THE following special order, made by the Waipipi Road Board, is published in accordance with the provisions of “The Road Boards Act, 1882.”

SPECIAL order made by the Waipipi Road Board on 9th January, 1897, and confirmed on 13th February, 1897:—
“That a special rate of ¾d. in the pound be made on all the rateable property in No. 1 Subdivision of the Waipipi Road District, for the purpose of paying interest and sinking fund on a loan of £800, to be obtained under the provisions of ‘The Government Loans to Local Bodies Act, 1886,’ for the purpose of metalling a portion of the main Waiuku–Maioro Road, the said rate to be an annually recurring one for twenty-six years.”
I certify that the foregoing is a true copy of a special order made by the Waipipi Road Board on the 9th of January, 1897, and confirmed on the 13th February, 1897.

THE following special order, made by the Taratahi-Carterton Road Board, is published in accordance with the provisions of “The Road Boards Act, 1882.”

TARATAHI-CARTERTON ROAD BOARD.—SPECIAL ORDER.
THAT for the purpose of providing the annual interest and charges upon an additional loan of £37 for the construction of a bridge on the Waiohine River at Matarawa, to be raised under “The Local Bodies’ Loans Act, 1886,” and “The Government Loans to Local Bodies’ Act, 1886,” this Board now make and levy a special rate of ⅛d. in the pound, annually recurring for twenty-six years, over the rateable properties within the Matarawa Bridge Special Rating District, hereinafter defined; and, further, that such special rate shall be payable in two equal instalments on the first day of June and December in each year: All that area of land, being part of No. 5 Subdivision of the Taratahi-Carterton Road District, bounded towards the north and west by Sections 246 and 270, Block X., Sections 234 and 235, and by Subdivisional Allotment No. IX. of Section 236, Block IX., Sections 301, 352, 353, and 351, Block V., all in the Tiffin Survey District, and by a straight line from the westernmost corner of said Section 351 to the summit of Mount Waiohine; thence by a straight line running due west to the Waiohine River; and thence towards the west, south, and east by the Waiohine River down stream to the north-eastern corner of Section 232, Block X., Tiffin Survey District.
I hereby certify that the above special order has been duly passed by the Taratahi-Carterton Road Board at a special meeting held on the 6th day of March, 1897, and duly confirmed at a special meeting held on the 10th day of April, 1897.

THE following special order, made by the Pouawa Road Board, is published in accordance with the provisions of “The Road Boards Act, 1882.”

POUAWA ROAD BOARD.—SPECIAL ORDER STRIKING SPECIAL RATE.
RESOLVED, That a special rate of ⅜d. in the pound be struck on all rateable property within the Pouawa West Special District, as defined in Schedule hereto, for the purpose of securing the payment of interest on an additional sum of £40, to be borrowed in terms of “The Government Loans to Local Bodies Act, 1886,” being 10 per cent. on the original loan of £400, the proposal for which was agreed to at a poll of ratepayers taken on the 10th October, 1894, the said additional loan being necessary to complete the public works specified in original proposal: this special rate to be a recurring rate for the period of twenty-six years from the 1st June, 1897, to the 31st May, 1923; and to be due and payable in two equal instalments on the 1st July and the 1st January in each year.
This special order shall take effect on the date of its publication in the New Zealand Gazette.

Sections 30, 31, 32, and 33 of Whataupoko G, Turanganui Survey District, County of Cook.

WEDNESDAY, the 7th day of July next, will be observed as a public holiday in the Government offices throughout New Zealand for the celebration of Arbor Day.
In order that the movement may be made as successful as possible, the Government hopes that the Mayors of the various Municipalities and Chairmen of Local Bodies will place the matter prominently before the people of the colony, and do all they can to encourage the planting of Public Reserves and other available lands, both public and private, with trees suited to the locality.

THE under-mentioned revised regulations with reference to the entry of naval cadets into the British navy, received from the Secretary of State for the Colonies, are republished for general information.

REGULATIONS RESPECTING NAVAL CADETS.—FOR THE INFORMATION OF CANDIDATES.
- APPOINTMENTS to naval cadetships will be made by limited competition, with the under-mentioned exceptions:—
Six cadetships given annually to sons of gentlemen in the colonies, on the recommendation of the Secretary of State for the Colonies.
Service cadetships, the total number of which is not to exceed seven in any one year. Service cadets will be selected by the Board of Admiralty from (a) sons of officers of the army, navy, or marines who have been killed in action, or who have been lost at sea on active service, or killed on duty, or who have died of wounds received in action or injuries received on duty within six months from the date of such action or injury; (b) sons of officers of the navy who have performed long or distinguished service, and who hold or have held rank or relative rank on the active list not lower than that of commander. Not more than three service cadets will be nominated annually under clause (b).
Applications for service cadetships should be addressed to the Military Secretary, Horse Guards, if the candidate is the son of an officer of the army; to the Secretary of the Admiralty if the candidate is the son of an officer of the navy or marines; and to the Military Secretary, India Office, if the candidate is the son of an officer of the Indian army.
Colonial and service cadets will be entered on passing the test examination as specified in paragraphs 9 and 10, and will in all other respects be subject to these regulations.
Candidates must be of pure European descent, and the sons either of natural-born British subjects or of parents naturalised in the United Kingdom.
If any doubt arises upon this question, the burden of clear proof that he is qualified will rest upon the candidate himself.
The educational examination of all candidates will be conducted by the Civil Service Commissioners (address Cannon Row, Westminster), who will deal with all questions connected with such examination, and will announce the results. A fee of £1 will be required from each candidate.
- Except in special circumstances, not more than one-third of the number of candidates actually presenting themselves before the Civil Service Commissioners will be entered.
