Tuatara Lizards and their Eggs protected under the Animals Protection Acts.

RANFURLY, Governor.

IN exercise of the powers vested in me by “The Animals Protection Act, 1880,” I, Uchter John Mark, Earl of Ranfurly, the Governor of the Colony of New Zealand, do hereby declare that from and after the publication hereof the lizard known as tuatara (Sphenodon punctatum) shall come within the operation of the said Act, and do hereby declare that the eggs of such lizard are hereby absolutely protected.

As witness the hand of His Excellency the Governor, this second day of September, one thousand eight hundred and ninety-eight.

Postmaster appointed to take and receive Statutory Declarations.

PURSUANT to the authority conferred upon me by the eighth section of “The Justices of the Peace Act Amendment Act, 1888,” I, Uchter John Mark, Earl of Ranfurly, the Governor of the Colony of New Zealand, do hereby notify and declare that

ELIZABETH KENNY STEWART,

being a person holding the office of Postmaster, under “The Post Office Act, 1881,” at Porangahau, is authorised to take and receive statutory declarations under the two-hundred-and-thirty-fourth section of “The Justices of the Peace Act, 1882.”

ACTS OF GALLANTRY FOR WHICH MEDALS AND CERTIFICATES OF MERIT HAVE BEEN AWARDED SINCE THE PUBLICATION OF THE LAST REPORT, NEW ZEALAND.

1654/5.—FRANCIS JOHN CALLANAN, of Waipukurau, New Zealand, aged nine years, and JOHN FOGARTY, of the same place, aged eleven years, who rescued MARY FOGARTY, of Waipukurau, New Zealand, aged fourteen years, and MARGARET JANE TUOHY, of the same place, aged fourteen years, from drowning in the Tukituki River, Waipukurau, New Zealand, on the 12th January, 1897. Certificate of merit each.

1660/1.—WILHELM JOHN STRATTON, of Oamaru, New Zealand, a clerk, aged twenty-four years, and FREDERICK TRUSCOTT, of the same place, a saddler, aged twenty-three years, who rescued ARTHUR ROSE, of Christchurch, New Zealand, a waiter, aged twenty-two years, from drowning at New Brighton, New Zealand, on the 18th January, 1897. Bronze medal, Stratton; certificate, Truscott.

1679.—JAMES HENRY POLAND, of Wellington, New Zealand, a police-constable, aged twenty-eight years, who rescued CHARLES WYNNE MARTYN, of Bodley’s Hotel, Lambton Quay, Wellington, a doctor, aged forty-four years, from drowning in the Wellington Harbour, New Zealand, on the 25th June, 1897. Dr. Martyn, when returning to the city from the s.s. “Star of New Zealand,” fell into the harbour at 3 a.m., and Constable Poland, who was on the wharf, hearing his cries for help, ran to the spot, dived, and, with the aid of a life-line, brought the doctor to the wharf, where they were hauled up safely. Bronze medal.

1711.—GEORGE HORNER, of Auckland, New Zealand, a steward in the employ of the Northern Steamship Company, on board the “Rotomahana,” aged twenty-five years, who rescued MRS. CHOAT, of Totara Point, New Zealand, from drowning at Hauraki Gulf, Thames, New Zealand, on the 5th April, 1897. Mrs. Choat fell into the water from the wharf at 9 o’clock on a dark night. When the alarm was raised Horner jumped into the water whilst the steamer was moving, and was swimming about some time before he found Mrs. Choat. He managed to reach the wharf with very great difficulty, owing to a very strong wind blowing at the time. Bronze medal.

1712.—PERCY TIVY EMERSON, of Marine Parade, Napier, New Zealand, a cadet, aged twenty-one years, who risked his life in attempting to rescue ANNIE HICKEY, of Byron Street, Napier, New Zealand, a nurse, aged fifty-three years, who was drowned at Napier on the 16th November, 1897. Mrs. Hickey was carried out by very high breakers. Mr. Emerson took his clothes off and got through the breakers, and swam about two hundred yards to where the body had drifted by the ebb-tide. He brought the body half-way to the shore, when he was joined by a Mr. Hamilton (see case 1713), and the body was brought up on the beach; but life was found to be extinct and beyond restoration. Silver medal.

1713.—JOHN MONRO HAMILTON, of Napier, New Zealand, a telegraphist, aged twenty-one years, who risked his life in assisting PERCY TIVY EMERSON, who was awarded a silver medal (see case 1712), to rescue ANNIE HICKEY, of Byron Street, Napier, New Zealand, a nurse, aged fifty-three years, who was drowned at Napier on the 16th November, 1897. Certificate of merit.

1719.—THOMAS RYAN, of Police-station, Wellington, New Zealand, a police-constable, aged thirty-three years, who rescued WILLIAM CRAIG DICKSON, of Wellington, a fireman, aged thirty years, from drowning in Wellington Harbour on the 10th November, 1897. Certificate of merit.

1730.—JAMES O’HALLORAN, of Christchurch, New Zealand, a police-constable, aged thirty-one years, who rescued a boy from being run over by racehorses at the Christchurch Racecourse, New Zealand, on the 12th August, 1897. The boy attempted to cross the course in front of the horses when finishing a race. The constable saw the horses coming in, and the lad’s imminent danger; he at once went fearlessly on to the course in front of the horses, and pushed the boy under the rails; but, in stooping to get under the rails, the constable was knocked down by a horse, and sustained severe injuries. Bronze medal.

1752.—FREDERICK FANNING, of 17, Cambridge Street, Wellington, New Zealand, a clerk, aged twenty-three years, who rescued ALBERT SAWTELL, of Wellington, New Zealand, a printer, aged seventeen years, from drowning at Wellington, New Zealand, on the 12th December, 1897. Fanning saw Sawtell capsized out of his canoe; he rowed to the spot, dived into the water, and held him above water until picked up by a boat’s crew, both boat and canoe having drifted away. Bronze medal.
