together with land to any depth on either or both sides of any such widened, diverted, or altered street, private street, or right-of-way, or of any such extension of street, private street, or right-of-way, and power to extend streets, private streets, and rights-of-way, and to borrow moneys by special loan, and sell or lease surplus lands, and to take over private streets and rights-of-way, and provides as to the application of rents and sale-moneys, and that the total amount of special rates levied in connection with any such loans shall not at any time exceed 2½d. in the pound, and makes provisions as to other matters: Now notice is hereby given that the Council of the City of Wellington proposes that Part V. of “The Wellington City Empowering Act, 1897,” shall come into force.

Public Notice under “The Orchard and Garden Pests Act, 1896.”—Notice No. 528.

IT having been reported to me that the disease known as phylloxera exists amongst vines growing on certain lands in the Auckland Land District, I therefore, in accordance with section 10 of “The Orchard and Garden Pests Act, 1896,” hereby declare the under-mentioned lands to be infected places from which no plants shall be removed except under the direction of an Inspector appointed under the said Act:—

Sections 37 and 42, Block VIII., Katikati Survey District. The property of John Thornton, of Dundas, New South Wales, and at present occupied by James Boyd, as caretaker.

Alterations to the Scale of Fares, Rates, and Charges in Force upon the New Zealand Government Railways.

IN pursuance of all powers and authorities enabling me under “The Public Works Act, 1894,” and any amendment thereof, and also of “The Government Railways Act, 1894,” I, Alfred Jerome Cadman, the Minister for Railways, do hereby make the following alterations in the scale of fares, rates, and charges in force on the New Zealand Government railways open for traffic, such alterations to come into force on and after the 14th day of November, 1898:—

PART III.—GOODS REGULATIONS.

AUCKLAND INDUSTRIAL EXHIBITION.

Exhibits consigned for exhibition at the Auckland Industrial Exhibition, to be held at Auckland in December, 1898, will be carried free on the New Zealand Government railways, provided that they shall be so carried at the sole risk of the consignors, and that each package shall be consigned to the Secretary of the Exhibition, and marked legibly “For exhibit at Auckland Industrial Exhibition.” Loading and unloading must be done at the expense of the consignors. In the event of such exhibits being sold the full railway charges must be paid.

Exhibits returning will be conveyed free, provided no sale or exchange has been effected. A certificate to this effect must be provided, signed by the Secretary of the Exhibition, before the goods can be received for transit free of charge.

PART IV.—GOODS: LOCAL RATES.

HURUNUI-BLUFF SECTION.

Sulphuric acid, locally manufactured, consigned direct from factory at Burnside Cattle-yards to Islington, Belfast, Christchurch, and Woolston, will be charged Class D. Minimum quantity, 5 tons per truck.

Returned empty sulphuric-acid carboys, packed, consigned from Woolston, Christchurch, Belfast, and Islington, direct to Acid-works at Burnside Cattle-yards, will be charged 15s. per ton. Minimum charge, 30s. per truck.

Tenders for Mail-service, Springfield to Kumara.

General Post Office,
Wellington, 8th November, 1898.

FRESH sealed tenders will be received at the Chief Post-office, Christchurch, until Wednesday, the 16th instant, for the conveyance of mails by four-horse coach between Springfield and Kumara for a period of three years, from the 1st January, 1899, to 31st December, 1901.

The attention of intending tenderers is directed to the terms and conditions of contract printed on the back of the tender forms, which may be procured at the principal post-offices.

No tender will be considered unless made on the printed form.

The contractor whose tender may be accepted must be prepared to carry out the service according to time-tables framed by the department.

As this mail-route may be shortened by railway extension, the Postmaster-General may terminate the contract on giving one month’s previous notice in writing, or may reduce the subsidy in proportion to the number of miles the service may be shortened by the length of railway opened or extended.

The successful tenderer shall take over the working-plant and horses used in the performance of the contract by the outgoing contractor at valuation, one valuer each to be appointed by the outgoing and incoming contractors. The valuers shall together appoint an umpire, whose decision shall be binding on all parties.

Tenders should be indorsed “Tender for Mail-service, Springfield to Kumara.”

The lowest or any tender will not necessarily be accepted.
