(1.) A parliamentary electoral roll, in which he shall enter the names and addresses of such of the members of the Legislative Council as for the time being are resident within the Provincial District of Canterbury, and such of the members of the House of Representatives as for the time being represent electoral districts within that provincial district;

(2.) A graduates’ electoral roll, in which he shall enter the names, addresses, and degrees of such of the graduates of the New Zealand University as for the time being are on the books of the Canterbury College;

(3.) A teachers’ electoral roll, in which he shall enter the names, addresses, and certificates of such of the persons holding certificates of not lower grade than D as for the time being are resident within the Provincial District of Canterbury; and

(4.) A School Committees’ electoral roll, in which he shall enter the names and addresses of the Committees of such school districts as are wholly within the Provincial District of Canterbury.

As to the Canterbury Agricultural College.

  1. For the purposes of the election of members of the Board of Governors of the Canterbury Agricultural College the Returning Officer appointed by that Board shall prepare two electoral rolls, namely,—

(1.) A parliamentary electoral roll, in which he shall enter the names and addresses of such of the members of the Legislative Council and the House of Representatives as for the time being are entitled to elect members of the Board of Governors of the Canterbury College as hereinbefore provided; and

(2.) An agricultural societies’ electoral roll, in which he shall enter the names and addresses of such agricultural and pastoral societies, duly incorporated under “The Agricultural and Pastoral Societies Act, 1877,” as have their principal offices in the Provincial District of Canterbury.

  1. The electoral rolls prepared for the purposes of the first election of members of the Board of Governors of the Canterbury Agricultural College, pursuant to regulations made on the 5th day of November, 1896, shall be deemed to have been prepared pursuant to these present regulations, and shall operate accordingly.

As to both Colleges.

  1. The succeeding clauses of these regulations apply to both colleges, and also to the respective Boards of Governors thereof, and the respective Returning Officers appointed by those Boards.

  2. The expression “person” includes the Professorial Board of the Canterbury College, a School Committee, and an Agricultural and Pastoral Society.

  3. The Returning Officer shall prepare and from time to time amend the electoral rolls either on his own motion, or pursuant to any claim or objection, by entering therein or removing therefrom the name of any elector of whose qualification or want of qualification, as the case may be, he is satisfied, and by otherwise correcting any error in any such roll.

  4. The electoral rolls, or copies thereof, shall be kept open to public inspection at all reasonable times at such convenient place in the College as the Board of Governors appoints in that behalf.

  5. Any person possessing the necessary qualification for enrolment on any roll may make and forward or deliver to the Returning Officer a claim for enrolment in the form or to the effect following:—

CLAIM for Enrolment as Elector of [Name of college].

(1.) Claimant: [Set out the full name and address of the claimant, thus—A.B., of Christchurch, or The School Committee of the District of , or as the case may be.]

(2.) Qualification: [Set out the qualification, thus—Bachelor of Arts of the New Zealand University, duly entered on the books of the Canterbury College, or School Committee of the District of , being a district wholly within the Provincial District of Canterbury, or as the case may be.]

(3.) Roll in respect whereof this claim is made: [Set out name of roll, thus—Graduates’ electoral roll, or as the case may be.]

The claimant hereby claims to be entered on the above-mentioned roll as an elector of the [Set out name of the college].

[Signature of the claimant, thus: A.B., or The School Committee of the District of , by its Chairman, C.D., or as the case may be.]

To the Returning Officer of [Name of the college].

  1. Claims for enrolment may be signed in the name and on behalf of a School Committee, or an Agricultural and Pastoral Society—in the case of such Committee by the Chairman or any two members thereof, and in the case of such Society by the Chairman or any two members of the governing body thereof.

  2. Any person who is entered on any electoral roll of the Canterbury College, and possesses the necessary qualification in respect of any other electoral roll of the same college, may make and forward or deliver to the Returning Officer a claim for transfer from the first to the secondly-mentioned roll; and on receipt of such claim before either of the said rolls is closed for the purposes of an impending election, the Returning Officer, if satisfied that the claimant possesses the necessary qualification, shall transfer his name accordingly.

  3. Claims for transfer shall be in the form or to the effect following:—

THE CANTERBURY COLLEGE.—Claim for Transfer.

(1.) Claimant: [Set out full name and address of claimant.]

(2.) Roll on which he is at present entered: [Set out name of roll, thus—Graduates’ electoral roll, or as the case may be.]

(3.) Roll to which he claims to be transferred: [Set out name of roll, thus—Teachers’ electoral roll, or as the case may be.]

(4.) Qualification by virtue whereof he claims to be transferred: [Set out qualification, thus—Holder of a D certificate, and resident at (place), within the Provincial District of Canterbury, or as the case may be.]

The claimant hereby claims to be transferred from the first-mentioned to the secondly-mentioned roll, as above.

To the Returning Officer of the Canterbury College.

  1. Any person may, by notice under his hand delivered to the Returning Officer or posted to him at the College buildings, object to any electoral roll on the grounds,—

(1.) That any person whose name is on the roll does not possess the necessary qualification; or

(2.) That any person whose name is not on the roll possesses the necessary qualification, and is entitled to have his name entered thereon.

  1. Forthwith after receipt of any such objection the Returning Officer shall inquire into and dispose of the same.

  2. Any person aggrieved by any decision or act of the Returning Officer relating to any roll may appeal therefrom to the Board of Governors by notice under his hand addressed to the Board and delivered at the College not later than 5 o’clock on the afternoon of the day next before the day on which such roll is to be closed for the purposes of an impending election.

  3. Every such appeal shall, before the roll is closed, be heard and determined by the Board of Governors at a meeting held for the purpose; and the Returning Officer shall amend the roll in such manner as the Board, when disposing of the appeal, directs.

  4. Every ordinary election shall be held, in the case of the Canterbury College on the first Monday in June, and in the case of the Canterbury Agricultural College on the first Monday in December, and every casual election shall in every case be held on such day as the Board of Governors appoints, being not less than the nineteenth nor more than the twenty-first day after such vacancy occurs.

  5. The Returning Officer shall by advertisement publicly notify in respect of each election,—

(1.) The day on which the election will be held, and the hour at which the poll will be closed;

(2.) The respective classes of electors entitled to vote, and the number of candidates for whom each such class is entitled to vote;

(3.) The total number of candidates to be elected.

  1. (1.) Such advertisement shall be published in not less than three issues of some newspaper published or circulating in the Provincial District of Canterbury.

(2.) An interval of not less than four days shall elapse between each such issue and the next, and the last issue shall appear not later than the sixth day next preceding the day on which the election is to be held.

  1. Every candidate shall be nominated in writing by one or more electors entitled to vote for his election.

  2. Each such elector may nominate any number of candidates not exceeding the number to be elected by the electors belonging to the same class as the nominating elector.

  3. Every nomination-paper shall be in the form or to the effect following:—
