the Council; and, if such damage has rendered the road or its appurtenances dangerous for ordinary traffic or the public safety, the person in charge of such engine shall, in addition to giving such notice as aforesaid, place and maintain in such position, and for such time as the County Clerk or Road Inspector shall direct, such signals as shall be sufficient to give warning to all persons using such road by day or night of the existence of such danger.

(i.) Traction-engines shall, as far as practicable, be driven so that none of the wheels shall travel in ruts formed in the roads by the wheels of the same or any other engine.

  1. No person shall take any engine which weighs more than eight tons, exclusive of the weight of coals and water carried thereon for its propulsion, or any agricultural or other machine or vehicle of any kind which, with the weight of any goods being carried thereon, weighs more than ten tons, over any bridge or culvert within the county, except with the previous written permission of the County Clerk, which permission may be withdrawn at any time: Provided that the County Clerk may, if he thinks fit when giving such permission, stipulate that before crossing any bridge or culvert proper planks shall be provided and laid down by the person in charge of such engine, agricultural or other machine, or vehicle on such bridge, and impose such other provisions as he thinks fit, and such engine, agricultural or other machine, or vehicle shall not be taken on or across such bridge or culvert except on planks so laid down, or on such provisions as aforesaid.

  2. Nothing herein contained shall be held to relieve any person owning or using any engine or vehicle from liability in respect of any injury done or damage sustained by the traction of excessive weight or extraordinary traffic over or along any bridge, culvert, or road.

  3. Every person riding on a bicycle on a road within the county, upon meeting any person riding any horse or driving any vehicle drawn by a horse or horses, and before approaching within two chains of such person, shall stop, dismount, and remove his bicycle to the side of the road until the person with the horse or horses shall have safely passed.

  4. Every person riding on a bicycle on a road within the county, upon overtaking any person riding any horse or driving any vehicle drawn by a horse or horses, shall, within a reasonable distance from and before passing such person riding any horse or driving any vehicle drawn by a horse or horses, by sounding a bell or whistle, or otherwise, give audible and sufficient warning of the approach of the bicycle, and shall not, upon passing such person riding any horse or driving any vehicle drawn by a horse or horses, ride at a greater pace than ten miles an hour.

  5. Any person committing a breach of, or failing to comply with, any of the provisions of this by-law shall for each and every such offence be liable to a penalty of £5, or such less sum as to the Court shall seem fit, which penalty shall be recoverable in a summary way, as provided by law.

  6. The forms in Schedules C, D, and E hereto may be altered to suit the circumstances of each case.

  7. By-law No. 8 of the said county is hereby repealed.


Schedule A.—Width of Tires of Wheels of Vehicles used on Roads within the County.

(A.) For a four-wheeled vehicle carrying not more than six tons, drawn by more than ten animals—not less than seven inches.

(B.) For a four-wheeled vehicle carrying not more than six tons, drawn by nine or ten animals—not less than five and a half inches.

(C.) For a four-wheeled vehicle carrying not more than six tons, drawn by seven or eight animals—not less than four inches.

(D.) For a four-wheeled vehicle carrying not more than six tons, drawn by any number of animals less than seven—not less than two and a half inches.

(E.) For a two-wheeled vehicle carrying not more than two tons, drawn by more than four animals—not less than six inches.

(F.) For a two-wheeled vehicle carrying not more than two tons, drawn by four animals—not less than four inches.

(G.) For a two-wheeled vehicle carrying not more than two tons, drawn by any number of animals less than four—not less than two and a half inches.

(H.) For a four-wheeled vehicle carrying more than six tons, drawn by any number of animals—not less than eight inches.

(I.) For a two-wheeled vehicle carrying more than two tons, drawn by any number of animals—not less than six inches.

Vehicles coming within the meaning of subdivisions (A), (B), (C), (D), (E), (F), and (G) of this Schedule, if on springs, will be permitted to use tires which are not more than three-quarters of an inch less width than those specified in the said subdivisions.


Schedule B.—License-fee to be paid annually by the Owner of any Traction-engine or Vehicle as mentioned or defined in Sections 3, 4, and 5 of this By-law.

(A.) For a traction-engine under eight tons in weight, exclusive of the weight of coals and water carried thereon, if and while used only in transporting threshing-machine plant belonging to the person owning or using the said engine .. .. .. 2 0 0

(B.) For a traction-engine over eight tons in weight, exclusive of the weight of coals and water carried thereon, if and while used as described in clause (A) of this Schedule .. 4 0 0
