Result of Poll for Proposed Loan, Borough of Wanganui.

THE following notice, received from the Mayor of the Borough of Wanganui, is published in accordance with the provisions of “The Municipal Corporations Act, 1886.”

In the matter of “The Municipal Corporations Act, 1886,” Part IX.

To the Hon. the Colonial Secretary, Wellington.

I, ALEXANDER HATRICK, Mayor of the Borough of Wanganui, do hereby, in pursuance of the provisions of section 184 of the above Act, give you notice that on the 11th day of August, 1898, a poll of the burgesses of the said borough was taken, under the provisions of the said Act, on a proposal of the Council of the said borough to borrow the sum of £4,000 by way of special loan under the provisions of the said Act, a copy of which proposal is next hereinafter set forth:—

WANGANUI BOROUGH COUNCIL.

Proposed Special Loan of £4,000.

I hereby give notice that the Wanganui Borough Council proposes to borrow by way of special loan, under the provisions of “The Municipal Corporations Act, 1886,” the sum of £4,000, to be applied and appropriated towards the erection and furnishing of a “Town or Public Hall.” And I further give notice that the Council proposes to pledge, as a security for such loan, so much of the rents for the time being payable in respect of the land known as the “Wanganui Town Belt” as shall be sufficient from time to time to pay the interest payable in respect of such loan, and as shall be sufficient to pay the principal moneys when due; but so that such security shall rank as a floating charge only on the said rents, and that accordingly no portion thereof shall be set aside or be liable to be taken or set aside unless and until a default shall be made by the Council in the payment of any interest or principal money, and then only to such an extent as may be necessary to pay such interest or principal money, as the case may be; and so that, until default shall have been made in the payment of any interest or principal money, the Council may use and deal with all such rents as they become due as part of the borough fund, and as if they were not pledged as security. And also that the Council proposes to issue debentures for such loan, each to be for a term of ten years.

And I also give you notice that the following was the result of the said poll—Number of burgesses who voted in favour of the said proposal, 496; number of votes to which the said burgesses were entitled, 820; number of burgesses who voted against the proposal, 17; number of votes to which the said last-mentioned burgesses were entitled, 30; number of informal votes, 3—and that, the total number of burgesses upon the roll being 784, and the total number of votes to which they were entitled being 1,200, I declared the said proposal carried. And I hereby give you notice that the said proposal was carried.

NOTE.—The above notice will be published once a week for four consecutive weeks, and a meeting of the burgesses to consider and discuss the above proposal will be convened by advertisements, published in the Wanganui newspapers for a day, not more than ten days after the last publication of this notice.

In the matter of “The Municipal Corporations Act, 1886,” Part IX.

I, Alexander Hatrick, of the Town of Wanganui, merchant, Mayor of the Borough of Wanganui, do solemnly and sincerely declare,—

  1. That all proceedings required by the said Act to be taken in or towards obtaining the sanction of the burgesses of the Borough of Wanganui to a proposal of the Council of the said borough to borrow the sum of £4,000 by way of special loan under the provisions of the said Act (a copy of which proposal is contained in the voting-paper hereto annexed, and marked “A”) have been duly taken;

  2. That upon a poll of the said burgesses, taken on the 11th day of August, 1898, the said proposal was duly carried.

And I make this solemn declaration conscientiously believing the same to be true, and by virtue of the provisions of an Act of the General Assembly of New Zealand intituled “The Justices of the Peace Act, 1882.”

IN pursuance of regulations under “The Civil Service Reform Act, 1886,” notice is hereby given that for the Senior Examination of January, 1900, the period of literature will be from 1744 to 1800, and the special book will be Shakespeare’s “Julius Caesar.”

THE AFRICAN SOUTH COAST.—NEW LIGHTHOUSE AT GREAT FISH POINT.—SECOND NOTICE.

It is hereby notified for general information, in accordance with first Notice to Mariners, dated the 19th June, 1897, published in the Cape Government Gazette, No. 7931, of the 25th June, 1897, by the Chief Inspector of Public Works, that a ten-second white light of the first order, having a power of 145 lighthouse units, was exhibited from the tower on the evening of 1st inst., and will continue to be shown every night hereafter from sunset to sunrise.

The focal plane is elevated 278 ft. above high water, and the light will be visible in clear weather at a distance of twenty miles from the lighthouse.

The duration of the flashes and eclipses is as follows:—

Flash .. .. ½ second.
Eclipse .. .. 9¾ “

The tower is situated about half a mile from the shore on the top of a prominent hill. The latitude is 33° 31′ 10″ south, and the longitude is 27° 6′ 34″ east of Greenwich.

The tower, which is painted in alternate stripes of white and black, is octagonal in shape, and about 30 ft. high from ground to balcony-level.
