THE NEW ZEALAND GAZETTE.

Colony of New Zealand, by and with the advice and consent of the Executive Council thereof, doth hereby revoke a certain Order in Council, dated the sixteenth day of September, one thousand eight hundred and ninety-six, making delegation of certain powers in manner as therein appears; and doth with the like advice and consent, by this present Order, delegate, but only with respect to the parcel of land described in the Schedule hereto, all the powers conferred by the Act aforesaid, except the powers under or conferred by sections five and twelve thereof, to

THE NEW BRIGHTON BOROUGH COUNCIL,

which shall be known as the Rawhiti Domain Board (hereinafter referred to as “the Board”), subject to the stipulations hereinafter contained, that is to say, —

  1. The Board shall meet for the transaction of business on the fourth Tuesday in each month, at seven o’clock p.m., at the Borough Council Chambers, or at such other time or place as may from time to time be fixed by the Board. The first meeting shall be held on Tuesday, the twenty-fourth day of August, one thousand eight hundred and ninety-seven.

  2. Special meetings may be convened by the Chairman or by any two members of the Board, provided that two days’ notice of such meeting be given to each member, specifying the business to be transacted at such special meeting; and no other business than that so specified shall be transacted at such meeting.

  3. Any three of the said Board shall form a quorum. Any meeting may be adjourned from time to time.

  4. The Mayor shall be Chairman. He may join in the discussion, and shall have an original as well as a casting vote. The Chairman shall hold office until the election of his successor.

  5. If at any meeting the Chairman is not present at the time appointed for holding the same, the members present shall choose some one of their number to be chairman of such meeting.

  6. All questions shall be determined by the majority of votes of the members of the Board present at a meeting.

SCHEDULE.

All that parcel of land in the Canterbury Land District, containing by admeasurement 67 acres 1 rood 2 perches, more or less, being reserve numbered 1616 on the map of the Christchurch Survey District. Bounded towards the west by Reserve 1579; towards the north by Section 16013; towards the east by Section 15835, also by the road reserved along high-water mark; and towards the south by Sections 15835 and 16238: as the same is delineated on the plan deposited in the Survey Office, Christchurch.

Charges and Regulations for Use of Telephones at Bureau Stations.

ORDER IN COUNCIL.

At the Government House, at Wellington, this twenty-sixth day of July, 1897.

Present:

His Excellency the Administrator of the Government in Council.

WHEREAS by Order in Council dated the twenty-second day of March, one thousand eight hundred and ninety-seven, and published in the New Zealand Gazette of the twenty-fifth day of March, one thousand eight hundred and ninety-seven, certain regulations were made and fees and charges prescribed in relation to the use of Government telephones wherever established in New Zealand in connection with the telephone exchanges and otherwise: And whereas it is required to make additional regulations and to prescribe other fees and charges in relation to the use of Government telephones within the colony when placed in bureau stations:

Now, therefore, His Excellency the Administrator of the Government of the Colony of New Zealand, in pursuance and exercise of the powers conferred upon him by “The Electric Lines Act, 1884,” and of all other powers enabling him in this behalf, and acting with the advice and consent of the Executive Council of the said colony, doth hereby make the regulations and prescribe the fees and charges contained in the Schedule hereto in relation to the use of Government telephones within the colony when placed in bureau stations as defined by such regulations, and doth hereby order and declare that such regulations shall take effect on and after the first day of August, one thousand eight hundred and ninety-seven.

S C H E D U L E.

REGULATIONS.

Bureau Stations.

A “BUREAU STATION” means any ordinary telegraph-office connected by telephone with an exchange, and includes any station so connected.

The following are the charges to be paid by the public for the use of Government telephones in the colony at a bureau station:—

Where the line used is not more than six miles long, a uniform charge of 6d. for the use of the same for any period not exceeding three minutes, and a further charge of 6d. for every additional three minutes or portion of three minutes.

Where the line used is over six miles long, the charges are 1s. for the use of the same for any time not exceeding three minutes, and a further charge of 1s. for every additional three minutes or portion of three minutes.

The above regulation as to time (three minutes) shall only apply to bureau stations within the limits of a town where an exchange is situated.

For bureau stations outside the limits of a town, the charge will be for the first six minutes, and every additional six minutes or fraction of six minutes.

When subscribers are connected through an exchange to a bureau station, or from a bureau station to a subscriber, half the above rates will be charged.

When a message to the effect that any person is required at a telephone is delivered by the department from a bureau station, 3d. will be charged for delivery within the ordinary circuits of delivery. These charges must be paid by the sender. Messages outside the limits described above are subject to special charges for delivery, according to the extra expense thereby incurred.

Any one person may only use the wire for six minutes at a time—that is to say, that if another person requires the wire at the end of six minutes he must have it. Should the wire not be asked for, then the person using it may continue to do so at the tariff rate. On Sundays ordinary rates only are charged.

“The Education Act, 1877.”—Payments to Education Boards.

ORDER IN COUNCIL.

At the Government House, at Wellington, this twenty-sixth day of July, 1897.

Present:

His Excellency the Administrator of the Government in Council.

IN exercise and pursuance of the powers and authorities vested in him by “The Education Act, 1877,” His Excellency the Administrator of the Government, with the advice and consent of the Executive Council of the colony, doth hereby make the regulation hereto annexed regarding certain payments of capitation allowance to Education Boards; and, with the like advice and consent, doth hereby prescribe that this Order shall come into force on the date of the first publication thereof in the New Zealand Gazette.

REGULATION.

Notwithstanding anything to the contrary contained in an Order in Council made on the 5th day of January, 1888, under the provisions of “The Education Act, 1877,” relating (inter alia) to attendance registers and returns, the payment of capitation allowance to Education Boards for the quarter ending on the 30th day of September, 1897, shall be according to the working-average attendance of the quarter ending on the 30th day of June, 1897, as working average was defined by Order in Council dated the 5th day of July, 1887, and made under the provisions of the before-mentioned Act.
