: Bounded towards the north by the northern boundary of the Kaihu No. 1b Block aforesaid; thence towards the east by the Kaihu River and the Wairoa River to the south-east corner of Allotment 5, Parish of Kopuru; thence towards the south generally by the southern boundary of Allotments 5 and 26 of said parish and the centre of the road forming the southern boundary of Allotments Nos. 36, 99, 47, 109, 126, 127, 128, 129, 130, and 94, and 52 of the said Parish of Te Kopuru, and the continuation of the southern boundary of the aforesaid Allotment No. 52 to the sea; thence towards the west by the ocean.

Kopuru Riding: Bounded towards the north by the southern boundary of the Aratapu Riding aforesaid, thence toward the east by the Wairoa River, thence towards the west by the ocean.

Dargaville Riding: Bounded towards the north generally by the northern boundary-line of the Kaihu No. 2 Block and the north-western boundary-lines of the Waimata and Ounuwhao Blocks; thence towards the east by the eastern boundary of the Ounuwhao Blocks and the Wairoa River; thence towards the south by the Wairoa River; and towards the west by the portion of the Kaihu River which forms the eastern boundary of the Aratapu Riding.

Tangowahine Riding: Bounded towards the north by the other portion of the northern boundary of Hobson County (not occupied by Kaihu Riding); thence towards the north-east by (part of eastern boundary of the Hobson County) a line drawn from Trigonometrical Station No. 18 on Tarai-o-Rahiri in the direction of Trigonometrical Station No. 41 on Tangihua to its intersection with the Wairoa River; thence towards the south-east and south generally by the Wairoa River; and towards the west and south-west generally by the Dargaville and Kaihu Ridings.

Wairoa Riding: Unaltered.

Okahu Riding: Unaltered.

That each of the said seven ridings be represented by one Councillor for each riding.

That this special order shall take effect on the 8th day of November, 1899.
The common seal of the body corporate called “The Chairman, Councillors, and Inhabitants of Hobson County” was hereunto affixed by direction of the Council of Hobson County, this 16th day of August, 1899, by Alfred Ernest Harding (Chairman), and Fredrick Friend Day, two Councillors of the said county, in the presence of—
