  1. If at any meeting the Chairman is not present at the time appointed for holding the same, the members present shall choose some one of their number to be chairman of such meeting.
  2. If, by resignation, death, or incapacity, or otherwise, the office of Chairman shall be or become vacant, the members may at any monthly or special meeting appoint a Chairman.
  3. All questions shall be determined by the majority of votes of the members of the Board present at a meeting.

Powers delegated to the Hyde Domain Board under “The Public Domains Act, 1881.”

ORDER IN COUNCIL.

At the Government House, at Wellington, this thirty-first day of May, 1897.

Present:

HIS EXCELLENCY THE ADMINISTRATOR OF THE GOVERNMENT IN COUNCIL.

WHEREAS by the twelfth section of “The Public Domains Act, 1881,” it is, inter alia, enacted that the Governor, by Order in Council, may from time to time delegate all or any of the powers by the said Act conferred, save as is therein mentioned, to any person or persons, for any period, and subject to such stipulations as may be specified in such Order, and that every such delegation may from time to time in like manner be altered or revoked: And whereas, pursuant to “The Public Reserves Act, 1881,” by an Order in Council of even date herewith, the land described in the Schedule thereto, situate in the Otago Land District, and being Sections Nos. 51, 52, 54, 55, 57, and 58 of Block VII., Rock and Pillar District, is declared to be brought under the operation of and to be subject to the provisions of the said “Public Domains Act, 1881”:

Now, therefore, His Excellency the Administrator of the Government, by and with the advice and consent of the Executive Council of the Colony of New Zealand, doth by this present Order delegate all the powers conferred by the Act first above mentioned, except the powers under or conferred by sections five and twelve thereof, to the undermentioned persons, who shall be known as the Hyde Domain Board, namely,—

WILLIAM CURRIE,
PATRICK KINNEY,
JOHN BEATTY,
ALEXANDER TROTTER,
MICHAEL PRENDERGAST, Jun.,
OWEN JOHN LAVERY, and
ALFRED ARTHUR

(hereinafter referred to as “the Board”), subject to the stipulations hereinafter contained, that is to say,—

  1. The Board shall meet for the transaction of business on the fourth Wednesday in each month, at eight o'clock p.m., at the Schoolhouse at Hyde, or at such other time or place as may from time to time be fixed by the Board. The first meeting shall be held on Wednesday, the twenty-third day of June, one thousand eight hundred and ninety-seven.

  2. Special meetings may be convened by the Chairman or by any two members of the Board, provided that two days' notice of such meeting be given to each member, specifying the business to be transacted at such special meeting; and no other business than that so specified shall be transacted at such meeting.

  3. Any three of the said Board shall form a quorum. Any meeting may be adjourned from time to time.

  4. The members of the Board shall, at their first meeting, and thereafter at an annual meeting to be held on the first Friday in January in every succeeding year thereafter, elect one of themselves to be Chairman, who may join in the discussion, and shall have an original as well as a casting vote. The Chairman shall hold office until the election of his successor.

Certain Goods deemed specially dangerous under “The Dangerous Goods Act, 1882.”

ORDER IN COUNCIL.

At the Government House, at Wellington, this thirty-first day of May, 1897.

Present:

HIS EXCELLENCY THE ADMINISTRATOR OF THE GOVERNMENT IN COUNCIL.

IN pursuance and exercise of the powers and authorities vested in him by “The Dangerous Goods Act, 1882,” His Excellency the Administrator of the Government of the Colony of New Zealand, by and with the advice and consent of the Executive Council of the said colony, doth hereby order and declare that the following article—namely, carbide of calcium—shall be deemed “specially dangerous” within the meaning of the said Act. And in further pursuance of the said powers and authorities, and by and with the like advice and consent as aforesaid, his said Excellency doth hereby declare that the provisions of this Order in Council shall extend to the whole of the Colony of New Zealand.

Appointing Supervising Valuers under “The Government Valuation of Land Act, 1896.”

IN pursuance and exercise of the power and authority vested in him under “The Government Valuation of Land Act, 1896,” His Excellency the Administrator of the Government, by and with the advice and consent of the Executive Council of the Colony of New Zealand, doth hereby appoint

WILLIAM DUNCAN, Esq., Auckland;
ALBERT BARNS, Esq., Wanganui;
THOMAS KENNEDY MACDONALD, Esq., Wellington;
ARTHUR PYNE O'CALLAGHAN, Esq., Timaru;
ANDREW MCKERROW, Esq., Hampden; and
HUGH CARSWELL, Esq., Invercargill,

to be Supervising Valuers; such appointments to date from the 15th day of May, 1897.

Appointing Valuer-General under “The Government Valuation of Land Act, 1896.”

GLASGOW, Governor.

WHEREAS by section two of “The Government Valuation of Land Act, 1896,” it is among other things enacted that the Governor, by Order in Council, may appoint a Valuer-General, who shall be the Commissioner of Taxes for the time being: Now, therefore, I, David, Earl of Glasgow, the Governor of the Colony of New Zealand, in pursuance and exercise of the power and authority contained in the said Act, and by and with the advice and consent of the Executive Council of the said colony, do hereby appoint

JOHN McGOWAN,

of Wellington, Esquire, the Commissioner of Taxes for the time being, to be the Valuer-General, to hold the said office of Valuer-General during pleasure; the said John McGowan being hereby required to enter upon the duties thereof, and exercise the same in person, in accordance with the said Act.

Given under the hand of His Excellency the Governor of the Colony of New Zealand, and issued under the Seal of the said Colony, at the Government House at Wellington aforesaid, this ninth day of November, one thousand eight hundred and ninety-six.
