SECOND SCHEDULE.

THE lands enumerated above are first-class lands, and are village-homestead allotments, open for selection on lease in perpetuity under the provisions of “The Land Act, 1892” (hereinafter referred to as “the said Act”).

The day on which the lands shall be open for selection shall be Thursday, the 22nd day of December, 1898.

The rental stated above shall be the price at which the lands shall be open for selection.

Applications for leases shall be made in manner as provided in Part I. of the said Act; and all such applications shall be made to the Commissioner of Crown Lands, Wellington; and leases will be issued in accordance with the provisions of Part I. aforesaid.

Each applicant shall state his or her residence, occupation, and condition in life (namely, whether married or single), and will be required to make the declaration prescribed in Schedule C to the said Act.

Each applicant shall pay the first half-year’s rent, together with the lease- and registration-fee, immediately the application has been approved or declared successful at the ballot.

All rents must be paid half-yearly, in advance, on the 1st days of January and July in each year, as provided in section 157 of the said Act; and the first half-year’s rent is payable as before provided.

Improvements and residence on the land comprised in each lease shall be as provided in Part III. of the said Act. The provisions of section 144, and all other provisions of the said Act with respect to substantial improvements, shall apply accordingly to lessees under these regulations. The provisions of section 141, and all other provisions of the said Act in respect of compulsory residence, shall apply accordingly to lessees under these regulations.

No lessee shall subdivide, sublet, or transfer the land held by him under these regulations, except under and subject to the provisions of Part I. of the said Act.

No lessee shall hold more than one allotment, and such allotment shall be held for his or her sole use and benefit, and not for the use or benefit of any other person whomsoever. No married woman shall be eligible as a selector; but this provision shall not apply to any married woman who may become a transferee under a will or by virtue of an intestacy.

All the provisions of the said Act, so far as applicable, shall extend and apply to the lands affected by these regulations, and to the applications and leases to be made and issued thereunder, and generally to the interests created, and the persons whose rights, liabilities, or interests are thereby affected; and the mention of any particular provision of the said Act shall not be deemed to exclude any other provision of the said Act applicable to the particular case.

“The Education Act, 1877.”—Payments to Education Boards.

ORDER IN COUNCIL.
At the Government House, at Wellington, this seventeenth day of October, 1898.

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
IN exercise and pursuance of the powers and authorities vested in him by “The Education Act, 1877,” His Excellency the Governor, with the advice and consent of the Executive Council of the colony, doth hereby make the regulation hereto annexed regarding certain payments of capitation allowance to Education Boards; and, with the like advice and consent, doth hereby prescribe that this Order shall come into force on the date of the first publication thereof in the New Zealand Gazette.
REGULATION.
Notwithstanding anything to the contrary contained in an Order in Council made on the 5th day of January, 1888, under the provisions of “The Education Act, 1877,” relating (inter alia) to attendance registers and returns, the payment of capitation allowance to Education Boards for the quarter ending on the 31st day of December, 1898, shall be according to the working-average attendance of the quarter ending on the 30th day of September, 1898, as working average was defined by Order in Council dated the 5th day of July, 1887, and made under the provisions of the before-mentioned Act.

“The Education Act, 1877.”—Inspection and Examination of Schools.

ORDER IN COUNCIL.
At the Government House, at Wellington, this seventeenth day of October, 1898.

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
IN exercise and pursuance of the powers and authorities vested in him by “The Education Act, 1877,” the Governor, with the advice and consent of the Executive Council of the colony, doth hereby amend the regulation for the inspection and examination of schools made by Order in Council dated the nineteenth day of June, one thousand eight hundred and ninety-four, by cancelling the eighth and twenty-sixth sections of the said regulation, and substituting for them respectively the sections numbered eight and twenty-six in the Schedule hereto; and, with the like advice and consent, doth prescribe that this Order shall come into force on the date of the first publication thereof in the New Zealand Gazette.
SCHEDULE.

As soon as possible after the examination of a school the head-teacher shall be furnished with the names of the pupils who have passed the several standards (including Standards I. and II.), and shall record the passes in the admission register, and issue to every pupil that has passed a standard a certificate of pass in that standard, except that certificates of pass for the Sixth Standard shall be issued from the office of the Education Board, and signed by the Secretary to the Board or by an Inspector of Schools; and every pupil removing from one public school to another shall be required on entering to exhibit his latest certificate to the head-teacher, who shall make a record of the certificate in the admission register, and shall not present the pupil for examination for the standard to which such certificate relates.

Standard IV., as defined in these regulations, shall be the standard of education prescribed under “The School Attendance Act, 1894,” section 3, subsection (4).

ORDER IN COUNCIL.
At the Government House, at Wellington, this seventeenth day of October, 1898.

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
IN pursuance of the powers and authorities vested in him by “The Agricultural and Pastoral Statistics Act, 1895” (hereinafter termed “the said Act”), His Excellency the Governor of the Colony of New Zealand, acting with the consent of the Executive Council of the said colony, doth hereby order and direct that the account described in section two of the said Act shall be taken on the fifteenth day of November, one thousand eight hundred and ninety-eight, and continue to be taken from day to day until the seventeenth day of December, one thousand eight hundred and ninety-eight; and doth hereby declare that this Order in Council shall take effect on and after the fifteenth day of November, one thousand eight hundred and ninety-eight.
